Highway Patrol
— James Burnett, 80, Columbiana, was cited for right of way after his vehicle attempted to make a left turn from a private drive and struck a vehicle driven eastbound by Cynthia Dennison, 54, East Palestine at 1:47 p.m. Wednesday in Unity Township. No injuries were reported.
–Bonnie Buckley, 65, East Liverpool, was cited for right of way after her westbound vehicle on state Route 517 turned into a private drive, attempted to turn around in the roadway, and struck a vehicle driven west by Debra Geckler, 52, Sandyville, at 1:19 p.m. Aug. 13 in Fairfield Township. No injuries were reported.
–Timothy Swango, 68, Colliers, West Virginia, was cited for a stop sign violation after his eastbound vehicle on County Line Road failed to yield when making a turn, causing it to be struck by a vehicle driven north on state Route 7 by Emmalee Williams, 20, Negley, at 3:27 p.m. Aug. 12. in Beaver Township. No injuries were reported.
–Rachel Giles, 36, East Palestine, was cited for left of center and OVI after her westbound vehicle on state Route 14 crossed the centerline and sideswiped a vehicle driven west by Rachel Dietz, 38, Beaver Falls, Pennsylvania, at 9:55 p.m. Aug 11. in Unity Township. No injuries were reported.
–Kyle Polen, 27, Minerva, was cited for left of center after his eastbound vehicle on U.S. Route 30 attempted to pass traffic and sideswiped a vehicle driven west by Gerald Esarco, 55, Hermitage, Pennsylvania, at 5:44 a.m. Aug. 10 in Hanover Township. No injuries were reported.
–Christopher Yoder, 37, Salem, was cited for right of way after his vehicle attempted to turn onto Georgetown Road from a private drive and struck a vehicle driven east by Harry Macioge, 68, Poland at 4:36 p.m. Aug. 8 in Knox Township. No injuries were reported.
–Braden Morgan, 20, Salem, was cited for failure to control after his northbound vehicle on Homeworth Road went off the right side of the roadway, striking a utility pole and a tree at 9:17 p.m. Aug. 7 in Knox Township. No injuries were reported.
Perry Township
— Officers on patrol in the area of East Pigeon Street and South Lincoln Avenue at 5:36 a.m. Monday noticed a woman standing in the roadway. Officers spoke with the woman and advised her to get out of the roadway. Officers returned to the area at 6:52 a.m. due to a passerby being concerned about her safety. Officers transported the woman to a family members home down the road.
— Officers conducted a traffic stop on a vehicle sitting stationary in the middle of the roadway. Officers suspected the driver of the vehicle, Peter Levitski, Youngstown, of being under the influence of alcohol. A field sobriety test was conducted, after which Levitski was placed under arrest for OVI.
— Officers responded to the 1100 block of Prospect Street at 10:30 p.m. Sunday in regard to a stolen wallet report. Officers spoke to a woman who made a report earlier in the month that her wallet was stolen from her car and that a man she had never met before brought her driver’s license stating he found it in his couch. Officers questioned the man in question who advised that he had been letting some people stay with him and they could have possibly been the ones who had it. Officers got the names of the individuals and will be investigating further.
— Officers responded to the 500 block of Continental Drive at 7:50 p.m. Sunday to assist Salem officers with a report of domestic violence. Officers assisted while the man was taken into custody.
— Officers responded to the 1800 block of South Lincoln Avenue at 7:35 p.m. Sunday for a wellness check on a woman walking back and forth in the roadway. Officers spoke to the woman, who advised she was just having a bad day and blowing off some steam. Officers advised her of the danger of walking in the road.
— Officers responded to the 1800 block of Newgarden Avenue at 11:43 a.m. Sunday for a report of machinery to close to a utility pole. Officers observed the same piece of machinery that had been at the location for months and was not a hazard.
— Officers responded to the 1300 block of North Union Avenue at 8:57 a.m. Sunday for an active medical call. Officers assisted EMT on scene and EMT transported the patient to the Salem Regional Medical Center.
— Officers on patrol in the 1900 block of South Lincoln Avenue at 2:17 a.m. Sunday for a report of a suspicious vehicle. Officers found the vehicle to be unoccupied and secured.
— Officers on patrol in the 1800 block of South Lincoln Avenue at 2:04 a.m. Sunday located a suspicious vehicle that had been parked there all day. Officers found the vehicle to be unoccupied and secured.
