Lisbon

— Police responded to the 200 block of Pritchard Avenue for report at 9:19 a.m. Monday of a loose dog. Police made contact with the owner after located the home where the dog lived.

Salem

— Officers responded to the area of North Ellsworth Avenue and West Tenth Street at 6:02 p.m. Wednesday for a report of a reckless operator. The caller advised the vehicle was driving in and out of the other lane of traffic multiple times. Officers were able to locate the vehicle and speak with the driver, finding they were drowsy due to prescribed medication. The driver called for a ride for safety.

— Officers responded to the 800 block of East Fourth Street at 5:48 p.m. Wednesday for a public assistance call. The caller advised that there were multiple loaded guns in the residence, and they would like to have them unloaded due to having children in the house. Officers safely unloaded and secured the firearms in the residence.

— Officers responded to the 200 block of Rose Avenue at 4:51 p.m. Wednesday for a report of limbs down. Officers observed the limbs to be blocking the entire street and were able to drag them to the side of the road with assistance from a motorist that had stopped. Due to the substantial size of the limbs they needed to be cut up for removal and the street department was contacted.

— Officers responded to a business in the 300 block of West State Street at 4:38 p.m. Wednesday to search for a person with an active warrant. Officers spoke with several employees who advised they didn’t know the person in question, and that they were affiliated with another store.

— James Winkler, Salem, was cited for failure to yield after his southwestbound vehicle attempted to pull out of a private drive and struck a vehicle driven west on an unnamed one-way alley by Kay Davidson, Salem, at 3:55 p.m. Wednesday. No injuries were reported.

— Officers responded to the 600 block of East Twelfth Street at 3:09 p.m. Wednesday to speak with the caller about an ongoing medical issue with his wife. The caller believed his wife needed to go to the hospital, but she didn’t want to go. Officers spoke with the wife who advised she was fine and didn’t need any medical attention. Officers advised the caller that if she didn’t want to go officers could not force her. Officers advised the wife to call 911 if she required any medical assistance.

— Officers responded to the intersection of East Tenth Street and North Union Avenue at 12:47 p.m. for a report of a motorcycle that ran off the road and into a yard. The rider and motorcycle were gone prior to officers’ arrival. No property damage appeared to have been caused by the incident.

— Officers responded to the 900 block of Newgarden Avenue at 12:37 p.m. Wednesday for a wellness check. An anonymous caller advised a 5-year-old juvenile was being yelled at by their parents who were using vulgar language. The parents advised that they were arguing with the child due to them not listening. Officers spoke with all the juveniles in the house, who all appeared to be fine and in good health.

— Officers responded to the 600 block of North Lincoln Avenue at 11:34 a.m. Wednesday for a report of a reckless operator. Officers briefly observed the vehicle in question but were delayed by a red traffic signal, after which they were unable to locate the vehicle.

— Officers responded to the area of Southeast Boulevard and East State Street at 10:59 a.m. Wednesday for a wellness check. Officers spoke with the man in question who advised he was having severe pain in his side, and the fire department and EMT were contacted to respond and transported the man to the hospital.

— Officers responded to the 300 block of North Broadway Avenue at 1:05 a.m. Wednesday for a 911 hang-up call. Officers made several attempts to but were unable to contact the caller.

— Officers responded to the 100 block of Hawley Avenue at 9:29 p.m. Tuesday for multiple 911 hang-up calls. Officers made contact with the residents who did not need any assistance.

— Officers responded to the Walmart parking lot at 9:09 p.m. Tuesday for a report of a man allegedly driving without a valid license. The caller was also not in the area while reporting the incident. The driver in question was not present when officers arrived.

— Officers responded to the 200 block of East Fourth Street at 8:49 p.m. Tuesday for a domestic dispute. The caller advised that her husband was placing her belongings outside the home. Officers advised the husband he couldn’t kick the caller, which he advised he was aware of. Both parties agreed to remain separated for the remainder of the night.

— Officers responded to the 2100 block of Southeast Boulevard at 8:10 p.m. Tuesday for a report of harassment. The caller advised that his former neighbor drove past the residence making an insulting gesture at them. The person in question had been evicted but never left the roadway. Officers explained that the roadway is public and nothing criminal had occurred.

