County Sheriff

— A deputy was called to a domestic dispute on Steubenville Pike Road, Center Township, at 9:36 p.m. Wednesday. The caller said her fiance grabbed her arm and pulled her phone from her hand. After speaking with the couple, the fiance agreed to leave for the night.

— A caller reported at 12:55 a.m. Thursday that an ATV rider was driving through Y & O and Echo Valley roads in Madison Township. Deputies checked the area but did not find any ATVs in the area.

— A man who lives in the 3000 block of state Route 45, Salem Township, reported there were several people outside pounding on windows and screaming at 2:27 a.m. Wednesday. The neighbors then called to say the man who called was now pounding on the walls and causing a disturbance. The man appeared to be confused and possibly mentally ill, and the deputy told him he needed to take his medication and go to bed.

— Deputies were called to a domestic dispute complaint on Kelly Park Road, Fairfield Township, at 1:09 a.m. Friday. Michael A. Cappelli, 21, was charged with domestic violence and resisting arrest even though the female victim refused to provide a formal statement.

— Deputies were called to a neighbor dispute on McIntosh Road, Madison Township, at 12:28 p.m. Thursday. The dispute, which started over a riding mowing becoming stuck in the neighbor’s yard, escalated from there until one of the person’s was thrown to the ground. The back story to the confrontation is a long-standing dispute over property boundaries.

Highway Patrol

— John H. Heald III, 39, of East Liverpool, struck a deer while driving on East Liverpool Road in Madison Township at 12:43 a.m. Monday.

Lisbon

— A fallen tree behind the Corner Auto Repair on Jerome Street took down an Ohio Edison pole, damaging three vehicles and a wooden fence. This occurred at 10:29 a.m. Wednesday, and the fallen tree came from the back yard of Wyatt Davis, North Market Street. The owners of the damaged vehicles parked in the Corner Auto rear lot were Frankie Grimes of Columbiana, William Holly of East Palestine and a third vehicle with an unidentified owner.

— A report of suspicious people in a room at the Days Inn was received at 8 a.m. Thursday. Police arrived and learned there was an arrest warrant out of the county sheriff’s office for one of occupants, Cortni Rankin, who was taken into custody. The man also in the room was told to leave within an hour. Police were called back after he failed to leave, and this time the officers remained until a woman arrived to pick him up.

Leetonia

— A patrolling officer observed a known woman walking on Pearl Street at 10:34 p.m. Tuesday carrying a small dog wrapped in a blanket. The woman said she had left a man’s house, not to return, and was walking to her daughter’s house in Salem because she was unable to get a taxi. The officer provided the woman a courtesy ride to her daughter’s house.

— An officer with the assistance of Columbiana police attempted to locate a domestic indicident reported in the 200 block of Main Street at 9:17 p.m. Wednesday, but could not find any disturbance.

— Jordan A. Bruce, 29, Leetonia, was cited for driving under suspension following a traffic stop for loud exhaust on Front Street at 11:27 a.m. Thursday. The vehicle’s owner, Harley R. O’Neil, 23, Leetonia, was cited for wrongful entrustment.

— An officer responded to the Dairy Queen at 8:31 p.m. Thursday in reference to an irate woman pounding on the windows. The officer spoke with the woman in question who was visibly agitated and she said she had called to find out when the business closes and they said 9 p.m., but would not let her in. The officer spoke with the two employees who said the woman had been told they close at 8 p.m. and she became angry and was taking photos of them. The business owner was contacted and he said he would discuss the matter with the woman.

— An officer assisted Leetonia EMS gain access into a Center Street home at 7:47 p.m. Thursday after dispatch reported a caller became unresponsive. The property owner was advised to respond to secure the door of the rental unit.

An officer returned to the home at 8:36 p.m. to assist the Columbiana County dog warden and Leetonia Fire Department retrieve two dogs due to the resident being hospitalized.

— An officer responded to a 300 block High Street home at 8:48 a.m. Friday in reference to barking dogs. The officer found several dogs inside a fence that continued to bark along with dogs that could be heard from inside the home. The officer warned the homeowner for barking dogs.

Salem

— Officers were dispatched late Thursday to the 500 block of Columbia Street after a woman said her friend was being held captive inside a residence. Upon arrival, she said her friend sent a text message with that address 45 minutes earlier. After police made contact with the homeowner’s adult son, he said his father and his father’s girlfriend left 30 minutes ago. Due to the caller believing they were present at the house, officers gained verbal consent to walk inside. The house was vacant.

— Salem school administrators asked officers at 9:26 p.m. Thursday to check the well-being of a female juvenile student due to her not doing any homework since school was ended. Officers had Perry Township Police check the residence since it was in their jurisdiction on Stewart Road. The homeowner said she had not lived there for over a month and a half. The resident did not know where they went.

— Police were dispatched at 8:13 p.m. Thursday to the 2400 block of East State Street for a suspicious person with a knife. The caller advised of a male wearing a green bandana and a cat mask who was swinging a large knife around. Officers located the person and detained him with handcuffs for officer safety while investigating. Multiple knives were found on him and he was told not to swing them around and was sent on his way.