— Officers responded to the 1100 block of Prospect Street at 10:18 p.m. Saturday for a juvenile complaint. Officers spoke with all parties involved and all agreed to call it a night and go to sleep.
— Officers spoke to a man by phone at 7:57 p.m. Saturday regarding an unruly juvenile. Officers informed him of his options and advised him to contact them if the behavior continued.
— Officers responded to the 1900 block of Cunningham Road at 1:27 p.m. Saturday for a report of grass clippings being blown into the roadway. Officers spoke with a man who was actively mowing grass and observed a small amount of clippings in the roadway. Officers gave them a warning for grass in the roadway and got him to clean it up.
— Officers responded to the 500 block of Walnut Street at 9:19 p.m. Friday to assist Salem officers with a person to be removed. Officers stood by until no longer needed.
— Officers responded to the 1300 block of Chestnut Grove at 4:31 p.m. Friday for a report of a motorcycle accident with injuries. Officers found the motorcycle, driven by Ronald Anderson, 67, Columbiana, struck some loose gravel on the roadway causing him to lay the motorcycle down and slide off the roadway. Anderson was transported by EMT to Saint Elizabeth Hospital in Youngstown. The motorcycle was towed from the scene by Sinsley towing.
— Mary Daniels, 74, Wellsville, was cited for assured clear distance ahead after her vehicle struck the rear of a vehicle driven by Carrie Green, 51, Salem. Daniel’s vehicle was towed from the scene by Sinsley’s Towing.
— Officers on patrol located a suspicious vehicle parked on Egypt Road at Cry Baby Bridge at 1:27 a.m. Friday. Officers spoke with the driver who advised they stopped because they saw a light at the end of the bridge and heard someone coughing. Officers walked down the bridge finding a man sitting there with a candle lit. Officers asked the man what he was doing, and he advised that he was ghost hunting. Officers told him to gather his belongings and leave the area. He was also advised he was trespassing and issued a verbal warning.
— Officers responded to the 1900 block of South Lincoln Avenue at 3:54 p.m. Thursday for a report of a woman near the roadway crying alone. Officers were unable to locate them.
— Officers responded to the 1200 block of Andrew Avenue at 12:08 p.m. Thursday for a neighbor dispute. The caller advised that the neighbor’s chickens were running loose tearing up the flower beds and gardens and defecating everywhere. Officers attempted to make contact with the neighbor and did observe two chickens loose in front of the residence, but were unable to make contact, leaving a note on the door. The homeowner later called and spoke with officers, who advised of the complaint and of the ORC against poultry running at large. He advised he would remedy the issue.
— Officers assisted Salem officers with catching and releasing an opossum that a resident’s dog brought into the home. Officers were able to release the animal back outside in a safe location.
— Officers responded to the area of Third and Vine at 9:27 p.m. Wednesday to assist Salem officers with a report of gunshots being heard. Officers walked and patrolled the area but were unable to locate any activity relating to the call.
— Officers responded to the Salem Police Department at 9:15 p.m. Wednesday for a reported missing person. Officers were working on putting a missing person’s report out when the man returned home and was found to be okay.
— Officers responded to the 1500 block of Jackson Avenue at 2:25 p.m. Wednesday for a report of a woman sleeping in a vehicle parked in the driveway of a residence. Officers spoke with the woman who was awake and advised she was sitting in the truck while talking on her phone. She was found to be coherent, and not to have any warrants, and the homeowner advised she was welcome at the residence.
— Officers responded to the 1900 block of Egypt Road at 5:22 p.m. Aug. 15 for a report of illegal dumping of trash off the roadway. Officers checked the area, locating several bags of trash dumped over the hillside near the bridge. Officers took pictures and will be attempting to identify who dumped the trash.
— Officers responded to the area of U.S. Route 62 at 2:36 p.m. Aug. 15 for a report of reckless operation. Officers checked the area but were unable to locate the vehicle.
— Officers responded to the railroad crossing at South Lincoln Avenue at 9:09 p.m. Aug. 14 for a report of a suspicious person. Norfolk Southern advised a young-looking girl dressed in all black was walking on the tracks toward South Lincoln Avenue. Officers checked the area but were unable to locate the person.
