LISBON — In Columbiana County Municipal Court, a case against Thomas Burkett, 62, North Sumner Street, East Palestine, was bound over to the county grand jury for fourth-degree felonies of theft and falsification related to allegedly fraudulent reinbursements received from Norfolk Southern.

Burkett allegedly fraudulently obtained $11,589 from Norfolk Southern’s community assistance center set up after the train derailment, after providing receipts from Feb. 8 through May 25 for food and fuel, alleging he had relocated to a residence in Midland, Pa.

Cases against Bresha Arrieonna Meadows, 22, Warren, were bound over to the county grand jury for fourth-degree felony promote prostitution, fifth-degree felony possessing criminal tools and misdemeanor soliciting for posting a sex for hire ad on a known prostitution website and arranging to have sexual activity with an undercover agent in exchange for money, also offering her friend for sexual services, then traveling to East Palestine on Dec. 26 for the meeting. She also allegedly possessed the phone used to make the arrangements.

A preliminary hearing was set Jan. 11 for Justin Davis, 39, West Pine Lake Road, Salem, charged with fourth-degree felony burglary for allegedly kicking in the door to a Rose Drive, Lisbon residence on Jan. 5 and after being pushed out, pulling out a firearm and discharging it.

Cases against Kalyon Malieck May, 23, Youngstown, were bound over to the county grand jury for two fifth-degree felony counts of illegal use of a minor in a nudity oriented material and misdemeanors of engaging in prostitution, possessing criminal tools and obstructing official business. May allegedly possessed videos depicting minor children in a state of nudity on his cell phone on Dec. 15 in East Palestine. He had traveled there for a sex-for-hire arrangement after responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140. When he arrived in East Palestine, he fled on foot from officers attempting to arrest him, then when caught, withheld his name.

A preliminary hearing was set Jan. 11 for Tyler Quimby, 26, Empire, charged with second-degree felony strangulation for allegedly choking a woman around the neck during a domestic dispute on Jan. 1 in East Liverpool, leaving bruises and scratches around her neck.

Cases against David Young, 44, Padgett Road, East Palestine, were bound over to the county grand jury for fourth-degree felony improper handling firearms in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs third offense, driving under suspension, OVI refusal with prior within 20 years and slow speed. During a traffic stop of a 4-wheeler on Sept. 7 in East Palestine, Young was allegedly found impaired and had a handgun in his possession.

A preliminary hearing was set Jan. 18 for Brandi Hissom, 48, Haywood Street, East Liverpool, charged with fifth-degree felony grand theft for allegedly using a 50-cent tag to scan all of her items at the Calcutta Walmart, with 237 items totaling a value of $1,564 on Jan. 4.

A preliminary hearing was set Jan. 18 for Alisha Phillips, 22, Salem Alliance Road, Salem, charged with fifth-degree felony obstructing justice for allegedly claiming she didn’t know the location of a wanted person who was then found hiding in a crawl space in the bedroom of the Perry Township residence on Jan. 4 where police had contacted her.

A pretrial was set Jan. 17 for Charles L. Payne II, 43, Park Boulevard West, East Liverpool, charged with aggravated menacing for allegedly making a woman believe he would cause serious physical harm to her and others, threatening to shoot them all on Dec. 30 in East Liverpool.

A pretrial was set Jan. 16 for Heather Caggiano, 48, White House, Tenn., charged with possessing criminal tools, soliciting and drug paraphernalia for allegedly offering sex for hire on a known prostitution website and arranging for sexual activity in exchange for money with an undercover agent, arriving in East Palestine on Jan. 4 for the meeting. At the time, she allegedly possessed the phone used to make the arrangements and a crack cocaine pipe.

A pretrial was set Jan. 16 for Stephen Kuntzman, 56, Buck Road, Beloit, charged with assault for allegedly slapping a woman across the face on Jan. 3 in Knox Township.

A pretrial was set April 1 for Blakley Cooper, 32, Wilbert Avenue, East Liverpool, charged with assault for allegedly assaulting a woman outside the East Liverpool Dollar General on Dec. 30.

A pretrial was set Feb. 5 for Steven Colian, 44, Prospect Street Extension, Salem, charged with obstructing official business for allegedly hiding in a crawl space from police officers after being given lawful orders to come out on Jan. 4 when police were there to serve a felony arrest warrant in Perry Township.

Brian D. Miller, 41, Florence Street, East Liverpool, was ordered to serve 30 days in jail for violating his probation for charges of endangering children, OVI first offense, driving under suspension, use of unauthorized plate, no seat belt, turn signal violation and tail lights. A review hearing was set for March 28, before the time he’s scheduled to report to the jail.

A pretrial was set Jan. 18 for David Talbott, 33, Henry Avenue, East Liverpool, charged with theft and two counts possession of drug abuse instrument for allegedly attempting to get into people’s cars in the Calcutta Walmart parking lot on Jan. 4. He was discovered with alleged stolen merchandise and two hypodermic needles with some type of residue on both.

