Police

County Sheriff

— Dale Grubb, owner of All-Stor Storage, state Route 14, East Palestine, reported at 8:33 a.m. Friday several storage units were broken into overnight. Deputies were shown where locks were pried off of units 1, 5, 9, 19, 13, and 14. The locks on units 6 and 7 had damage to the locks, but it did not appear anyone got in. All of the affected tenants were being called by Grubb so they could determine if anything was missing. While it may take a several days for the parts to arrive, Grubb told deputies he will be sleeping in his office with his deer gun for the next several nights.

Highway Patrol

— Clayton Warren Elliot, 18, Walnut Street, Rogers, was northbound on Sprucevale Road in Middleton Township at 11:38 p.m. Jan. 31 and went into a ditch and a utility pole off the right side of the road. He was cited for failure to control.

Lisbon

— Police went to Apple Grove apartments at noon Saturday after learning Douglas Ritchie was there and there were four warrants for his arrest out of Portage County. Ritchie was taken into custody without incident but not before being warned about threatening Karen Godwin, his ex-girlfriend, who lives in the apartment complex.

— An officer was called to state Route 154 at12:28 p.m. Saturday to assist a state trooper in searching a vehicle for marijuana after the trooper smelled the illegal substance following a traffic stop.

— Police were called to a home on Maple Street at 7:34 p.m. Friday in regard to a resident who might be considering harming himself. The person could be seen slumped over on a couch, so the officer broke into the home and woke him up. The officer remained until an ambulance arrived to transport the man to a local hospital.

— Shaniah Gouchenhour contacted police at 7:08 p.m. Friday, and officers went to the Libert residence on North Market Street where Jennifer Libert said she had shut the door on Gouchenhour when she tried to get into the apartment. Gouchenhour said she only wanted to collect her belongings, which she was allowed do without incident.

— Ron Finch reported seeing a youth looking in vehicles in the area behind the county courthouse at 8:16 p.m. Friday. He described the person as a tall, slender male about 16 years old and riding a bicycle and waving around a flashlight. Police searched the area but did not see anyone around.

— Corey Libert, North Market Street, called at 12:25 a.m. Saturday to say his lip had been ripped off while in the Shenanigan’s Pub parking lot. Libert said he was standing there when a hairless white male with a tattoo on his neck walked up and bit him on the lip. Police told Libert to come back to file a more detailed report after he had been treated at a hospital and sobered up.

 

Columbiana

— Police went to the 200 block of South Elm Street at 3:18 p.m. Saturday for a report that a child was hanging out a second story window of a home. Police spoke with the child, who said they were just playing and spitting out of the window. Police told the child’s mother.

— Police found a vehicle in the Ford dealership lot on South Avenue had two flat tires at 1 a.m. Saturday.

— Police were called to a home in the city at 4:11 p.m. Sunday for a report that a man had attempted to hang himself in the garage of his home. Police spoke with the man who agreed to voluntarily go to a hospital for treatment.

— A North Elm Street woman reported at 2:33 p.m. Sunday she was worried her ex-boyfriend may be en route from Florida and would cause problems if he showed up at her house.

East Palestine

— Lyda Jones, Alice Street, reported at 10:43 p.m. Sunday she found footprints around her garage.

— The highway patrol requested backup on a traffic stop on state Route 14 near North Pleasant Drive at 11:33 p.m. Jan. 31 after officers found a small amount of contraband in the vehicle.

— Police were asked to provide assistance for the county sheriff’s office with an arrest of Brandon Hacker of Jimtown Road at 5:45 a.m. Friday at his home. Hacker was taken into custody without any problems.

East Liverpool

— Officers responded at 3:26 a.m. Saturday to Scotty’s Bar for an intoxicated woman sleeping on the floor and they tried several times to awaken Susan R. English, 48, state Route 518, Lisbon, before finally getting her to sit up. They initially could not get English to stand up but when they did, reported she smelled strongly of alcohol, had slurred speech and red, glassy eyes. She was transported to the police station, where attempts to find her a way home were unsuccessful. She was charged with disorderly conduct and transported to the county jail.

— Amy Hilditch, Lang Street, reported she and her husband, Charles, were playing pool in their basement, talking about old times when he became upset while discussing her ex-boyfriend. During the argument, Mr. Hilditch reportedly broke pool cues and threw something at his wife, cutting her arm. He left when she said she was calling police. Information was sent to the law director for possible charges and, although Mrs. Hilditch later came to the police department to ask that the charges be dropped, officers told her a warrant had already been issued and she would have to ask the law director about that.

— A man not identified in reports took a $10 bill into the Giant Eagle and said he had been given it there as change and he believed it to be counterfeit. When denied a different bill, the man threw it on the floor and left. Officers took the bill for their files.