— A caller at 8:06 p.m. Thursday reported 10 people standing in the road blocking driveways in the 400 block of Sharp Avenue. Police found a smaller group of people and did not see anything illegal.

— Officers responded at 8:04 p.m. Thursday to a bar in the 500 block of South Broadway for an alleged violation of COVID-19 regulations. A caller said there were multiple people outside drinking. Officers found a lone employee who said nobody was there drinking and they were only open for carryout orders, but had actually shut down for the night.

— The school resource officer and school administrators at 7:15 p.m. Thursday went to a residence on Wilson regarding a student who sent several inappropriate and threatening messages to some teachers. The officer and administrators spoke with the student and mother, advising both of the consequences of the action. Both appeared to understand.

— A caller at 5 p.m. Thursday reported a smell of marijuana in the 2500 block of Lexington Avenue. A woman admitted to smoking inside her residence and handed over what she had, which police disposed of properly.

— Juveniles at 6:44 p.m. Thursday told police about a reckless driver, saying a red Toyota truck almost struck them on Maple near Park Avenue. Police located the truck on South Union, but not the driver.

— A dispute was reported at 5:52 p.m. Thursday in the 200 block of Ohio Avenue where two brothers had an argument. One slapped the other, but there were no visible injuries and the victim didn’t want to press charges. One brother left for the night.

— A suspicious male was reported standing in the middle of the road at Franklin and Trimble at 4:56 p.m. Thursday. He said he would stop.

— A possible intoxicated person was reported staggering in the middle of the street on South Lundy Avenue and Aetna at 4:22 p.m. Thursday. The person was found to be intoxicated and was warned. A sober, responsible party took him home.

— A dog was reported at large at 3:13 p.m. Thursday on North Union near East Sixth Street but had already returned to its residence while police were responding.

— A hypodermic needle was found in the 100 block of North Madison at 3 p.m. Thursday. Police disposed of it.

— A man from the 600 block of Olive Street reported at 2:06 p.m. Thursday that his company bank account was compromised. He already talked to the bank and needed a report on file. A detective will be made aware.

— Police were called at 12:49 p.m. Thursday for a report of a male dressed in black going door to door selling insurance in the 400 block of West Wilson.

— A doctor contacted police at 12:34 p.m. Thursday to request a well-being check on a male in the 600 block of East Sixth Street. Police made contact and told the man to call the doctor’s office.

— Police responded at 10:19 a.m. Thursday to the 600 block of Woodland to check the well-being of a man who hadn’t been seen in a couple days. Officers made contact by phone and he said he was in the process of moving out.

— A caller at 8:46 a.m. Thursday reported a male trying to get into parked cars by pulling on the door handles in the area of North Lincoln and East Fourth Street. He was not found.

— Police assisted the Columbiana County Sheriff’s Office at 8:42 a.m. Thursday in the 800 block of Granite Avenue to check for a male with a warrant. The male was placed into custody by a deputy.

— A caller at 8:08 a.m. Thursday reported a male behaving in a suspicious manner in the 100 block of South Lincoln Avenue where he walked up to a car and then walked to a nearby ATM. The male told police he knew the occupant of the car and was just asking for a cigarette.

— A runaway female juvenile was reported at 7:17 a.m. Thursday in the 600 block of Cherry where a woman said her granddaughter left without permission sometime after 1:30 a.m. She advised of a possible address where she went and police responded to the 800 block of Granite Avenue, speaking to two males and two females. They didn’t think she was there but said officers could check. The juvenile was found hiding in the shower and was taken home. The occupants at the home on Granite were told she’s not allowed to be there and charges would be pursued if she’s found there again. Officers spoke to the juvenile about consequences and the grandmother was told to contact juvenile court and advise the girl’s probation officer.

Perry Township

— Police were called at 8:52 p.m. Thursday to the 800 block of Stewart Road to check on a juvenile girl who had not done any homework for the last nine weeks for school. The homeowner said his ex-girlfriend moved out with the juvenile a few months ago. He did not know where they were living.

— A neighbor dispute was reported at Salem Acres in the 1100 block of Prospect Street at 8:04 p.m. Thursday. A man said an 11-year-old girl from another apartment was bullying his 9-year-old stepson. Once he said something to the girl, her mother came down and was screaming at him. Officers spoke with the girl’s mother about the complaint. Everybody was told to keep their children around their own apartments and not let them congregate together.

— A juvenile assault was reported at 6:21 p.m. Thursday in the 1300 block of West State Street where a woman said her 12-year-old son was choked by a neighbor. She said she just wanted a report on file because she has to live there and doesn’t want any problems. She said no one saw the incident. An officer followed up and spoke with the neighbor.

— Police were called at 5:25 p.m. Thursday to the area of Allen Drive and Stewart Road for an ATV on the road. An ATV was located at a Stewart Road address and the homeowner said his daughters were riding around the property lines. The father spoke with the daughters and found they were indeed riding on the road. He was told to keep the ATV off of the road.