Leetonia
— Officers spoke to a woman at the police department at 9:04 a.m. Thursday for a report of potential stalking. The woman advised staff from the Legacy House keeps driving past her house and in the alley next to them watching her when she is in the yard. Nothing is being said or any indication that they would bring harm to her or her family. Officers explained that no crime was being committed and that she has given the legacy house staff no reason to stalk her or her family.
— Officers responded to the 400 block of Somer Street at 1:07 p.m. Wednesday for a report of dogs at large. The caller advised she had caught one of the dogs but the other fled eastbound. Officers located the owner, who was searching for the dogs, and had already located one and taken it home. Officers took her to the caller where she reclaimed her dog. The owner advised the dogs knocked down a gate and escaped and was given a warning for dogs at large.
— Officers responded to the 400 block of Columbia Street at 2:45 a.m. Wednesday for a possible domestic. The caller advised her husband had lunged at her during an argument, grabbing her wrist and threatening to bash her head in after locking her out of the home while she was out. She also advised he had been physical in the past and was on probation for a past assault against her and that she had three children in the home between the ages of 3 and 10. There were no visible marks on the caller, and officers spoke with the husband, who advised he had been woken up by the caller attempting to open the locked door and calling his phone, denying any physical altercation and claiming she was already on the phone with officers when he was being woken up. The older child was awake at the time and had apparently gotten sick with the husband caring for her and advised her father had just woken up with her and helped clean up her puke. Officers advised them to stay separate for the night. The caller advised that she wanted to stay in her car while the husband decided to stay in the house. The child elected to stay with her grandmother.
— Officers responded to the 300 block of Ridge Street at 8:18 p.m. Aug. 15 for a requested police escort. The caller advised they wanted officers to meet her at a residence to pick up a truck that is in her name and a cell phone from her ex-husband. Officers stood by and observed the caller leave with the property without incident.
— Officers responded to the 200 block of High Street at 9: 25 p.m. Aug. 15 for a domestic in progress. The caller advised she had just watched her daughter’s boyfriend grab her by the neck and was refusing to leave after being confronted about cheating. Officers spoke with the daughter, during which the boyfriend was acting very irritated and belligerent. The daughter advised the two had been together since last October and been living together since March, and both of their names are on the lease. She advised she didn’t want to press charges but requested an extra watch.
— Officers responded to the area of Spruce and Somer streets at 1:22 p.m. Aug. 14 for complaint of the conduct of solicitors going door to door for Verizon. Officers advised them to leave until a proper permit was obtained.
— Officers responded to the 400 block of Columbia Street at 8:23 p.m. Aug. 11 for allegations of harassment. The caller and her daughter advised that she had been receiving hateful and threatening comments and snapchats from a girl known to her, and that she blocked the accounts on all platforms and would send screenshots of the messages to the department. Officers returned to the residence later after the daughter received a text message she believed to be from the same person of several golf clubs which she took as a threat. Officers advised her to block the number and attempted to contact the person through the number used to send the photo, finding it to be linked to a Google Voice account and not a real phone number.
— Officers responded to the Mahoning County Jail at 8:17 p.m. Aug. 11 to pick up Megan Detchon, 34, Leetonia, on a warrant out of Columbiana County and transported her to the Columbiana County Jail.
Salem
— Officers responded to the 1200 block of East Sixth Street at 3:31 a.m. Monday for a suspicious vehicle. The vehicle was found to be occupied and the passengers to be okay.
— Officers conducted an OVI breath test at the police department on behalf of the Perry Township Police Department at 11:16 p.m. Sunday.
— Officers responded to the 200 block of North Madison Avenue at 7:58 p.m. Sunday for a report of a vicious dog on the loose. Officers spoke with the owner, finding the dogs were inside the residence. The owner advised that they are not mean and do not leave the yard due to having e-collars.
— Officers responded to a residence in the 600 block of Continental Drive at 7:45 p.m. Sunday for a reported domestic in progress. Officers had responded to the same residence earlier that evening for the same type of incident and dispatch advised the male half had threatened to shoot the female half in the face. Officers spoke with the female half who advised that the male party, who is her live-in-boyfriend, had threatened to kill her. Officers spoke with the man, who denied the allegations. The female half was able to provide officers with text messages from him proving that he had threatened her with bodily harm and threatened to kill her, and officers subsequently took the man, Herbert Jones, 46, Salem, into custody for domestic violence and transported him to the police department for processing, after which he was transported to the Columbiana County Jail.