— Aundria N. Salisberry, 24, and Betty J. Plumm, 36, no addresses listed, were charged with theft after Giant Eagle loss prevention officers reported seeing Salisberry handing items to Plumm to place into her purse, including Kool-Aid and Kinky Alcohol.

— Nicole K. Shineley, Riley Avenue, reported returning home to find the front door open but no signs of forced entry and nothing missing.

— John Douglas, Railroad Street, reported his neighbor’s dogs had damaged his privacy fence. The neighbor was advised to speak with Douglas about the fence.

— Michelle Boyd, St. George Street, reported her wallet stolen from her unlocked vehicle while it was parked in front of her residence. The wallet and its contents were located a few hours later in a location where a known thief spent the night, along with two book bags.

— Reba A. Lockhart, no address listed, reported noticing her purse missing while she was shopping at Giant Eagle. It contained $500 in cash, her driver’s license and Social Security card.

— Frances Bahen, 69, Macrum Street, was pulling from A-1 Carry-Out and struck the front side of a vehicle driven by Debra A. White, 62, Richardson Avenue, who was in the westbound lane of Pennsylvania Avenue. No injuries or citations were reported.

— While exiting state Route 11 northbound, James A. Stock 66, River Street, Chester, W.Va., lost control of his vehicle, which struck a utility pole. No injuries or citations were reported.

St. Clair Township

— While driving Friday on Purinton Avenue toward Milton Street, Patrolman Joshua Jackson saw a pickup truck coming down Milton toward South Hollywood Drive at what seemed to be a high rate of speed. It made a fast turn onto South Hollywood, and when Jackson caught up with it, their speed was 40 mph in the 25 mph zone, he reported. The truck continued on picking up speed and not using signals until it reached Parkway, where it ran a stop sign and nearly struck northbound vehicle, failing to stop when the officer activated his lights and siren, traveling 60 to 70 mph until abruptly turning onto Dairy Lane, where it was traveling 30 to 40 mph as it turned into a driveway, striking a tree head-on at the end. At that point, the passenger door opened and a woman fell out, crying, and a man jumped out, landing on the woman. Jackson exited his cruiser with his weapon drawn but re-holstered it and pursued the man as he ran toward some woods, where the officer was able to apprehend him. There a fight ensued and when Jackson radioed that he was fighting the suspect, a civilian, Dean Johnson, who had been on a ride-along with the officer heard the radio traffic and ran to help him. Johnson was able to hold down the man’s legs and he then gave up and was handcuffed. The man, James R. Lewis, 45, Dairy Lane, was searched and officers reported finding a pipe containing Chore Boy and a knife in his pocket. The passenger had run into the house. Lewis was charged with OVI, driving under suspension, stop sign, fleeing/failure to comply, resisting arrest and possession of drug paraphernalia.

— During a traffic stop for driving under suspension, officers reported the driver, Adam N. Little, 32, Depot Road, Salem, was acting suspiciously and asked him to step out of the vehicle and place his hands on top. When an officer reached for Little’s wallet, he reportedly spun around, and the officer reported finding inside a folded up paper which Little admitted contained heroin that he snorts. A rolled up dollar bill and a car manual found inside the vehicle was also used for snorting the drug, officers said Little admitted. He was charged with driving under suspension and possession of drug paraphernalia, with additional charges possible once lab results are returned.

— Officers responded Sunday morning to Carriage Hill Apartments on Purinton Avenue where Aaron Bowersock, no age listed, reported being beaten up by his ex-boyfriend, Carl A. Crawford, 40. Bowersock had visible marks on his face and knee, bite marks on his arm and cuts on his fingers. The apartment was in disarray, and officers found Crawford in the bedroom, getting his personal belongings. He declined to say what started the fight other than to say, “stupid stuff.” He told officers Bowersock hit him in the face and he defended himself. Officers reported no marks on Crawford’s face but an abrasion on his hand. While waiting for a ride to leave, Crawford reportedly became agitated and called Bowersock a name, prompting officers to charge him with domestic violence.

— Deloris J. Burchett, Duke Road, reported being contacted by several agencies informing her someone had tried to apply for accounts in her name, using her driver’s license number.

— Officers responded to Glenn Street for an assault, with no other details reported.

— Jenifer R. Wilcox, 19, no address listed, was charged with theft after reportedly concealing baby items valued at $59.34 in her purse at Walmart and walking out without paying. Officers reported Wilcox is pregnant and due any time.

— While southbound on the left-hand lane of state Route 170, Cornelius O. Beckwith, 61, McGavern Road, Salineville, was struck when Thomas N. Fannin, 73, Curry Street, East Liverpool, pulled from the BP station to turn north onto state Route 170. Beckwith was transported to East Liverpool City Hospital by Lifeteam ambulance. Fannin was cited for failure to yield.

— Robert Melott, 53, North Pleasant Drive, East Palestine, was westbound on Irish Ridge Road when he ran a stop sign and went across state Route 267, striking an embankment and multiple trees. He was cited for OVI, no license and failure to control.

