Grand Jury

LISBON — Three drug defendants were served Wednesday with secret indictments issued by the Columbiana County Grand Jury.

Brandon A. Green, 33, Lisbon Street, East Liverpool, was charged with aggravated possession of drugs and possession of a fentanyl-related compound, both fifth-degree felonies, and possession of drugs, a misdemeanor, for allegedly possessing methamphetamine, fentanyl and xylazine on March 15, 2025.

William Wildman, 51, East Fifth Street, Salem, was charged with aggravated trafficking in drugs and aggravated possession of drugs, both third-degree felonies, for allegedly trafficking and possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on April 12, 2025.

Christy L. Dawson, 47, Lee Street, East Liverpool, was charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Dec. 29, 2024.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Nov. 20 for Scott M. Haines, 51, state Route 164, Salineville, charged with felonious assault, a first-degree felony, third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of obstructing official business, aggravated menacing and criminal damaging. Haines was accused of allegedly running over a deputy’s foot after being stopped in the Spring Valley Road area, backing up and driving forward and turning toward the deputy while accelerating near Salineville and driving over his foot on July 19, 2020. He then fled from deputies. Prior to the incident, he had been at a property on Spring Valley Road where he allegedly threatened another man by threatening to beat him and “smash his skull in” and allegedly broke pool steps, threw the thermometer and threw a glass table, causing it to shatter. The obstruction charge stemmed from an incident on June 6, 2021 when he couldn’t produce a driver’s license, current registration or proof of valid insurance during a traffic stop, then ran.

A preliminary/pretrial hearing was set Nov. 20 for Courtney L. Troyer, 34, Gavers Road, Hanoverton, charged with fourth-degree felony burglary, and misdemeanors of resisting arrest and animals running at large for allegedly illegally entering a residence on McCracken Road in Salem Township on Nov. 10 and then resisting when a deputy was taking her into custody. She also let her dog run loose in September 2021 in Salem.

A preliminary hearing was set Dec. 4 for Tiffany M. Sattler, 34, Chester Avenue, Wellsville, charged with fifth-degree felony theft for allegedly leaving the Calcutta Walmart without paying for 471 items valued at $5,363 on Nov. 12.

A preliminary hearing was set Dec. 4 for David Heck, 20, Shadyside Road, East Liverpool, charged with fifth-degree felony complicity for allegedly knowingly aiding and abetting a woman who shoplifted from the Calcutta Walmart on Nov. 12 by allegedly picking her up in a van at the front door.

A preliminary hearing was set Dec. 4 for Randall C. Culler, 46, Bell Road, Lisbon, charged with fifth-degree felony theft for allegedly failing to scan and pay for 144 items totaling $1,637 at the Calcutta Walmart on Nov. 10.

A preliminary hearing was set Dec. 8 for Jaminlee David Morris, 25, Oakwood Street, East Liverpool, charged with fifth-degree felony theft for allegedly stealing $1,236 from the cash register while working at the Calcutta Walmart from Oct. 24, 2025 to Nov. 8, 2025.

Terry L. Adams, 49, Parkview Road, Hanoverton, was fined $250 and sentenced to 30 days in jail, with credit for 12 days served, leaving a balance of 18 days still to serve in jail for domestic violence. On Nov. 2 in Hanoverton, Adams was accused of threatening to kill a woman multiple times.

A pretrial was set Feb. 9 for Kyle Robert Peterson, 42, Erie, Pa., charged with engaging in prostitution, possessing criminal tools and obstructing official business for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then arriving in East Palestine on Nov. 11 for the meeting. When he arrived, he did not exit the vehicle as requested and was attempting to delete the texting application from his phone and had to be physically removed from the vehicle by officers.

A pretrial was set Feb. 9 for Kenneth Joseph Buzzard, 76, Pittsburgh, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with women for $150, then driving to East Palestine for the meeting on Nov. 11.

Beryl Lyn Crow, 42, Garrettsville, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Crow requested sexual conduct from an undercover agent for an agreed upon price of $150, then drove to Salem on Nov. 21, 2023 for the meeting, with the phone used to make the arrangements in his possession.