— Officers responded to the 400 block of South Broadway Avenue at 7:41 p.m. Sunday for a reported juvenile problem. The caller advised her son was not following house rules and was upset that his game had been taken away. Officers spoke with the child, advising him he needed to follow his mom’s rules. The juvenile was polite and seemed to understand that doing so would get his items back quicker.
— Officers responded to a residence in the 600 block of Continental Drive at 7:02 p.m. Sunday for a domestic in progress. The caller advised her live-in-boyfriend was threatening her after a verbal argument. No injuries were reported and all parties had calmed down when officers arrived.
— Officers spoke with a man at the police department at 6:27 p.m. Sunday for a report of theft. The man advised that while he was at a local grocery store, both the taillights of his vehicle were stolen. The man was unable to provide any information on a possible suspect at the time of the report.
— Officers responded to the 400 block of Ash Street with the fire department and EMT at 6:03 p.m. Sunday for a reported drug overdose. The person was tended to by medical personnel and administered Naloxone. The man was then transported to the Salem Regional Medical Center by the fire department. During the investigation a pipe with burnt marijuana residue was located in plain sight and confiscated. It was later destroyed with no charges to follow.
— Officers responded to the Salem Post Office at 5:48 p.m. Sunday for a noise complaint. Officers found one of the postal trucks was having a mechanical malfunction but were able to get the noise to stop. Officers contacted postal service workers regarding the matter.
— Officers spoke to a woman by phone at 5:24 p.m. Sunday regarding a juvenile complaint. The caller advised her juvenile son was not listening to her and was throwing things. While on the phone with the woman, her son walked into the police department lobby. Officers spoke with the juvenile and his mother responded to the police department to pick him up. Officers spoke with both parties and the juvenile was sent home with his mother.
— Officers responded to the 800 block of East Sixth Street at 4:23 p.m. Sunday for a public assistance call. The caller advised their daughter was stuck in the back seat of their vehicle because the safety belt would not release. Officers attempted to get the seat belt to release but were unable. Officers confirmed the caller wanted the belt cut to release the juvenile, prior to cutting the child free.
— Officers responded to a residence in the 500 block of Washington Avenue at 3:55 p.m. Sunday for a wellness check on a man yelling for help from a residence. Officers entered the residence and heard the man screaming for help, locating the man who had fallen in the bathtub and couldn’t get out. Officers got the man out and requested medical personnel. The man advised he was fine now but had been stuck for several hours, declining any further assistance.
— Officers responded to the 1100 block of East State Street at 3:14 p.m. Sunday for a possible vehicle crash that had been reported through a phone app. Officers also checked the area as well as East Pershing, East Third, and several other north-south streets in the area but did not locate any crash.
— Officers responded to the 2800 block of East State Street at 12:45 p.m. Sunday for a wellness check on a woman pulling her own hair out. Officers were advised the woman left with a man in an unknown vehicle prior to their arrival. Officers checked the parking lot to see if they would be flagged down, but they were not.
— Officers spoke to a man at the police department at 12:37 p.m. Sunday who alleged a woman he has had past issues with brake checked him several times and was recording him. The woman in question alleged the man was following her and she pulled int a business to get away from him. Both parties advised they have had past issues with the other, and officers were unable to determine what actually occurred due to conflicting statements. Both parties were advised a report would be on file.
— Officers responded to the 700 block of Newgarden Avenue at 2:59 a.m. Sunday for a person to be removed. Officers spoke with the callers, collecting their information and finding the party that needed removed had left and there was property damage involved. The matter is currently under investigation.
— Officers responded to the 1700 block of East State Street at 1:37 a.m. Sunday for a report of a loose dog. Officers discovered the dog to be with its owner and not at large.
— Officers responded to the area of East Pershing Street and South Broadway Avenue at 11:36 p.m. Saturday for a report of a man wrecking his motorcycle in the intersection and trying to ride away. Officers located the man who refused to answer any of their questions and refused to speak with them about the matter. The man, Michael Hogan, 32, Salem, was then placed under arrest for obstructing official business, transported to the police department for processing, and then transported to the Columbiana County Jail.
— Officers responded to the railroad track on West Pershing Street at 11:33 p.m. Saturday for a report of suspicious activity. The caller advised that a man had parked his vehicle near or on the railroad tracks and then exited his vehicle and began walking. Officers were on scene within seconds of being dispatched but no vehicle was located near the tracks.
