Trustees OK staffing changes at Liverpool Township PD
LIVERPOOL TOWNSHIP — Liverpool Township Police Chief Jarod Kinemond requested and was given approval by the Liverpool Township Board of Trustees to make several staffing changes in the police department during Tuesday’s trustees meeting.
Kinemond requested that due to the resignation of Detective Sgt. Robert Ramsey, who is leaving the department on April 25 to pursue other employment, that officer Jake Talbot be promoted to the detective sergeant position effective April 19. Due to Talbot’s promotion leaving the department short one full-time officer, Kinemond requested that effective April 19 part-time officer Noah Shaw move to the full-time officer position.
Kinemond noted that while Ramsey’s last day is April 25, he wants the promotions to begin on April 19 to ensure a smooth transition.
Kinemond also noted that the all the officers will be taking part in a CPR recertification training which would cost a couple of hours of overtime for some officers.
Fire Chief Dave Ward told the trustees that the department had received the $850 reimbursement for training.
He also said that squad 22 was back from being repaired in Steubenville.
Calls have been minimal, and everything is going good at both stations.
Ward said that with warmer weather coming he would like to look into getting estimates for furnaces repairs at both stations.
Ward and Trustee Dennis Giambroni again want to remind all residents of the statewide burn ban in effect from March through the end of May during the hours of 6 a.m. to 6 p.m.
Road Superintendent Chris Bosworth had multiple requests approved by the trustees.
The trustees approved the request of hiring a company to do the weed spraying near guardrails and around township buildings at an estimate of $2,775. Bosworth noted that for road department employees to do the spraying they would need to go through training and testing. He also said that hiring a company that is insured eliminates any liability to the township such as chemical spills while spraying or damage from weed killer to plants on private property.
Bosworth had to take one of the department trucks in for service due to it continuously going into low power mode. He is waiting for an estimate on what that will cost.
He also noted that the boom for the mower is cracked where a pin goes in and the arm is twisted and they can’t mow until it is fixed. Trustees gave approval to send the mower out for repair.
The mower is also in need of tires which will cost $1,481.39, with the tires costing $650 each and freight to have them ship, since Bosworth is unable to purchase the tires locally. The purchase was approved.
The trustees approved tree trimming on Armstrong Lane by J&K in the amount of $2,400. The trees will be trimmed to a height of 30 feet and off the road to open that area up to let sunlight in and stop tree limbs from dragging the tops of box trucks driving through that area.
The trustees also approved Pusateri Excavating to do the work on Hudson Street to stop the erosion issues at the creek. The project which was bid at $3,840 will include lining the hill with concrete blocks and placing gravel at the top along the roadside.
Bosworth noted that he had received several calls about the gravel build up at Forest Hills and he was waiting to see if he could get help with getting that cleaned up. If he is unable to get assistance with it, the trustees have approved for him to rent a broom at an estimate of $300 to sweep it up.
Bosworth requested approval to take the department’s trailer into Bennett’s to have it looked at, but that was tabled for a later date.
He also noted that he turned in the paperwork for the sign grant and was waiting to hear back on that.
The decision to hold a township clean-up day for large household items and tires will be made at a later date after the cost for rental of a dumpster is obtained.
Bills totaling $29,094.85 were approved for payment.
There was no old or unfinished business to discuss.
For new business, Giambroni said he called the health department for a house on Strawberry for trash on odors coming from the property and said the health department will be taking a look at that.
Trustees talked with the owner of the house that burnt on Hollywood Avenue about getting the property cleaned up and are looking for the land bank to get involved in that.
The owners of a house on Fifth Avenue that the township has been having issues with for several years have been summoned to an April 26 hearing at the health department.
Giambroni noted that the township will be taking part in a cyber security risk assessment with the Ohio Township Association.
Two residents who spoke out during the public portion of the meeting requested more police presence in their areas of Armstrong Lane for people speeding and the Sherwood Avenue/Boring Lane area for thefts.
The Liverpool Township Board of Trustees meets every other Tuesday at 3 p.m. at the township administration building. The next regular meeting is scheduled for April 15.
