Salem
— An officer responded to the 200 block of South Lincoln Avenue at 10:35 a.m. Sunday in reference to a evidence a vehicle had traveled off the roadway, striking a street sign and a private fence. Minimal damage was found to the fence, but the street sign will need replaced. An officer was able to find the driver, Richard McFarland, 61, Walnut Street, Salem, and cited him for failure to control.
— Officers responded to the 800 block of Liberty Street at 10:15 a.m. Sunday in reference to a power outage in which the complainant said she heard a loud explosion. The fire department checked the area and found no obvious issues. Ohio Edison was advised.
— Officers responded to the 1300 block of South Lincoln Avenue at 4:03 a.m. Sunday where a resident reported the sound of someone messing with the locks on her door. Officers checked the exterior of the home but did not find anyone.
— Officers responded to the 300 block of West Wilson Street at 3:16 a.m. Sunday where a resident reported hearing her door handle jiggle and someone possibly trying to put a key in the lock. Officers checked the area but did not find anyone
— Officers responded to the 200 block of North Cunningham Road at 11:39 p.m. Saturday in reference to a suspicious vehicle. While speaking with the occupants, officers detected an odor of marijuana coming from inside the vehicle. A search of the vehicle revealed marijuana paraphernalia and the owner of the vehicle admitted to smoking marijuana prior to arrival of officers. Officers confiscated the paraphernalia and advised the driver to have someone pick them up.
— An East Pershing Street resident reported at 9:05 p.m. Saturday a family member had been coming to her house and made her feel uneasy. She was told she could have the family member trespassed since they do not live there.
— Eric D. Barrios, 32, Woodland Avenue, Salem, was charged with possession of drug paraphernalia following a traffic stop in the 500 block of East State Street at 8:56 p.m. Saturday in which the officer could detect an odor of marijuana. A search of the vehicle revealed various items of drugs and drug paraphernalia. Charges of OVI and possession of drugs are pending lab results.
— Officers responded to the 900 block of East State Street at 8:17 p.m. Saturday in reference to an intoxicated person. Officers found the person was not intoxicated but suffering from an unknown medical issue. Medical personnel arrived and the person was transported to the Salem hospital.
— An officer responded to a 400 block South Union Avenue home at 8:15 p.m. Saturday where the resident asked for a check of the residence due to a recent break in and her dogs barking. The officer found all doors and windows secure.
— Officers responded to the area of North Broadway Avenue and East State Street at 6:30 p.m. Saturday in reference to an intoxicated man yelling obscenities. Officers warned the man, identified as Michael P. Souers, 35, Salem, for disorderly conduct and told him to leave the area. Officers were flagged down near North Lundy Avenue and East State Street 20 minutes later in reference to a disorderly, irate person and found Souers shirtless running on the sidewalk and across the roadway. He was charged with disorderly conduct, persisting.
— Officers responded to the 1400 block of East Pershing Street at 4:31 p.m. Saturday in reference to a neighbor dispute. Both individuals were advised of their options for dealing with the situation.
— An East State Street resident reported at 2:22 p.m. Saturday a person with whom she no longer wanted communication had been contacting her via internet. An officer contacted the person and advised him to cease contact with the complainant.
— Officers responded to the 700 block of East Fourth Street at 2:07 p.m. Saturday where a resident reported someone he does not know had taken a saw off his porch without permission. The resident provided a photo of the person in question.
— Philip M. Kelley, 34, Salem, was charged with OVI and driving under suspension following a traffic stop at East Pershing Street and South Broadway Avenue at 1:52 p.m. Saturday.
— Officers responded to the 800 block of South Lundy Avenue at 1:57 p.m. Saturday in reference to loud persons and found a verbal dispute between neighbors.
— Officers responded to the 500 block of Aetna Street at 1:42 p.m. Saturday in reference to a domestic dispute and found a verbal argument regarding family issues, with no violence taking place. One of the people involved left the home.
— Buffie Smith, 41, Salem, was cited for dog at large after an officer responded to the 1000 block of East Third Street at 12:56 p.m. Saturday where her dog allegedly killed a neighbor’s cat while running loose.
