Wellsville council sets date to implement bulk shipping fees
WELLSVILLE — Following discussions at multiple meetings and based on an already in place ordinance, the Wellsville Village Council has set a date to start collecting bulk shipping from area businesses that transport, transfer or ship bulk materials from the village.
The decision was made with an all-in-favor vote during Tuesday’s meeting that the tipping/bulk shipping fee would go into effect on June 1 with first notice of tonnage and payment due to the village by July 25 and on the 25th of each month thereafter.
Fiscal Officer Hoi Wah will send a notice along with a copy of the ordinance to the business required to pay the fees.
Council opted to enforce the ordinance and collect the fees to help with the wear and tear and maintenance of the village roadways used by these businesses.
A bulk shipping fees fund was established and approved by the Ohio Auditor of State for deposit of the fees.
Wah said that Erin Wright from OMEGA would be helping to write a Community Development Block Grant (CBDG) application to see if they could get funding for the dredging of the Marina. It was noted that the grants already received, and plans developed for the marina hinge on finding the funds for the dredging.
Mayor Bob Boley noted that the council should revisit charging landlords who own property in the village a licensing fee for the rentals. President Keith Thorn asked the council members to review the draft copy they received of the building ordinance so it could go back to committee for any revisions and then sent to council for a vote. He noted that in the draft there is a $69 per unit licensing fee for rental properties in the village.
There were no reports from the police and fire departments, village administrator or zoning officer.
The council approved the $10,400 for the rebuilding of the WW1 Memorial. After the rebuild Southern Local student Gabby Deitch will do the painting and place benches around the memorial as part of her senior class project. Don Cooper, commander, Wellsville VFW, said the VFW is sponsoring Gabby’s portion of the project.
Cooper also noted that the Wellsville VFW could close by the end of the month.
Council approved Council Member Ryan Burgess’s request for the closure of Main Street from 3rd to 5th streets from 8 a.m. to 6 p.m. on Sept. 1 for the Labor Day Wheels in Wellsville Car show.
Council Member Bill Taft made a motion which was approved by an all-in-favor vote to advertise for engineer qualifications for the marina project sewer upgrades. He noted the only cost for getting qualifications is the advertising cost and the qualifications are good for a year. He also noted that the clock is ticking on the marina project which must be completed by the end of 2026, or they lose the grant money they were awarded for the project.
The council approved the payment of bills totaling $25,942.87.
An Easter Hunt will be held at Hammond Park on April 13 beginning at 1 p.m.
The Wellsville Village Council meets the first and third Tuesday of each month at 6 p.m. in council chambers at Wellsville Village Hall, 1200 Main St. The next regular meeting is scheduled for April 15.
