LISBON – Marcus L. “Free” Copeland, 30, Smithfield Street, East Liverpool, pleaded guilty in Columbiana County Common Pleas Court to two counts of possession of drugs and two counts of having weapons while under a disability. Sentencing is set for Sept. 30. He faces up to 12 years in prison if all the counts can run consecutively.
On March 12, 2015, Copeland had at least five grams, but less than 10 grams of heroin, and at least 10 grams, but less than 20 grams of cocaine, both during the execution of a search warrant. At the same time, he had $652 used or intended for use in a drug-related offense. Additionally, Copeland had a 9-mm Berretta semi-automatic pistol and a CAI Georgia VT 9-mm pistol, which he is prohibited from carrying due to previous felony convictions.

LISBON – Stephen T. Westover, 26, Clarkson Road, Rogers, pleaded guilty in Columbiana County Common Pleas Court Tuesday to burglary, requested immediate sentencing and was sentenced to four years in prison. Westover was responsible for entering the home of Patrick Palmer, Dutchtown School Road, Rogers, on April 28 to commit a crime.
Kimberly A. Beatty, 24, Ohio Avenue, East Liverpool, was sentenced on Monday to six months in prison after her probation was dishonorably terminated. Beatty had been on probation for trafficking in marijuana and possession of drugs for having seven baggies of marijuana and a plastic bag containing heroin when police responded to Independence Square in Wellsville on June 27, 2013, due to Beatty being passed out behind the wheel of her vehicle.
Benjamin R. Hipsley, 59, Clark Avenue, Newell, W.Va., was sentenced Monday to nine months in prison and had his license suspended for six months for possession of drugs for less than five grams of cocaine found in a pipe on the back floor of the vehicle he was driving in December of 2011.

LISBON – Bradley Michael McKenzie, 35, Chester Avenue, East Liverpool, was sentenced by Judge C. Ashley Pike to nine months in prison on Monday in Common Pleas Court.
McKenzie previously pleaded guilty to illegal conveyance of a drug of abuse onto the grounds of a detention facility, a third-degree felony, after he was found with .10 grams of fentanyl in his bedding during a search of his jail cell on April 25, 2015. McKenzie was given an opportunity to self-report to the county jail on Aug. 1.

LISBON – John W. Hawkins, 48, Toledo, stipulated in Columbiana County Common Pleas Court to violating the terms of his probation and was sentenced to eight months in prison for non-support of dependents. Hawkins will be serving the term concurrently with time he is serving in Lucas County.

LISBON – Lloydora K. McDowell, 30, Cleveland, was sentenced in Columbiana County Common Pleas Court to 18 months in the Reformatory for Women in Marysville for two counts of possession of drugs. McDowell was found with a bag containing 28 grams of cocaine and a scale with a trace amount of both cocaine and heroin on it. She was fined $5,000 and her license was suspended for 18 months.
Tammy L. Shuman, 39, Southeast Boulevard, Salem, pleaded guilty to failure to comply with the order or signal of a police officer, OVI, endangering children and resisting arrest. She faces up to four years in prison and a 90 day jail sentence if all counts can run consecutively. She also could be fined up to $12,825. Sentencing is set for Sept. 22. Shuman was driving intoxicated on Nov. 14 with a 9-year-old child in the SUV and then refused to unlock the door when she was stopped by deputies after trying to avoid stopping for about 26 miles.

LISBON – Candy M. Kibler, 46, West Lincoln Way, Lisbon, pleaded guilty in Columbiana County Common Pleas Court to receiving stolen property, tampering with evidence and possession of drugs. She faces up to five and a half years in prison, a $17,500 fine and a five-year license suspension if all counts run consecutively. Sentencing is set for Oct. 13. Kibler removed a 2007 Pontiac G6 from where it was parked near her home to a nearby parking lot on April 8, knowing her son was likely involved in the theft of the vehicle. She was also found in possession of a knife, spoon and glass vial containing liquid and cocaine inside her home.
Travis S. Faulkner, 27, Columbia Street, Salem, stipulated to violating his probation from a possession of drugs charge from having diazepam and oxycodone inside his jail cell on May 30, 2010. His probation will continue, but include the addition of up to six months at the Eastern Ohio Correctional Center in Wintersville.
Kip A. Bailey, 28, state Route 267, East Liverpool, stipulated to violating his probation from an arson case where he set fire to items inside the trunk of a Chevy Malibu parked next to Scotties Bar and belonging to Joni May on June 14, 2014. His probation terms will continue, but he was ordered to spend 30 days under house arrest.

LISBON – A Jefferson County man received probation on drug charges during action this week in Columbiana County Common Pleas Court.
Shon R. Barton, 46, of Saline Street, Irondale, was sentenced by Judge Scott Washam to four years’ probation/treatment after pleading guilty as charged to drug possession charges. Barton was found in possession of Hydrocondone Bitartrate and Acetaminophen in the county on April 20, 2015.

LISBON – Alden G. Young, 24, Youngstown, pleaded guilty in Common Pleas Court to two counts of possession of drugs. Young requested immediate sentencing and was given 12 months in prison, while credited for three days served. The charges stemmed from Young having oxycodone on July 6, 2015 and cocaine on Nov. 28, 2015.

