County Sheriff
– Tina Cousins, state Route 45, Lisbon, reported at 11:46 p.m. Monday she is concerned because her ex-boyfriend, Mat Scarsella, has been showing up everywhere she goes, despite being told to stop. She heard a noise outside and wanted deputies to check. Deputies checked around the house but saw no one about. They also suggested she consider getting a protection order.
– Elaine Bonar, Mountz Road, Homeworth, reported at 10:02 a.m. Monday she left at about 6:35 a.m. and came back at about 9:45 a.m. to find someone had entered her home through a door on the west end of the house. The drawers to her dresser had been pulled out and gone through. Her jewelry box and drawers were removed. Items were laying on the bed. A 1962 West Branch class ring and numerous necklaces were stolen. Whoever was responsible did not touch any electronics throughout the house.
Highway Patrol
– Avery M. Ohlin, 26, Petersburg, was eastbound on state Route 558 in Fairfield Township at 9:20 p.m. Saturday and Michael D. Jenkins, 24, North Market Street, Lisbon, was westbound and failed to yield turning left onto state Route 7 and struck Ohlin. Jenkins was cited for right of way turning left and taken to East Liverpool Hospital with minor injuries.
– Kayla J. Cramer, 22, West Salem Street, Columbiana, was southbound on East Liverpool Road at 9:55 a.m. Monday and pulled off the right side after the engine began acting up and the vehicle then caught fire. She was able to get out and no injuries were reported.
– Carl J. Wrenn, 36, Continental Drive, Salem, was westbound on state Route 172 in Hanover Township at 11:27 p.m. Saturday and went off the right side and kicked up gravel that caused damage to a vehicle driven by Sally J. Hays, 61, Wooddale Drive, Lisbon, that was northbound on Hanna Drive.
– Christine L. Reiter, 61, Georgetown Damascus Road, Damascus, was northeast on Georgetown Damascus Road in Knox Township at 10:13 a.m. Saturday and was struck by Nancy J. Pfaff, 56, state Route 164, Lisbon, who was eastbound and failed to yield at a stop sign on Hanselman Road. Pfaff was cited for stop sign.
– Sayre N. Jones, 25, Mentor, was northbound on state Route 11 in Elkrun Township at 3:51 p.m. Friday and in the left lane when the right front tire blew out. No injuries were reported.
– Kahliel Evan Fletcher, 18, Alliance, was westbound on Bowman Road in
Washington Township in Stark County at 2 a.m. July 26 and went off the west side of Homeworth Road through a private yard and became stuck in an embankment and then left the vehicle. He was later cited for failure to control, driving under suspension and hit skip.
Lisbon
– Two days ago it was reported that Scott Nelder, 22, was cited for failure to control after he drove straight into a lawn while turning from Jackson Street onto East Lincoln Way at 12:48 a.m. Sunday. Nelder was also cited for OVI. His passengers, Nathan Q. Courtney, 27, and Cory M. Adams, 22, were both charged with disorderly conduct based on their behavior after police responded.
– Matt Seabolt of New Waterford reportedly slid in the mud while driving at the county fairgrounds and his vehicle struck a parked vehicle belonging to Stephanie Bondoni of Knox Township. The accident occurred at 9:40 a.m. Sunday.
– Samantha M. Larkins, 24, Grant Street, was cited for failure to stop an assured cleared distance after she drove into the rear of a stopped vehicle driven by Mary Ann Bacon, 67, Wooddale Drive, Hanoverton. The accident occurred on North Market Street at 8 p.m. Monday.
– James Meeks of East Palestine reported Friday he was leaving the fairgrounds when another vehicle peeled off, showering rocks on his wife’s pickup truck. They spoke to the driver, who was a young man, and police attempted to contact the vehicle owner.
– Police found Tim Wamsley pushing a Save A Lot supermarket cart up North Beaver Street at 12:14 p.m. Friday. He was told to return the cart to the store or be charged with theft.
– Nicole Wilkinson reportedly backed into a car belonging to Mark Feezle in the Home Savings Bank parking lot at 11:38 a.m. Friday.