— Officers responded to the 500 block of Continental Drive at 9:22 p.m. Saturday for a neighbor dispute. The caller requested officers speak with his neighbor regarding her placing her outdoor furniture in front of his door, preventing him from using his front stoop. Officers spoke with the neighbor and the furniture was moved without issue.
— Ronda Figley, 50, Salem, was cited for reasonable control and driving under suspension after her eastbound vehicle on West Wilson Street struck a legally parked vehicle at 7:20 p.m. Saturday. The driver of the parked vehicle, Sharon Faulkner, was transported to the Salem Regional Medical Center by a family member prior to officers’ arrival.
— Officers responded to the 100 block of Woodland Avenue at 6:39 p.m. Saturday for a domestic dispute. Officers spoke with the caller, finding him to be heavily intoxicated and finding there to be a language barrier. Officers found the caller had gotten into a verbal disagreement that turned physical with a sibling that does not live with him. Due to the language barrier and intoxication level of the caller, he was advised to stay inside his residence and to call officers in the other party involved returns. The matter is under investigation.
— Officers responded to the 300 block of North Madison Avenue at 6:20 p.m. Saturday for a report of a barking dog. Officers attempted to make contact at the residence and found nobody to be home.
— Officers responded to the 900 block of Homewood Avenue at 5:41 p.m. Saturday for a wellness check. When officers arrived the woman in question was not home. Officers spoke with a neighbor who advised what kind of vehicle the woman drives, which was also not present at the residence.
— Officers responded to the area of South Howard Avenue and West State Street at 10:32 p.m. Monday for a wellness check on a woman in the middle of the road yelling. Officers spoke with the woman who advised that she was sick and heading to the hospital. Officers requested EMS and the fire department, and the woman was transported to the Salem Regional Medical Center.
— Officers on patrol in the 700 block of East Third Street at 10:13 p.m. Monday observed a verbal argument and were flagged down by the parties involved. One party was requesting an intoxicated man be removed from his residence, who was refusing to leave. Due to the man being intoxicated he was given a courtesy transport to a friend’s house with his bike being left on the property. The bike was recovered by the fire department and transported to the police department.
— Officers responded to the 500 block of East Perry Street at 9:42 p.m. Monday for a suspicious person complaint. The homeowner advised they saw individuals on their front and back porches with their ring camera. Officers spoke with a woman inside who advised she had guests over and everything was okay.
— Officers responded to a business in the 2400 block of East State Street at 8:13 p.m. Monday for a reported hit and skip. The caller advised a black truck had backed into their parked vehicle and fled the scene. Officers requested video footage from the business and the matter is under investigation.
— Officers responded to the 1100 block of Cleveland Street at 6:42 p.m. Monday for a wellness check. The caller advised she couldn’t get into her residence and could observe the male party inside was nonresponsive. The fire department was able to gain entry with a key from the caller, and officers spoke with the man who advised he was just sleeping and did not need medical assistance.
— Officers responded to the area of South Lincoln Avenue and East Pershing Street at 4:16 p.m. Monday for a juvenile complaint. The caller advised there were two young juveniles playing near the roadway. Officers checked the area but were unable to locate the source of the complaint.
— Officers responded to the 2400 block of East State Street at 3:44 p.m. Monday for an animal complaint. Officers were advised of a dog left inside of a vehicle in a parking lot at a local business. Officers checked the area but were unable to locate the vehicle.
— Officers responded to the 1900 block of East State Street at 2:39 p.m. Monday for a wellness check. The caller advised that she had taken her adult daughter to the emergency room for medical attention, but she wouldn’t get out of the vehicle. Officers spoke with the daughter who advised she was fine and did not want medical attention. The mother was advised of her options.
— Officers responded to the 400 block of North Union Avenue at 12:18p.m. Monday for a wellness check. The caller advised a person had made a concerning statement prior to leaving the hospital. Officers spoke with the person who advised the statement was a misunderstanding and following further discussion was determined not to need pink slipped.
— Officers responded to the 1200 block of Southeast Boulevard at 10:46 a.m. Monday for a medical call. Officers stood by until no longer needed.
— Officers responded to the 500 block of East Third Street at 8:49 a.m. Monday for a wellness check. Officers were unable to contact the person in question.