LISBON – William E. Davis III, 47, Darlington, Pa., was found eligible for intervention in lieu of conviction. He pleaded guilty in Columbiana County Common Pleas Court to possession of drugs and possession of drug paraphernalia and was placed on a four-year intervention plan. On March 16, 2014, Davis allegedly had less than the bulk amount of XLR-11 and paraphernalia.
Chad D. Williams, 36, state Route 45, Lisbon, was found to be in possession of $2,778 during the commission or due to a felony drug crime and the funds have now been ordered forfeited to the state of Ohio. Williams was recently sentenced to six years in prison and fined $7,500 for a list of drug-related charges from last summer.

LISBON – Samantha I. Sisco, 27, Dutchtown School Road, Rogers, was sentenced in Columbiana County Common Pleas Court to two years in Maysville Correctional Facility, but credited with 272 days of jail already served. Sisco previously pleaded guilty to the charges of having weapon while under disability, possession of drugs, and two counts of illegal conveyance of a drug of abuse onto the grounds of a detention facility.
On Oct. 1, 2015, Sisco had a Smith and Wesson .38 Special handgun after she already has a cocaine conviction in Mahoning County in 2002. Additionally between Oct. 1 and Oct. 8 she took at least 10 grams, but less than 50 grams of heroin and less than the bulk amount of alprazolam into the county jail.
Quayne D. Watkins, 42, Loraine, was sentenced to one year in prison, while credited with 22 days already served for possession of drugs and tampering with evidence. Watkins had at least five grams, but less than 10 grams of cocaine on June 11, 2014, when he attempted to conceal baggie of cocaine during an investigation.
Robert A. Nye Jr., 47, South 21st Street, Sebring, was found eligible for intervention in lieu of conviction and placed on a five-year treatment plan for possession of drugs for less than five grams of cocaine he had on July 11, 2015.
Justin S. Miller, 33, U.S. Route 30, Minerva, was placed on a four-year intervention in lieu of conviction plan possession of drug paraphernalia and two counts of possession of drugs. On April 21, 2015, Miller was found with a combination of heroin and fentanyl in a container found near him during a drug overdose along with a syringe and a spoon containing drug residue.

LISBON – In Common Pleas Court, Barry D. Harris, 14th Street, Wellsville, offered an Alford Plea to charge of permitting drug abuse.
He is facing up to a year in prison, a $2,500 fine and a five-year license suspension. Sentencing is set for Sept. 9. Harris had Alprazolam in less than the bulk amount on Sept. 23, 2014.

LISBON -An East Liverpool man received a prison sentence for possessing and using stolen credit cards and later breaking into a home to steal DVDs.
Kevin S. Neeley, 34, of South Surry Road, was sentenced by Columbiana County Common Pleas Court C. Ashley Pike to two years in prison after pleading guilty to three counts of receiving stolen property, two counts of using a stolen credit and burglary.
Neeley was in possession of stolen credit cards belonging to Scott Butler and James Mayfield and a stolen check belonging to Butler and then using the stolen credit cards. These crimes occurred last August.
Neeley was also accused of burglarizing the home of George Montgomery, Florence Street, East Liverpool, in October and stealing a plastic bin filled with DVDs.

LISBON – A Salem man was sent to prison this week in Columbiana County Pleas Court after previously pleading guilty to three counts of drug trafficking.
Joshua J.L. Lapin, 37, of East State Street, was sentenced to 15 months in prison by Judge C. Ashley Pike on the charges, with mandatory credit granted for 282 days already served in the county jail. The drug transactions occurred in October 2014, with Lapin selling methampethamine and buphrenomorphine to a confidential informant working with the county drug task force for a combined $180. He also sold counterfeit methamphetamine to the informant for $140.
In other court action, Jeffrey M. Skidmore, 36, of South Market Street, Lisbon, is scheduled to be sentenced on Sept. 2 after pleading guilty one count of receiving stolen property, one count of possessing a vehicle with an altered vehicle identification number (VIN), and one count of permitting drug abuse. As part of the plea deal, charges of receiving stolen property, possessing a vehicle with an altered VIN, and two counts of drug possession were dismissed.
Skidmore was accused of being in possession of a stolen pickup truck from Cecil Motors in New Martinsville, W.Va., which had an altered VIN and a stolen motorcycle frame with an altered VIN. He was also accused of allowing people to engage in illegal drug use at his business, the Motorcycle Dream Shop. The crimes occurred in 2014.
Michael S. Everly, 31, Bayard Road, Homeworth, is scheduled to be sentenced on Sept. 2 after pleading guilty to possessing an illegal weapon – a sawed-off shotgun – and receiving stolen property -parts from an SUV belonging to Danny Lucas. The crimes occurred in September 2015.
Jordan Gainer, 38, Morton Street, East Liverpool, is scheduled to be sentenced on Sept. 2 after pleading guilty to drug possession. Gainer was found with cocaine in the Roseland Commons parking lot in Lisbon on in October 2015.