A pretrial was set March 11 for Nicole Stout, 41, East Eighth Street, Salem, charged with theft for allegedly taking $120 worth of merchandise from the Salem Walmart on Dec. 23.

A charge of illegal use or possession of drug paraphernalia was dismissed without prejudice against Amanda Fulmer, 35, Newell, W.Va., due to the police officer failing to file a proper complaint with a supporting affidavit. Fulmer had been accused of possessing a crack pipe and alleged crack on Dec. 29 in Liverpool Township.

Gregory Marriner, 35, Thomas Road, Lisbon, was fined $100 and sentenced to three days in jail for disorderly conduct for yelling at his family during a disturbance in Madison Township on Oct. 27. He continued yelling and arguing in a nearby parking lot after being told multiple times to stop.

Austin Loy, 25, Chester, W.Va., was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct, amended from violating a temporary protection order. Loy was accused of sending a text to the employer of a person who had a protection order against him on Jan. 13, 2023 in St. Clair Township.

A restitution hearing was set April 11 for Allen Vancooney, 28, South Union Avenue, Salem, who was fined $350 and sentenced to 180 days in jail, with 160 days suspended and credit for 12 days served, leaving eight days still to serve, for theft. Vancooney was ordered to complete 20 hours community service and to have no contact with Salem Walmart. On Dec. 17, he was accused of taking a shopping cart with unpaid items to the parking lot, then returning inside and placing more items into the shopping cart before being confronted by asset protection personnel and leaving.

A pretrial was set Jan. 16 for Douglas Brayshaw, 35, East Main Street, East Palestine, charged with violating a temporary protection order and obstructing official business for allegedly running from a residence where officers were conducting a convicted sex offender residential check in East Palestine, where he had been hiding in the basement, and then fleeing on foot on Jan. 2. He was allegedly aware he had a post conviction no contact order for a person at the residence. He’s also facing a probation violation hearing Jan. 16 for another case for a charge of obstructing official business for a Nov. 2 incident in East Palestine.

A pretrial was set Feb. 1 for Gloria Sosack, 36, Boring Lane, East Liverpool, charged with criminal trespass for allegedly trespassing in an abandoned house in East Liverpool on Dec. 24.

Dominic Stacey, 37, East Perry Street, Salem, was fined $250 and sentenced to 14 days in jail, with credit for 14 days served, for obstructing official business for failing to follow police commands to come to the door for 20 minutes on Dec. 21 when officers had a warrant for his arrest.

William Santimarino, 35, Hibbetts Mill Road, Hammondsville, was fined $250 and sentenced to 180 days in jail, with 171 days suspended and credit for nine served, for telecommunication harassment for sending voice message and text message via social media, making multiple threats of serious physical harm to another man on Dec. 13 in Yellow Creek Township, attempting to call the victim 47 times and sending more than a dozen threatening messages towards the victim and his family over the span of 12 hours. He was also fined $400 for two counts driving under suspension, two lights displayed and speeding.

John Wooley, 48, Silliman Street, New Waterford, was fined $30 for failure to confine dog for his dog running loose on Dec. 22 in New Waterford.

A pretrial was set March 18 for Cynthia Howell, 34, Aliquippa, Pa., charged with theft for allegedly failed to scan and pay for eight items totaling $60 at the Calcutta Walmart on Dec. 24.

A pretrial was set March 19 for Mary Rose Kubis, 61, Industry, Pa., charged with theft for allegedly failing to scan and pay for 19 items totaling $86 at the Calcutta Walmart on Jan. 1.

Amanda Ryan, 30, East Perry Street, Salem, was fined $250 and sentenced to six days in jail, with credit for six days served, for obstructing official business for failing to respond for 20 minutes to police officer commands for her to come to the door during a domestic violence investigation in Salem on Dec. 21, delaying them.

Philip Kelley, 36, North Broadway Avenue, Salem, was ordered to serve 20 days in jail, with credit for eight days, leaving 12 days to serve for violating his probation for an OVI case.

A pretrial was set March 12 for Jenessa Mathias, 29, state Route 172, East Rochester, charged with OVI second offense and reasonable control.

A pretrial was set March 18 for John Price Jr., 60, Echo Dell Road, East Liverpool, charged with hit skip/leaving the scene.

Jasmin Young, 23, Y & O Road, East Liverpool, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense and speeding. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 20 hours community service.

A pretrial was set April 4 for Cheyanne Gorby, 25, New Cumberland, W.Va., charged with OVI first offense and reasonable control.

A pretrial was set Jan. 18 for Bobbie Doss, 44, East Fourth Street, Salem, charged with failure to reinstate and rear license plate light violation.

Dion Johnson, 38, Canton, was fined $150 for driving under suspension.

Richard Hoperich, 69, Sell Road, Lisbon, was fined $400 for leaving the scene and improper passing.

A pretrial was set April 4 for Scott Noling, 62, Park Avenue, Salem, charged with suspended operator’s license.

Krystal Senior, 40, East Third Street, Salem, was fined $180 for driving under suspension and expired registration.

Wesley Baxter, 24, Steubenville Pike Road, Lisbon, was fined $80 for speeding and no seat belt.
