Lisbon

— A Lisbon school bus driver reported a 12-year-old boy threatened another boy on Sept. 19 with a “shank” that she said resembled pointed scissors with a broken handle. This resulted in a 10-day suspension for the boy, with the report sent to county juvenile court for review.

— Police were called to 324 E. Washington St. at 1:49 p.m. Thursday about someone who was not allowed to be there. The person told police he was not aware of the no-contact order. He said he was there to retrieve his property, and the resident said the only property of his he had was some olive oil. The officer gave the olive oil to the man who was the subject of the complaint and he was warned if he should return he would be charged with trespassing.

Columbiana

— Edward H. Sprouse II, 32, of Lisbon, was taken into custody on an arrest warrant out of Belmont County following a traffic stop on South Avenue at 9 p.m. Thursday.

— Kimia Clark, 22, of Campbell, was cited for driving under suspension following a traffic stop on South Avenue at 8:19 p.m. Thursday.

St. Clair Township

— Kimberly Wilson was arrested at 4:42 p.m. Thursday at Walmart on a petty theft charge after allegedly shoplifting several items in her purse.

— A resident in the 49000 block of Purinton Avenue reported several items were missing from her apartment when she woke up at 9:09 p.m., including a carton of cigarettes.

East Liverpool

— A woman complained at 11:46 a.m. Thursday bout being verbally assaulted while at a Fifth Street pharmacy. She was advised police cannot do anything about someone calling her names and to just ignore them.

— A resident of the 700 block of Lincoln reported Thursday someone smashed out her rear window with a brick sometime overnight.

Salem

— An officer at 1:45 p.m. Thursday saw a Salem school bus parked off the side of the road on East Second near North Ellsworth and learned of a minor accident. The driver was turning right from Second onto Ellsworth with a green light, but a female in another vehicle was stopped facing north on Ellsworth and was too far up for her to make the turn. The driver did not back up and the right side of the bus brushed the side of a utility pole. No students were on the bus. The bus sustained scuff marks. Police could not identify damage to the pole, which had been damaged several times before. No citation was issued.

— Melanie Sobek, 46, last known address 611 Jennings Ave., was taken into custody during a traffic stop at 9:59 p.m. Thursday after officers recognized her and knew she had an active warrant out of tje county for failure to appear on a possession of drug paraphernalia charge.

— During a traffic stop at 9:05 p.m. Thursday on South Ellsworth at Snyder Road, a male driver consented to a search. Police recovered a prescription bottle that belonged to the registered owner of the vehicle, who was not in the vehicle. The male driver was told to have the registered owner get in contact with the police department to pick up the prescription. No other contraband was located. The male received a verbal warning for multiple marked lanes violations.

— A caller at 5:50 p.m. Thursday reported a person walking with a rifle in the 800 block of Granite Avenue. The caller didn’t see the person shooting the rifle but reportedly heard shots in the area a short time later. Officers checked the area and attempted contact at a residence, with no contact made at that time.

Police were called to Walmart at 5:33 p.m. Thursday on East State Street for a suspicious male wearing a dark blue shirt and jeans following customers around the store. Contact was made with the male at Subway inside Walmart and he didn’t know what officers were referring to and had a mental handicap. His mother responded and said he was looking for shoes but was upset because he couldn’t find any. He left with her.

— An officer at 12:17 p.m. Thursday responded to the high school on Sixth Street to assist the school resource officer with a male who was in the parking lot but was not a student. The male was sitting in the bed of a red Ford truck and when approached said he was waiting on his brother. Police learned the brother was a student at the school and had his own vehicle. The male was told to leave the school property and not hang out in the parking lot during the school day.

— Officers were dispatched at 11:18 a.m. Thursday to Salem Regional Medical Center for a male patient who fled the hospital on foot. Officers had just sent the patient to the hospital via pink slip for an evaluation after evidence that he tried to harm himself. He was seen running south through Centennial Park and then west towards South Union. Officers found him sitting in the woods line on the east side of South Union. He was cooperative but did not want to return to the hospital. He was detained for his own safety and transported back to the hospital. Officers remained until he was calmer.

