POLICE

Salem

— Police were dispatched at 12:19 a.m. Tuesday to the 300 block of North Madison for a possible drug overdose. The resident said CPR was performed on the overdose victim. Fire department first responders and EMT ambulance arrived and the victim was taken to Salem Regional Medical Center. While investigating, officers seized narcotics and drug paraphernalia to be tested for possible drug charges.

— Police responded at 7:36 p.m. Monday to the 800 block of Park Avenue for a burglary. Residents had already checked the property for suspects and found that three items were missing. The landlord advised of a possible suspect vehicle. The incident is under investigation with possible charges.

— A caller at 6:53 p.m. Monday expressed concern that a suspicious male in the 2400 block of East State Street may be intoxicated. The male did tell officers he had consumed alcohol earlier. Officers stood by while he waited for a taxi.

— Lola Finley, 37, of East Fourth Street, was cited for dog at large after police were called a second time to her neighborhood at 5:38 p.m. Monday for her dogs running loose. Police had been called for dogs at the intersection of East Fourth and Hawley and discovered it was the same dogs from a previous call. The owner obtained the dogs and was cited after being given a warning for the previous call at 3:45 p.m. in the area of Fifth Street. Police had also been called at 3:10 p.m. to the area of Fourth and Hawley for two dogs chasing children, but didn’t locate them.

— Police responded at 2:29 p.m. Monday to the 600 block of South Lincoln Avenue to check the well-being of a male who made comments of self-harm. Officers discovered he was having a mental health crisis. Fire department first responders and EMT ambulance arrived to assess the male, who was then transported to Salem Regional Medical Center for evaluation.

— Police were called at 12:18 p.m. Monday to the 100 block of Jennings to check on a city resident. All was found to be ok.

— An officer had responded to an address on Waddell Street in Leetonia at 11:43 a.m. Monday to place a club on a vehicle per court order from the Columbiana County Municipal Court. Leetonia Police arrived as the officer was clubbing the vehicle and then a disagreement started between a female at the residence and a neighbor. The officer stayed in the area until Leetonia Police cleared the scene.

— A well-being check was requested at 11:35 a.m. Monday in the 500 block of Continental Drive, where the person in the apartment declined any medical help or other assistance. At the time, the officer didn’t feel an emergency admission was appropriate. The person was told help was available should he need it.

— An officer at 11:27 a.m. Monday was flagged down by a city service department worker who advised of a syringe/needle on the street near the storm sewer on North Cunningham near Bentley. The officer retrieved the item and disposed of it properly.

— Police responded at 10:58 a.m. Monday to a report of a dispute/irate customer at Home Depot, 2900 E. State St. Officers talked to each party, who were in different locations, and heard slightly different stories. Home Depot and the employee did not want to pursue anything against the customer but wanted him banned from the store. Nobody was injured. A trespass notice was given to the customer by officers who told him not to return per management.

— A caller and neighbors on East Third Street who had not seen one resident in over a month asked police at 10:49 a.m. Monday to do a well-being check. Officers spoke to the person, who advised he was ok and that he had a friend check on him earlier in the morning.

Sheriff’s Office

–A resident of 32183 Wisner Road, Hanover Township, reported Monday cement blocks were removed from underneath her deck.

Lisbon

–Police responded to Apple Grove apartments on Monday afternoon after a caller reported a resident sprayed himself with a fire extinguisher. As a result, the man was having trouble breathing and his nose was burning, so an ambulance was called but he refused to be taken to a local hospital.

Wellsville

— A female reported at 9 p.m in the 100 block of Independence Square a possible domestic.

— Barbra Jane Homan, of Haiti Road in Salineville, was arrested on charges of physical control and reckless operation at 3:35 a.m. Sept. 15 in the area of 9th and Commerce streets, after a single vehicle accident. An officer arrived to find a woman inside her vehicle, which had struck a utility pole and attempted to break out the front window to get her out. Upon freeing her, Homan said that she had four or five beers. She was transported to East Liverpool CIty Hospital for treatment of her injuries.

— Police responded at 11:30 p.m. Sept. 12 to a possible road rage incident in the 200 block of Wells Avenue and found a resident reporting that Zachary Petty, no address listed, allegedly had thrown a rock at his Mustang. Zachary Petty was charged with criminal damaging.

— Justin Allen Davis, no address listed, was arrested at 4:22 p.m. Sept. 13 on a charge of theft, after stealing more than $119 worth of cigarettes without paying for them.

— A woman in the 400 block of 14th Street reported at 1:45 p.m. Sept. 13 that an identified subject has taken two cell phones without allegedly paying and is holding a vehicle hostage until he gets receipts for the stolen phones.

— No specific charges are noted against Larry Dean, whom police took into custody shortly after 2:50 p.m. Sept. 10 in the 18th and Clark Ave. area, after he appeared to be acting disoriented. He allegedly was unable to produce any kind of identification, including a valid driver’s license.

— Francis J. Lewis, no address listed, was arrested at 2 a.m. Sept. 14 on a charge of criminal trespass at the Independence Square housing complex.

— Steven Smith Jr., no address listed, was arrested at 12:30 p.m. Thursday in the 400 block of Aten Avenue, where he allegedly overdosed. As paramedics transported him out of the bedroom, officers saw in plain sight on the night stand: a grinder, three lighters, a pipe, a glass jar and a book of rolling papers. He was charged with possession of drug parapheralia.

— Police responded at 12:21 a.m. Tuesday to the 1600 block of Chester Avenue for a possible shots fired call. Upon arrival and speaking to the residence, it appeared that someone had thrown rocks through the windows, breaking two of them.

Liverpool Township

— No citations were noted when Dena M. Kersey, of Toronto, struck a vehicle driven by Jacob Best, of North Lima, when merging shortly before 12:48 a.m. Sept. 1 on state Route 7 north.

— Officers responded shortly after noon Friday to junkyard bend on Lisbon Street, where a subject’s sedan had lost a tire and the driver was attempting to locate it.

— While sitting at the Dixonville fire station, a subject notified an officer at 4:53 p.m. Friday that a house at Dewey and Clark had been smoldering since catching fire and was getting worse. After responding, the fire department once again was dispatched to the scene.

Salem Fire

— Firefighters were called at 7:18 a.m. Tuesday to the 300 block of North Howard Avenue for a smoke investigation. A pallet was found burning at the rear of the structure. The fire was extinguished and the owner was advised about the burning laws.