— While northbound on Dresden Avenue, Cody L. Ellsworth, 23, Sebring, tried to change lanes, sideswiping a vehicle driven by Anthony S. Ruggeri, 27, Georgetown, Pa. No injuries or citations were reported.

Perry Township

— Patrick J. Noll, 65, whose last known address was Beloit, was cited for operating a vehicle under the influence and marked lanes after a traffic stop at 12:21 a.m. Sunday on West State Street at Ohio Boulevard. His vehicle was towed and he was later released to his son-in-law.

— Police responded at 10:21 p.m. Saturday to the 1100 block of West Perry Street regarding a domestic complaint. A woman said her ex-boyfriend had come to her apartment, made threats to her and broke her cell phone. The incident is under investigation. She was advised to file a protection order through the court system.

— Frank Houser III, 27, of Youngstown, was cited for left of center and open container after a traffic stop at 7:29 p.m. Saturday in the area of the four-lane bypass and North Ellsworth Avenue.

— A woman from Depot Road spoke with police at 3:05 p.m. Saturday regarding recurring theft offenses at her residence. She said her ex-boyfriend has been stealing mail out of her mailbox and hacked her email address. She also advised he keeps asking for personal information. An officer told her not to give out any information and to avoid contact with her ex-boyfriend.

— Keith Robson, 26, of Alliance, was taken into custody at 1:35 p.m. Saturday in the parking lot of Circle K South  on a warrant for failure to appear. Police had conducted a traffic stop in the lot. He was taken to jail.

Salem

— Police met with a woman, her mother and a male resident in the 100 block of East Fourth Street at 1:44 p.m. Monday. She reported she left for a few months out of state and now that she came back, the male won’t allow her to move anything out or come into the residence. Her mother called and told an officer she spoke to the landlord and the woman had paid four months of rent and the male only paid for one month. The male said he had three receipts as proof. They were all told it’s a civil matter, but they needed to get along and not break up any of the other’s belongings or touch each other. The male agreed to allow the woman to get a truck and remove her belongings. The woman also talked to the landlord.

— A drive-off was reported at Smith Oil, 968 E. State St., at 1:25 p.m. Monday.

— A hit/skip was reported at 12:17 p.m. Monday in a parking lot on East Second Street where a vehicle was backing from a parking space and hit the rear of a parked vehicle owned by Amber Brown of Goshen Road. A witness said a male driver got out and checked the damage and left the scene. Brown and an officer couldn’t find any damage to her vehicle.

— A woman in the 800 block of East Third Street reported at 11:43 a.m. Monday that she was in charge of the money collected for the Super Bowl and had it at her residence. She went to get the money Monday and it was gone.

— A Newgarden Avenue for  man said his ex-girlfriend will not leave him alone and keeps texting him. Officers made contact with the woman and told her to stop.

— A suspicious person was reported at 7:28 a.m. Monday in the 100 block of West State Street. An officer saw a male matching the description coming out of a store and then going south on Howard Avenue. The male saw the patrol car pulling up behind him and took off running. A passerby told the officer a male was under the front steps/porch area of a home on West Pershing Street, which is where the officer found the male. He was very excited and agitated and claimed to have taken heroin and was having a reaction to it. He requested medical care and EMT Ambulance arrived and transported him to Salem Regional Medical Center. An active warrant was found for the male, with the Sheriff’s Office notified that he was taken to the hospital.

–Police responded at 1:33 a.m. Monday to the 300 block of East Fourth Street to attempt to locate a missing juvenile for another agency. The juvenile was not found.

— A driver’s license left at Circle K East, 1125 E. State St., was turned over to police at 11:41 p.m. Sunday and placed in lost and found.

— Police at 9:05 p.m. Sunday responded to a residence in the 200 block of South Lincoln Avenue where a parent believed a runaway juvenile might have gone with friends. Officers checked with the residents who said no one was there and they didn’t have any children. The parent was told to make a missing person report with the police department having jurisdiction where they live.

— Richard Fish, 38, of Youngstown, was cited for open container and speed after a traffic stop at 9:01 p.m. Sunday on North Lincoln Avenue. Officers called a cab for the driver.

— Police responded to the 100 block of East Third Street at 2:04 p.m. Sunday for a 911 hangup call. A female at the residence said everything was ok. Her small child was playing with the phone.

— A woman at 11:43 a.m. Sunday dropped off property that was located in her merchandise she purchased at Walmart. The credit/gift cards will be placed in the police lost and found until the owner is contacted.

 

Lisbon

— The fire department responded to what turned out to be another false alarm at the county jail at 9:11 p.m. Saturday.

— The fire department responded to a fire alarm going off at a Sherman Street residence at 6:36 p.m. Sunday. It turned out smoke from an overcooked pizza set off a smoke alarm that is tied to the security system, which alerted the fire department.
