— A man was reported with his head leaning over the steering wheel blocking customers in the parking lot of the Save-A-Lot on Feb. 25. The driver was found to be unresponsive, but still breathing. While EMS attempted to get into the vehicle, police placed a brick in front of the tire because the vehicle was in gear. Police were able to get the vehicle to roll down, put it in park and get the key out of the ignition. A syringe was found in the cupholder and another in the man’s left pocket. He regained consciousness before narcan was administered and was transported to East Liverpool City Hospital by Lifeteam for further treatment. A folded up $20 bill with white powder inside was sent to the Bureau of Criminal Investigations for testing with possible charges pending.

— A couple reported March 7 that sometime in 2022 someone pried open the passenger door of their Jeep Compass and damaged the door frame. Then sometime in early March they found scratches on the windshield. On March 5, he was moving his motorcycle off the porch and found scratches on the back fender of the motorcycle. Then on March 7, he found the windshield appeared to have a hole from a BB gun.

Lisbon

– Officers responded to the park and ride on state Route 154 to assist a Columbiana County deputy with transporting an inmate on March 12 at 6:13 p.m. KLG arrived on the scene and cleared the inmate who was combative. Once they were back in the deputy’s vehicle, police followed them to the jail and left with no further incidents once jail staff came to assist.

– Officers were dispatched to Save A Lot on March 10 at 3:36 a.m. when an alarm went off. When they arrived they learned that the butcher had accidentally set it off and there were no further issues.

– A medical call brought officers to Pendleton Street on March 10 at 3:11 a.m. when a caller told officers a patient set off their medical alarm and stated they were unable to move. Officers found the person and a family member was called to enter the home and let EMTs in to check the patient. The call was cleared without further incident.

– At 4 a.m. on March 7, someone called the department and said there was a car racing up and down West Washington Street, mentioning a Dodge Charger or Challenger. Officers patrolled the area and did see a Dodge Charger after 20 minutes but it was not breaking any laws and the call was cleared.

– Officers responded to a call at 635 East Lincoln Way on March 2 after a report of a car crashed into a phone pole. They found car parts and debris at the scene but no car was there. The pole was inspected and determined to be structurally sound. The caller avised officers they suspected the crash happened the previous night at 9 p.m. The debris was cleaned and the call was cleared.

– Police did a welfare check March 3 at 4:04 p.m. on North Market Street. The person in question was located and was fine, they told officers.

– Just before 1 a.m. March 3, officers were called to Allay Senior care for a runaway resident. As police searched the area they were informed that the resident had returned.

– Officers were advised a deputy had stopped a runaway minor out in the roadway in front of the police department March 2 at 9:16 p.m. It was determined the child was from a home outside of Lisbon. Officers stood by until the deputy cleared the call.

– Police responded to the VFW on East Lincoln Way after the alarm went off. They found no sign of forced entry or broken glass, but the main door in the back of the building was not secured so officers cleared the building. All other doors were secured. The call was cleared with no further incidents reported.

– Officers were called to remove an intoxicated man from an address on Graham Street March 6 at 2:45 a.m. When officers got there, he was gone. The man called the resident and they put him on the line with the officers. The man was irate and not cooperative. He was told not to go back to the residence or he would be arrested. The resident said they did not want to press charges for the man kicking in their door.

– A resident came into the station March 8 to file a theft report after they said their credit card had been used without their consent or knowledge. Shawn David Mahon faces charges of receiving stolen property after the complainant said the charges were up to $731.50. The man admitted he did it to the victim on her phone and video was found of the man showing him using the card to buy lottery tickets. Officers looked for Mahon but did not locate him.

– Police conducted a traffic stop Feb. 23 shortly after 11 p.m. for a license plate light that was out. They pulled over into the Travelers Motel lot. The driver seemed nervous and told officers he did not have a license. Officers searched him and found brass knuckles. Then they searched the car and found drugs and paraphernalia including three syringes and unknown pills. He was released at the scene and charges are to be filed at a later date.

– Police got a call on March 9 about a woman using a crowbar to get into a home just after 9 a.m. When they arrived the person said they had lost their key. Officers got them a bolt cutter and they cut the lock off the door.

– A caller told officers he was pulling into the car wash on North Market Street and he thought the tractor on his trailer had hit the gutter March 5 at 12:51 p.m. There was some damage to the gutters which officers said was from previous accidents. The man said he wasn’t sure he had damaged any. Officers told the owner who said he would go look.

– A caller reported they were concerned about a baby with a group of people walking on South Beaver Street on March 5 at 2:44 p.m. Officers checked on the group and they said they were out for a walk and everything was fine.

– Officers were called to resolve a dispute between landlord and tenants on March 5 at 8:35 a.m. The landlord said the tenets were behind on rent and their water bill and were moving out. She said she padlocked the door. Officers asked if she had begun the eviction process and she said no. The tenants said they needed belongings inside and needed four hours and then would be gone. Officers told the landlord that she needs to properly evict tenants but they were leaving and needed some time. The landlord agreed to remove the lock.

– Officers helped a locked out person on Cherry Street on March 5 at 6:37 p.m. There were no further incidents reported.

– A resident called police to report they were concerned about a drug smell near children on North Market Street March 5 at just before 11 a.m. Officers said the drug task force and children’s services would be notified.

– A caller told officers they had a protection order and they were concerned the person had been in their home on March 4 at 2:44 p.m. Officers told the person to change their locks and said they would patrol the area.

– A resident came into the station March 1 at 7:21 p.m. to report a scam call he had gotten about a past due credit card bill from 2004. The caller had his social security and birth date on file so officers advised him to check his credit report.

– Police were called to a North Market Street apartment to remove someone. On March 1 at just before 8 p.m., the caller said the man may be overdosing. Officers arrived and the man was coherent but visibly distressed. EMS arrived and said the man had a broken hand and he was transported to the hospital to be treated. Police took his belongings to his mothers in the meanwhile with no further incidents reported.

– Police were called to Allay Senior Care Feb. 28 at 5:34 p.m. to assist with a patient in distress. Officers pink slipped the patient and EMS transported them to the hospital.

– A traffic stop on Feb. 28 at 5:41 a.m. ended up yielding a fugitive from justice. Officers pulled Chad Mason Collins of Salem over for an expired sticker when he told them he had a suspended license. Then dispatchers confirmed an active warrant out of Butler County for Collins. He was taken into custody without incident, cited for expired registration and driving under suspension, charged with being a fugitive from justice and turned over to Chief Abraham.