— A West Wilson Street resident reported at 10:48 a.m. Saturday suspicious activity had been captured by her Ring camera but had since been deleted. She was advised to contact Ring about the camera issues. The officer taking the report did not believe there to be an issue at the home, but rather with the camera.
— Two juveniles were charged with a delinquency offense after an officer observed them fighting in the student section of Sebo Stadium during the varsity football game 9:35 p.m. Friday. They were transported to the police station and released to their parents.
— Geoffrey J. Forney, 28, Salem, was cited for expired plates following a traffic stop at West State Street and Georgetown Road at 7:18 p.m. Friday.
— Officers responded to the 300 block of North Broadway Avenue at 4:03 p.m. Friday in reference to a domestic dispute and found it to be a verbal argument regarding family issues.
— An officer took a report of a theft via the internet at 3:37 p.m. Friday in which the complainant said someone solicited a sum of money for a rental they did not have control over.
— Officers responded to the 1200 block of Buckeye Avenue at 2 p.m. Friday in reference to a reported threat. Officers spoke with employees of the location who said everything was fine.
— Officers responded to the 200 block of West Wilson Street at 1:30 p.m. Friday in reference to suspicious activity and found someone attempting to help a friend enter her home.
— Officers responded to the 300 block of West Wilson Street at 12:44 p.m. Friday in reference to a burned section of fence. The complainant, who owns the fence, said the damage occurred Sept. 21.
— An Adams Avenue resident reported at 11:40 a.m. Friday an account had been attempted to be opened at a bank with which they are not associated. The resident said they were not at a loss of money, but wanted the issue documented.
— A Newgarden Avenue resident reported at 11:36 a.m. Friday a harassment issue. The resident was advised of actions that could be taken on the matter.
— Officers responded to the 600 block of East Fifth Street at 5:51 a.m. Friday in reference to a suspicious vehicle occupied by multiple people that had pulled up to a residence at which they did not reside and the occupants went onto the property. Officers were unable to find the people in question.
Goshen
– Zachary Earl Whitcher, 29, West Middletown Road, Beloit, was charged with improper handling of a firearm, a fifth-degree felony, OVI, driving under suspension and failure to control following a one-vehicle crash on state Route 14 at Seacrist Road at 10:27 p.m.. Sept. 16 in which he was northwestbound and allegedly swerved to avoid hitting a deer, traveling off the roadway into a ditch, striking a culvert. He was treated on scene by Damascus EMS for possible injuries.
Highway Patrol
— Raymond Baker, 20, East Liverpool, was cited for failure to control after his southbound vehicle on county Route 448A went off the right side of the road, striking a ditch in Madison Township at 7:39 p.m. Wednesday. No injuries were reported.
— James Andrews Sr., 53, East Palestine, was cited for failure to control and a seatbelt violation after his westbound vehicle on Padgett Road went off the left side of the road, striking a boulder, before overturning and continuing to strike and protrude into a detached garage in Unity Township at 7:44 p.m. Tuesday. The East Palestine Fire Department and EMS and Chippewa Township Fire Department’s Technical Rescue responded to the scene for structural support efforts and to extricate Andrews.
— Logan Tucker, 29, Minerva, was cited for OVI and failure to control after his eastbound vehicle on U.S. Route 30 drove off the left side of the roadway striking a sign, a billboard and then overturned onto its left side in West Township at 5:05 a.m. Sept. 18. No injuries were reported.
— Grant Robertson, 34, Salineville, was cited for left of center and distracted driving after his southbound vehicle on state Route 39 went left of center striking a vehicle driven by Brandan Bellville, 45, Toronto, in Washington Township at 4:39 p.m. Sept. 16. No injuries were reported.
— Breanna Mackall, 17, New Waterford, was cited for right of way after turning right out of a driveway onto Metz Road, striking a vehicle driven by Austin Harroff, 17, New Waterford, in Unity Township at 8:36 p.m. Sept. 15. No injuries were reported.