— At 9:16 a.m. Thursday, police responded to South Lundy Avenue to check on a male who allegedly made threats to harm himself. Officers were told he no longer lived there and searched multiple areas but didn’t find him. At 9:39 a.m., officers on patrol found a male laying conscious on the ground at Centennial Park, learning he was the male from the well-being check. He said he was fine and did not make any threats to harm himself. He declined medical attention and left on foot, then officers received a complaint from his father that his son took a large amount of medication. Officers saw evidence of medication taken near his vehicle and found the male on East State Street where he admitted to taking a large amount of medication. He was sent to Salem Regional Medical Center for evaluation.

— Police responded to a loud party complaint at 1:07 a.m. Friday on Whinnery Road, telling the people to turn the music down.

— Loud persons were reported at 12:45 a.m. Friday in the 200 block of West Wilson. A person in a back yard was told about the complaint.

— An intoxicated male was reported at 10:46 p.m. Thursday on South Lincoln Avenue near Pershing Street, sitting on the ground drinking alcohol, but no one was found.

— Police responded at 8:08 p.m. Thursday to the 400 block of Woodland Avenue to check the well-being of a female and her pets. Officers were unable to make contact and unable to tell if pets were inside.

—- Police checked at 4:26 p.m. Thursday on a vehicle parked in the 400 block of East Second Street that reportedly had not moved in days. Officers saw no violation and nothing blocked.

— Police at 4:16 p.m. Thursday checked on a parking complaint on Penn Avenue, but the vehicle had left.

— Police at 3:38 p.m. Thursday investigated a parking complaint at Vine Avenue and Third and found two vehicles causing a hazard near the intersection. Both vehicles were moved by the owners.

— The manager of Speedway, 175 W. State St., reported at 2:49 p.m. Thursday that two people had been coming into the store and harassing a victim. She said they were no longer allowed at the store and she wanted them placed on trespass notice. Officers will try to find them to advise them.

— A man reported at 10:23 a.m. Thursday that an unknown vehicle struck his vehicle in the Marc’s parking lot causing damage to the fender on Sept. 14. No damage could be seen because he already went to a body shop and had it fixed. Police could not verify the allegation, but he was told the insurance company should accept pictures from the body shop.

— A resident on North Ellsworth Avenue at 8:30 a.m. Thursday reported finding a bicycle in his back yard that did not belong to him. The bicycle was taken to the police station.

EAST LIVERPOOL — In East Liverpool Municipal Court, Gage A. Gough, Echo Dell Road, was fined $250 on a driving under suspension. He will be permitted to do 29 hours of community service.

Dustin M. Weyand, Harvey Avenue, was fined $250 for driving without a license.

Justin P. Ove, state Route 172, Lisbon, was fined $280 and given 30 days jail, suspended, and two years probation for driving under FRA suspension and improper plates.

Timothy L. Ferguson Jr., Martin Street, was fined $260 for driving under suspension and license plate light.

Bryant M. Allen, Chester Avenue, Wellsville, was fined $185 and has his license suspended 180 days for fictitious plates and possession of marijuana.

Shane L. Potts, Laura Road, was fined $350 and given 130 days in jail (100 imposed) on a probation violation.

Dalton M. McKinnon, Lacroft Avenue, was fined $150 and given 180 days license suspension for possession of marijuana.

LISBON — Matthew Dalrymple, 30, Buzzard Road, Wellsville, was fined $250 after being found guilty of public decency charges after pleading no contest Friday in county Municipal Court.

According to court records, Dalrymple was at a Wellsville home on Feb. 14 when he pulled down his pants and exposed himself to a girl and then made sexually suggestive comments to her.

Dalrymple was also fined $200 after being found guilty of failing to register eight pit bulls he owns. The citation was issued on June 7.

LISBON –Two secret indictments issued by the county grand jury were served on the following people:

Heather A. Carman, 20, Purinton Avenue, East Liverpool, charged with rape for allegedly engaging in sexual conduct with a person born in 2004. The alleged activity began in May 2006 and continued until September 2018.

Curtis D. Holland, 23, West Fourth Street, East Liverpool, charged with aggravated burglary. Holland reportedly broke into the residence of Sha’Ona Loker, Chester Avenue, Wellsville, on June 23 and threatened to harm Loker.
