Commissioners rescind declaration of emergency

LISBON — Columbiana County commissioners took the next step on Wednesday to declaring an end to the pandemic when they voted to rescind the declaration of emergency measures they had put in place last year.

On March 25, 2020, commissioners had adopted the declaration of emergency as the first cases of Covid-19 were beginning in Columbiana County. At the time it was noted there had been four cases of covid.

Besides serving as a warning to residents about the pending situation, at that time the commissioners discussed that by passing the legislation it would help ensure if there was assistance available, Columbiana County would be eligible.

More than a year later there have been 9,009 coronavirus cases in Columbiana County with 500 hospitalizations and 229 deaths, although there have not been any deaths attributed to Covid-19 in the past two months, according to the Ohio Department of Health. There have been 17 new cases in the county during the month of June.

Additionally, there have been 37,345 county residents receiving at least one dose of a Covid-19 vaccine with 33,883 residents completing doses of their vaccine.

In other matters:

— Commissioners approved a 15-day disciplinary suspension for a child support employee following an executive session to discuss the matter.

— Commissioners appointed Larry Merriman of East Liverpool to the county Board of Developmental Disabilities following the recommendation of Superintendent Bill Devon. Merriman is replacing Stephanie Champlin, who has accepted a position in Trumbull County that would be a conflict for her to remain on the board. Devon described Merriman as a semi-retired businessman and an advocate for children in the program.

— The commissioners awarded the bid for Salem street improvements to R.T. Vernal Paving and Excavating Inc., which had bid $192,481 for resurfacing portions of East Pershing Street, New Garden Avenue, South Howard Avenue, Columbia Street and Walnut Street. The project is being paid for with Community Development Block Grant funds (CDBG).

— Commissioners opened one bid for another CDBG project for street improvements in East Liverpool. Barbicas Construction Inc. of Akron had bid $94,299.

— Michael Husk of Hanoverton was granted permission to hunt on county property on County Home Road.