Columbiana
– Tammy Fetterhoff reported at 12:38 a.m. Monday her ex-boyfriend Jamie Bertolette, 51, Fairfield Avenue, came to her apartment and stole some items. Police investigated and Bertolette was later charged with criminal trespass and theft and taken to the Columbiana County Jail.
– Amy Anderson, South Cross Street, reported at 7:25 a.m. Monday someone entered her vehicle during the night and stole her sunglasses.
– A man reported at 9 a.m. Monday Mark Beck was walking his dogs on Spring Street without a leash again and allowing them to defecate in the yards and was not cleaning up after them. Police contacted Beck but he denied his dogs were anywhere but in his yard.
– Police stood by while the electric department repaired a downed line on East Friend Street near the alley at 5:44 p.m. Monday.
– A man reported at 8:11 p.m. Monday a dog running loose on Old Saybrook chased his kids off a bicycle and up the swing set. Police told Jack Burgess not to let his dog off the premises in the future.
East Liverpool
– Eugene C. Simmons, a toll taker at the Newell Bridge, reported Saturday a man pulled up and asked if he could cross without paying and then pay when he returned. When told he would have to turn around, the man did and then left without incident. A short while later, the man came across the bridge from the West Virginia side, pulled up and began yelling at Simmons, telling him he had better never use that tone of voice with him again, then drove away. A short while after that, the man walked up to the bridge, bought $5 worth of toll tickets and began arguing with Simmons, leaning into the toll booth and threatening to kill him, according to reports. Simmons sprayed the man with pepper spray and he left.
– Kimberly A. Herron, Ohio Avenue, asked to have officers remove her boyfriend from the house after fighting with him over Facebook, but she was advised that, since he also lived there, she would have to evict him.
– Kasey D. Bailey, Thompson Avenue, reported a man she knows was at her house and an argument ensued, during which he punched her in the face, knocking her down, then kicked her in the buttocks. She was advised to see the law director if she wished to file charges.
– Angela M. Johnson, Michigan Street, reported her garage broken into and a weedeater, leaf blower and can of gas taken.
– Staci M. Shaw, Ohio Avenue, reported her maroon, 2003 Chevy Impala stolen. The vehicle was missing all four hubcaps, had dents in the hood and was missing the handle on the rear door.
– Juley Ratkovich, Vine Street, reported a TV/VCR combination, antenna and receiver taken from her home.
– An unauthorized charge was made on the debit card of Barbara Fitzgerald, Cadmus Street, at Best Buy in Youngstown.
– A Giant Eagle customer reported leaving her brown wallet in her shopping cart by mistake and, when she returned, it was missing. Her name was not included in reports.
– Officers were called to College Street for a person threatening to stab people, where witnesses said an argument ensued between three males, and one of them pulled a knife from his waistband, threatening another. There were no injuries, and they left before police arrived and could not be located.
– A Bank Street resident reported she came home and was carrying items to her porch when a pit bull came onto her enclosed porch and attacked her dog. She had to wedge a shovel between them to get them apart, and she was knocked down. The owner of the pit bull was charged with dogs running at large, according to reports, which did not include names of the owner or victim.
– Don Talbert, no address listed, reported he was standing outside Berdine’s Tavern on Sixth Street when a man he knows struck him with his vehicle, injuring his ankle. Talbert punched the man’s windshield and broke it as he drove off.
– Tammy Vojnovich, Haywood Street, reported her wheelchair and her Hoverround taken from her home.
– James Corbert, no address listed, reported $565 taken from his bag which he had left on a table at Bricker’s for a minute.
– Allen Davis, Smithfield Street, reported being assaulted by a man he knows. He did not want any charges filed but wanted officers to tell the man not to return.
– Officers responded Monday to an accident on Avondale Street, where Michelle D. Coldwell reported Paul Joy Jr. drove past her boyfriend’s house and saw her, then sped up, crashing into a ditch. He then picked up a brick and threw it at her boyfriend, she told officers, adding that she has a protection order against Joy. Joy told officers he did not know Coldwell was on Avondale Street when he drove by and that her boyfriend threw rocks at him and he crashed his car. They were advised to stay away from each other, and Coldwell was told to speak with the law director about whether or not a violation of the protection order had occurred.