— Officers spoke to a woman at the police department at 7 p.m. Tuesday for a report of telecommunications harassment. The woman advised her ex-husband has been sending her harassing text messages. Officers advised her not to contact him and to inform officers if he continued to contact her. Officers contacted the ex-husband and advised her to stop contacting her.

— Officers responded to the 600 block of East Sixth Street at 6:17 p.m. Tuesday for a parking complaint. The caller advised that a vehicle had been parked in front of her house for several days. Dispatch was able to contact the vehicle owner and advise them of the complaint.

— Officers responded to the 200 block of Broadway Avenue at 5:06 p.m. Tuesday to assist an agent from the Mahoning Valley Human Trafficking Task Force with an arrest inside the city.

— Officers responded to the business in the 2400 block of East State Street at 3 p.m. Tuesday for a possible scam. Officers spoke with a customer who advised they had been instructed to purchase gift cards and send the numbers over the phone a form of payment. Officers advised her that it was a scam, and she may want to speak to her bank about the issue.

— Officers responded to the 600 block of Olive Street at 9:50 a.m. Tuesday for a report of criminal damaging. The caller advised sometime last night an unknown person shot her window with what appeared to be a BB.

— Officers on patrol in the 700 block of Orchard Bend Drive at 9:39 a.m. Tuesday observed an illegal fire. The fire department responded to the scene and advised the involved parties of the city’s burning laws.

— Officers responded with the fire department to the 1600 block of Shady Lane at 9:22 a.m. Tuesday for a report of open burning. Officers checked the area but were unable to locate the problem.

— Officers responded to the 100 block of West State Street at 8:15 a.m. Tuesday for a wellness check. Officers located the woman in question who appeared to be under the influence of a narcotic and was unable to answer basic questions nor explain how she had gotten there. Officers requested medical personnel respond to the scene and the person was transported to the hospital for evaluation.

— Officers responded to the area of South Broadway Avenue at 2:32 p.m. Tuesday for a report of suspicious activity. Officers were advised of an intoxicated man walking southbound and spoke with him. The man, Brandon Gust, 25, admitted to drinking previously in the night and advised he was walking to his friend’s house. Officers advised Gust he was not to be walking out in public while intoxicated and gave him courtesy transport to an address believed to be a friend’s residence. Officers attempted contact at several apartments when Gust began kicking and banging on doors. Gust was issued a warning for disorderly conduct but continued his behavior and was placed under arrest for disorderly conduct. While being searched incident to arrest drug abuse instruments were found on his person, with a search of his backpack locating drug paraphernalia. Gust was then transported directly to the Columbiana County Jail charged with disorderly conduct, possession of drug paraphernalia, and possession of drug abuse instruments.

— Officers responded to the 1500 block of Southeast Boulevard at 12:59 a.m. Tuesday for a report of a found dog. The caller advised that the dog was running in the street. The caller brought the dog onto their property and agreed to keep the dog overnight and transport it to the humane society in the morning.

Highway Patrol

— Nathan Kersey, 20, Toronto, was cited for assured clear distance ahead and driving under suspension after his northwestbound vehicle on U.S. Route 30 failed to yield and struck a northwestbound vehicle driven by Robert Lutton, 68, Uniontown, who was turning right into a private drive at 4:53 p.m. Monday in Center Township.

— Grace Vargo, 18, Youngstown, was cited for failure to control and operating a vehicle under the influence of alcohol or drugs after her southbound vehicle traveled off of the right side of state Route 7 in Fairfield Township and struck an embankment at 2:48 a.m. Monday.

— Carrie Martin, 34, Industry, Pa., was cited for OVI first offense, no seat belt, endangering children and a stop sign violation after a two-vehicle crash at 11:55 p.m. Aug. 19 in Unity Township at the intersection of Waterford Road and state Route 165. Martin’s vehicle was northbound on Waterford Road and crossed state Route 165, getting struck by a westbound vehicle on state Route 165 driven by Auntashae Tates, 32, Niles. The Martin vehicle traveled off of the left side of the road and the Tates vehicle went off the right side of the road. Martin and two passengers in her vehicle were transported to Mercy Youngstown and Tates was transported to Mercy Boardman, all with suspected minor injuries.
