Bids opened for Phase 2 of Salem treatment plant

SALEM — Stanley Miller Construction submitted the lowest bid for the Salem wastewater treatment plant Phase 2 improvement project Friday, offering a price of $5,285,870 to do the job.

The East Sparta company came in just under the engineer’s estimate of $5,340,000.

“They’re good. We’ve worked with them a number of times,” Bob Schreiner of Burgess & Niple said after the bid opening. “Generally they’ve been really good to work with”

Burgess & Niple is the engineering firm who designed the project and is overseeing the work.

Schreiner read the bid amounts aloud as city Utilities Superintendent Don Weingart opened the envelopes containing the bid documents. The other three bids received included: Workman Industrial Service Inc. of Kent, $5,727,250; A.P. O’Horo of Youngstown, $5,812,000; and ABC Piping of Brooklyn Heights, $6,299,000.

Schreiner said he’ll review the bids to make sure all the math is correct, look at the bid bonds and check references before making a recommendation. He said he’ll also make sure there are no outstanding judgments against the company being selected.

Weingart announced the city Utilities Commission will meet at 9 a.m. April 8 to award the contract if it’s recommended by Schreiner.

The project includes removing four existing settling tanks and replacing them with two new circular primary settling tanks, conversion of an existing settling tank into a sludge thickening site, and construction of a new administration building for the plant and a sludge storage pad.

Weingart said previously that the project includes a lot of concrete work and a lot of electrical modifications. The project is expected to begin this year and finish in late 2020, with the contract limited to 540 days for completion.

This will be the third major upgrade project at the plant on Pennsylvania Avenue in recent years, all to improve efficiency, replace outdated equipment and keep up with Ohio Environmental Protection Agency requirements.

Department wastewater reserve funds that had been built up for the plant upgrades will cover the cost.