– Don Guthrie of McKinney’s Furniture, Bradshaw Avenue, reported a chaise and an ottoman stolen off a dolly at the warehouse.
– Brittany A. Bissell, 23, Riverside Avenue, Wellsville, was cited for assured clear distance Sunday after her vehicle struck the rear of another driven by Caitlin J. Garnes, 23, Lisbon Street after Garnes slowed for a vehicle turning into the Westgate parking lot on West Eighth Street. Both Bissell and Garnes were taken by Lifeteam ambulances to East Liverpool City Hospital for evaluation.
Liverpool Township
– After stopping a vehicle for crossing a double yellow line, an officer reported seeing two syringe caps on the driver’s seat and asking the driver, Kevin S. Frazier, 32, Sophia Street, if there were syringes in the vehicle. There were two syringes underneath the driver’s side floor mat, along with one burned spoon with residue, according to reports. Frazier was charged with possession of drug abuse instruments and driving under suspension. His two passengers were not charged.
St. Clair Township
– A domestic violence warrant was issued for Paul Golden, 28, Irish Ridge Road, after a neighbor reported hearing the residents below her arguing and Golden telling Lisa Golden, “This will be your last breath.” When the neighbor told him she was calling police, Mr. Golden reportedly told her to do so and, “You’re next.” When officers arrived, Lisa Golden told them Mr. Golden had pushed her on the bed, grabbed her throat and covered her mouth and nose.
– A customer at Burger King reported leaving a pink purse in the restaurant, but it was not found. A surveillance video reportedly showed an employee clocking out, walking out with a pink purse and leaving. When asked, the employee said she thought the purse was hers and that another employee was playing a joke by putting it in the dining area since it is common for employees to hide each others’ property and because she owns a purse like the one in question. The company did not want to pursue charges, according to reports.
– Officers were dispatched to Lois Lane for an unruly juvenile, with no other information reported.
– A mailbox was reported missing from its post on Cannons Mill Road.
– A driver reported seeing a man leaning over the hood of a vehicle, at the former movie theater on state Route 170, pointing a gun at another person. Officers responded and spoke to three men, who said they had purchased the BB guns at Rogers Community Auction and were shooting BBs at each other. The case is under investigation.
– Valorie Vuletic, no address listed, reported on-going harassment from a man she knows, the latest incident at Sheetz in Calcutta.
Wellsville
– Officers responded Wednesday to Jim’s Service on 17th Street for reports of juveniles shooting people with BB guns. After bringing two juveniles to the police department, officers advised them they were on house arrest for two weeks, ordered to perform community service. The BB guns were seized, and the juveniles were cautioned that any further problems would result in charges through Juvenile Court.
– Edward Spicer, 34, Hammond Park Drive, was charged with assault Thursday after Shane Carpenter, no age or address listed, reported he was cutting grass for a woman on 14th Street and Spicer was at the residence and became upset that Carpenter was there. Carpenter said Spicer was intoxicated and came up behind him, striking him in the right eye, kicking his phone, then hitting him in the ribs. Carpenter had visible injuries, according to reports.
– Scott Groves, no age or address listed, was charged with criminal damaging Thursday after officers were told by Jonathan Pullie and his neighbor, Kathy Jo Byers, Broadway, that they saw Groves come from a rear yard with a baseball bat in his hand after hearing window glass breaking in Pullie’s home. Groves reportedly told Pullie he wanted “you people out of this neighborhood” before fleeing. Groves was located by officers on Clover Avenue, where he was arrested.
– Sadie Allen, Independence Square, was charged with falsification after reporting July 24 that a couch set had been stolen from her apartment when she had set it out to be picked up by Eagle Rental Purchase. She told officers she left the apartment unlocked so the company could pick up the furniture. Several days later, officers spoke with a woman who said she had purchased a couch from Allen for $100. Eagle Rental recovered the love seat, and Allen was arrested.
