Lisbon nears final decision on chickens

LISBON — The village is getting closer to a final decision on the keeping of chickens on non-rental properties within village limits.

Majority council again passed reading of the new legislation during last week’s meeting, and a third and final reading and vote is expected at the Aug. 23 council meeting.

Lisbon Mayor Peter Wilson said that if the matter passes then residents who may be opposed still have the opportunity counter that decision through an attempt to place the issue on an election ballot.

However, any effort to place the matter on an election ballot must be done within 30 days after the final vote on the council legislation, meaning 30 days after the Aug. 23 meeting if council votes in favor at that time. “Some people feel very strongly about this issue and they are looking at different options, and that’s their right,” Wilson said, referring to a referendum.

Some residents opposed to allowing chickens in village limits have said during council meetings that the matter should be decided by an election.

When contacted by this reporter, Columbiana County Board of Elections Director Kim Fusco said that in order to get a referendum on an election ballot village residents must first create a committee.

The next step would be for that committee to work with an attorney to establish the proper language for a petition that would then need a certain number of signatures.

Fusco said the amount of signatures required can be obtained through the board of elections.

Once the petition is signed by the necessary amount of people it must be filed with the village’s fiscal officer who then presents it to the board of elections to check the validity of the signatures.

Once the necessary signatures are verified the final step in the process is for the fiscal officer to put the petition before council to decide whether to certify it to the board of elections for placement on an election ballot.

If a petition is not signed, verified and put before council for certification within the 30 day timeframe a referendum cannot be placed on an election ballot.