Richard Amos Krontz, 57, Akron, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online course. Krontz requested sexual conduct from an undercover agent for an agreed upon price of $160, then drove to Salem on Aug. 15 for the meeting, with the phone used to make the arrangements in his possession.

Thomas C. Martin, 55, Rankin, Texas, was fined $750 and given a suspended 180-day jail term for two counts of possessing criminal tools, with one amended from engaging in prostitution. He was ordered to complete 40 hours community service and an online 12-hour prostitution prevention course. Martin was accused of responding to an undercover ad on a known prostitution website posted by a Mahoning Valley Human Trafficking Task Force agent and arranging for sexual activity in exhange for $100 at a St. Clair Township hotel. An undercover woman met him at the hotel room and he was taken into custody with the phone used to make the arrangements in his possession.

A pretrial was set Feb. 3 for Justin R. Barrett, 41, Sophia Street, East Liverpool, charged with criminal trespass for allegedly trespassing at a Columbiana Metropolitan Housing Authority property in East Liverpool on Nov. 12. He was located inside the upstairs of the residence when the Columbiana County Drug Task Force executed a search warrant on Park Avenue.

Annabelle May Randolph, 22, Cameron Road, Wellsville, was fined $200 and sentenced to 30 days in jail, with 27 days suspended and credit for three days already served, for disorderly conduct amended from domestic violence. She was ordered to complete 40 hours community service. On Aug. 22, she was accused of throwing an object at a man, causing him to fall into a dresser at a residence in Madison Township.

David D. Kendrick, 47, Ravenna, was fined $150 for disorderly conduct, with another count of disorderly conduct dismissed. Kendrick was accused of being intoxicated in the parking lot of a Columbiana business and trying to fight employees, then yelling at officers after he was detained Oct. 8, 2024.

Kirstein M. Koran, 24, Alliance, was fined $200 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for criminal trespass. Koran was ordered to complete 25 hours community service and to stay out of Fernengels Tavern in Salem. On Aug. 16, she was located in the back pool room of the bar after being trespassed from the property on Aug. 2.

A status hearing was set Feb. 3 for Ryan L. Pritt, 43, Lisbon Street, East Liverpool, charged with drug paraphernalia for allegedly possessing a $1 bill folded up with unknown powder inside, pill bottles with pills inside and a burnt glass pipe during a traffic stop on Dec. 28, 2024.

A pretrial was set Feb. 3 for Christian Chance Eva, 33, West State Street, Salem, charged with operating a vehicle impaired third offense, OVI refusal third offense, speeding and a turn signal violation.

A pretrial was set Feb. 9 for Devon Michael Foltz, 18, Youngstown, charged with OVI first offense, OVI controlled substance and marked lanes.

A pretrial was set Feb. 3 for Lisa M. Richards, 40, Lisbon Street, East Liverpool, charged with OVI first offense, OVI breath and marked lanes.

A pretrial was set Feb. 10 for Alex Graham, 43, Youngstown, charged with OVI first offense and OVI breath first offense.

A pretrial was set Feb. 3 for Troy Allen Hughes, 53, East Third Street, Salem, charged with OVI second offense, OVI breath second offense and marked lanes.

A pretrial was set Feb. 10 for Aaron Michael Delo, 33, State Line Road, Negley, charged with no motorcycle endorsement and failure to display valid sticker.

Jennifer N. Zackasee, 42, Prospect Street, Salem, was ordered to pay court costs only for driving under suspension.

Christine M. Minnow, 63, Canfield, was fined $50 for a stop sign violation.

Robert P. Bowyer, 57, Moore Road, East Liverpool, was fined $80 for driving under suspension and a tinted glass violation.

Alayna N. Risbeck, 23, Bell School Road, East Liverpool, was fined $100 for an equipment violation amended from driving upon street posted as closed for repair.

Vennesa Carann Sawman, 22, Homewood Place, Salem, was fined $50 for speeding.

Nicholas R. Badila, 44, Youngstown, was fined $50 for an equipment violation amended from traffic control devices.

Michael Pinkerton, 25, North Ellsworth Avenue, Salem, was fined $150 for driving under suspension and expired registration.