– Kimberly Vassar reported she was picking up her grandson at his mother’s residence on 15th Street when the mother’s husband came outside and began yelling and swearing at her. She said he has called her phone and made threats to her.

Wellsville
– Dispatched to 8th and Riverside for a suspicious vehicle, officers found a man and woman sitting inside a black SUV, who said they were pulled over because they were arguing. They gave permission to search the vehicle, and officers found nothing that concerned them, according to reports. Neither had outstanding warrants and were advised to move along.
– Officers were called by East Liverpool City Hospital employees about Carl Morris, Broadway Avenue, having problems and wanting to harm someone at his residence. They spoke with Morris on his porch, saying he told them he was tired of a man he knows sitting around doing drugs all day and he was going to chop off his head. They called Tri-County Ambulance to take Morris to the hospital. About an hour later, Morris was home from the hospital and officers were called back to the house, where Jessica Morris reported he was threatening to shoot her. Officers charged Mr. Morris with menacing and took him into custody.
-Following a traffic stop at 10 p.m. July 25, the driver, Richard Davidson Jr., address not listed, was charged with a stop sign violation and driving under suspension. A passenger in the vehicle, Jason Harris, address not listed, was charged with open container of alcohol in a motor vehicle, drug abuse and drug paraphernalia. The owner of the vehicle, Brooke Keys, no address listed told police she had several methadone pills in her purse that she had taken from her grandmother and that she had intended to sell the pills. The pills were sent to BCI for testing with charges against Keys pending. A change purse was found in the vehicle that contained suspected marijuana, two bowls and a cut straw.
– A warrant was issued for Devante R. Moody, no address listed, on charges of assault and resisting arrest. Police stopped Moody when he was walking on Maple Avenue near 18th Street at 1 a.m. July 23. After learning Moody had an active warrant out of Kentucky, police attempted to arrest him and he took off running, climbed a fence, ran through a yard and hopped another fence. Officers lost him after he crossed Clark Avenue.
– Tanya Pappas, address not listed, was charged with operating a vehicle without a valid license, fictitious plates and expired registration after she was stopped at 9:48 p.m. July 27 on Broadway at Third Street. Her vehicle was towed.
– Gary Shell Jr., Columbiana, was charged with assault after he was allegedly involved in an altercation with Dakota Powell, 310 14th St. at 5:20 p.m. July 24.
– On July 26, 12 tires on three vehicles were reported vandalized around 11 p.m. on Ninth Street.
– Alexandria Mason, was charged with obstruction of official business and persistent disorderly conduct July 29 after officers stopped a vehicle in which she was riding for suspected expired plates.
– After investigating a report of suspected drug activity in a car parked on Lisbon Street 4:14 p.m. July 28, Shannon Herron, address not listed, was charged with driving under suspension, display of plates and possession of drug abuse instruments. Officers found a Crown Royal bag containing hypodermic needles, a spoon with suspected heroin, a scale, metal pipe and other suspected drug paraphernalia. The suspected heroin was sent to BCI for testing with charges pending.
– Kelly Duncan, no address listed, was charged with driving a vehicle without a valid driver’s license and expired plates, July 29 in the BP parking lot. The vehicle was impounded.
Salem
– Clyde Wolfgang of North Lincoln Avenue reported at 5:53 a.m. Tuesday that sometime overnight someone entered two unlocked vehicles at the property, taking $10 to $15 in change from one vehicle and $50 to $80 in change from the other vehicle.
– A caller at 4:42 a.m. Tuesday reported three intoxicated people yelling on Ohio Avenue near the Reilly School entrance. Police didn’t see or hear anyone.
– A woman reported at 1:09 a.m. Tuesday that while she was working at Murphy USA on East State she was bitten by a stray cat on the property. The animal was picked up by the humane officer. Per company policy, the woman was required to seek medical treatment and make a report. Her name was not provided.
– Police were called at 10:44 p.m. Monday to the 400 block of South Broadway for a report of theft. A man said a woman took his money. Officers spoke with the woman who had active warrants and was taken into custody. Cortni Rankin, 23, of 5220 Yates Road, was wanted on a warrant for failure to appear on charges of OVI, driving under suspension and drug paraphernalia.
– Christopher Hyler, 25, of 4433 Depot Road, Salem, was taken into custody on a charge of aggravated trespass after flagging down a police officer at 5:51 p.m. Monday in the area of South Lundy and Columbia. He had questions pertaining to an incident on Sunday. Police noted that a charge of aggravated trespass dealing with that same incident he was asking about had been approved by the county prosecutor’s office an hour prior to him making contact with officers.
– Police responded at 5:06 p.m. Monday to the 600 block of Franklin Avenue for a report of an abandoned vehicle and had it towed. While there, officers spoke with a man who ended up having a warrant. Vincent Rosati, 23, of Franklin Avenue, was taken into custody for a warrant for failure to appear.
– Marian Clark, 87, of Johnstown, Pa. was cited for failure to stop after her vehicle struck the rear of a vehicle driven by Lawrence Parker, 75, of Manor Drive, who was stopped in traffic, causing him to strike the rear of a vehicle driven by Ashley Baker, of Mechanicstown, who was stopped for a red light on North Lincoln Avenue at East Sixth Street at 2:40 p.m. Monday. No injuries were reported.
– Shelby Jewell, of Jefferson Avenue, reported at 1:40 p.m. Monday that sometime overnight her car and her father’s car were egged and had rocks thrown at them.
– A bike was reported stolen from a porch overnight at 10:20 a.m. Monday in the 500 block of Walnut Street by Stephanie Palmer. An officer had seen a bike at the west end of the alley nearby earlier and the bike was identified as hers and was recovered.
Salem

– An officer on patrol at 1:14 a.m. Tuesday came across two people in Waterworth Memorial Park after hours. They were told the park hours and left.
– Police responded at 12:43 a.m. Tuesday to the 1400 block of Eastview Drive. Both parties said it was an argument and no physical violence occurred. The male was taken to a relative’s home for the night.
– Police were dispatched at 11:06 p.m. Monday to the 400 block of South Broadway for a person to be removed from a business. The male was told to leave and did.
– An officer on patrol saw a truck parked at the rear of a closed business in the 1000 block of Pennsylvania Avenue at 8:12 p.m. Monday. Nobody was found, with the business appearing secure.
– A dog at large was reported at 7:55 p.m. Monday in the area of South Union Avenue and Oak Street. Police spoke with the owner about the ordinance for dogs at large, but did not see any violations.
– A woman on Woodland Avenue reported at 6:25 p.m. Monday that her juvenile daughter saw two suspicious males in the area of Woodland and Oak. Police could not find them.
– A caller at 5:45 p.m. Monday reported a suspicious black Chevy Blazer behind a business in the 1600 block of South Lincoln Avenue. Police didn’t find the vehicle.
– A brown/white beagle was reported at large at 5:35 p.m. Monday in the 800 block of East Fourth Street, but was not found.
– A resident in the 900 block of East Fifth Street at 5:24 p.m. Monday reported a suspicious item on the lawn. The officer saw it appeared to be a firework that had not ignited. The resident had placed the firework into a cup of water and the officer took it for disposal.
– An animal was reported left in a vehicle in the 2400 block of East State Street at 11:52 a.m. Monday, but the vehicle wasn’t found.
– A caller at 10:42 a.m. Monday reported a juvenile on Prospect Street had just pulled a gun on another juvenile and pointed it at him. The juvenile was described as wearing orange clothing and was spotted on New Garden near the railroad tracks. He was approached and ordered to drop the gun as he had it pulled out of his waist band. He was secured and found to not have any more weapons. The gun was a BB gun and the victim was a relative of the suspect juvenile. The juveniles were taken back home to their residence and turned over to the babysitter. A message was left for the mother and the boys were not to leave home for the rest of the day. Police will follow up with an informal hearing with the juvenile officer.
– A man from Hanoverton reported at 10:27 a.m. Monday that he thought someone took his medication while his car was parked in the 400 block of Franklin Avenue. He last saw the medication in his car on Saturday and found the pills missing Monday.
