LISBON — In Columbiana County Municipal Court, a case against Joseph Mitchell Jr., 33, Hamilton Road, East Palestine, was bound over to the county grand jury for failure to register, a fourth-degree felony, for allegedly failing to report his address as part of the sex offender registration to the sheriff’s office on May 10, 2021 when he moved to East Palestine from Pennsylvania.

A preliminary hearing was set April 25 for Ronald Smalley, 62, Gavers Road, Hanoverton, charged with third-degree felonies of operating a vehicle under the influence of alcohol or drugs second felony and OVI breath third offense. He was fined $225 for no license and speeding.

Treyven Johnson, 23, Bradshaw Avenue, East Liverpool, was fined $900 and sentenced to 60 days in jail, with credit for 24 days served, leaving 36 days still to serve for theft, obstructing official business, drug paraphernalia and two counts carrying a concealed weapon. Johnson was a passenger in a vehicle stopped in Liverpool Township where two loaded guns were found, along with a meth pipe on the passenger floor board on Sept. 1, 2023. On April 3, he was accused of concealing a drill in the front of his pants, fleeing in a vehicle driven by someone else, then exiting the vehicle when it stopped on state Route 11 and running into a wooded area. He was caught a short time later. He was also sentenced to 10 days in jail, with credit for 10 days served, and fined $150 for three counts of drug paraphernalia for possessing a glass crack pipe during a traffic stop on Nov. 24, 2023 in East Liverpool. On Nov. 9 2023 during a traffic stop in Liverpool Township, he possessed a razor blade with white residue, a metal card with white residue, two baggies with white residue and orange strips he identified as Suboxone. He was fined $150 and sentenced to 10 days in jail, with credit for 10 days served, for possessing instruments to ingest on Feb. 10 when he was a passenger during a traffic stop in Liverpool Township and for criminal trespass for trespassing on city property on Parkway Avenue in East Liverpool on Sept. 25, 2023..

Jeremy Pruden, 42, Minerva Street, East Liverpool, was fined $300 and sentenced to 180 days in jail, with credit for nine days served, leaving 171 days still to serve, for theft and possessing criminal tools, amended to misdemeanors from felonies, and an additional misdemeanor theft charge. A review hearing was set July 11. Pruden was accused of stealing 35 items totaling $397 from the Calcutta Walmart on Oct. 5, 2022. The other charges stem from an incident on April 9 involving a duffle bag located behind the St. Clair Township post office containing stolen items, along with items in a shopping cart taken from Dunham’s. There was a total of 77 items taken for a total of $2,295.

John Swagger Jr., 32, state Route 170, East Palestine, was fined $400 and sentenced to 14 days in jail, with credit for nine days served, leaving five days still to serve, for disorderly conduct and criminal trespass for an April 9 incident in East Palestine when he became intoxicated and engaged in a verbal altercation in view of the public using profanity, entered a home and began destroying ceiling drywall. He was also ordered to serve an additional five days in jail for violating his probation for an OVI charge from 2022. A third-degree felony charge of burglary and misdemeanors of assault and criminal trepass were dismissed for a July 15, 2023 incident when he was accused of forcing himself into a woman’s apartment in East Liverpool and striking her in the mouth. He had been trespassed from the Columbiana Metropolitan Housing Authority property due to prior incidents.

A pretrial was set April 25 for Sofia Larrick, 20, St. Clair Avenue, East Liverpool, charged with domestic violence for allegedly choking a male, pulling out a pocket knife and slashing in his direction on April 18 in East Liverpool during a domestic.

A pretrial was set June 24 for Gregory A. Workman, 52, Niles, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $120, then traveling to East Palestine on April 8 for the meeting.

A pretrial was set April 25 for Cliffton Thyarion, 36, Garner, N.C., charged with resisting arrest and criminal trespass for allegedly coming back to the county juvenile court building after being told to leave and not return on April 18 and then resisting when he was being taken into custody, grabbing another person to shield himself from being tased.

A pretrial was set June 13 for Wayne Gorby, 25, North Main Street, Columbiana, charged with endangering children for allegedly spanking a child to the point of bruising during an incident Jan. 14 in Columbiana.

William Martin, 51, Malvern, was fined $200 and sentenced to 90 days in jail, with 80 days suspended and credit for seven days served, leaving three days still to serve, for criminal damaging. He was ordered to have no contact with the victim. Martin was accused of shattering an outside glass table on Oct. 19, 2022 at a Washington Township property.

Sentencing was set May 9 for Jessica Miller, 35, West Ninth Street, East Liverpool, who pleaded no contest and was found guilty of disorderly conduct for screaming and attempting to push around an East Liverpool patrolman during an incident on April 13.

Kenneth Mosti, 47, Hammondsville, was fined $250 and sentenced to 180 days in jail, with 165 days suspended and credit for eight days served, leaving seven days still to serve for failure to comply. He was ordered to complete 20 hours community service. Mosti fled from police attempting a traffic stop on Aug. 16, 2023, traveling an additional 3 miles before stopping in East Liverpool.

A pretrial was set July 1 for Dean Milliron, 41, Fifth Street, East Liverpool, charged with OVI third offense and OVI breath third offense.

Jessie Endicott, 41, state Route 45, Lisbon, was fined $180 for driving under suspension, expired registration and no seat belt.

Olivia Redman, 18, Globe Street, East Liverpool, was fined $125 for expired license and marked lanes.

Shawn Tremain, 32, Steubenville Pike Road, Lisbon, was fined $100 for driving under suspension.

Hayden Harris, 20, North Avenue, East Palestine, was fined $250 for failure to stop after an accident and improper backing.

Joshua Bealonis, 30, Whitehill Road, East Palestine, was fined $100 for speeding.

A pretrial was set July 2 for Bethany Ogozaly, 19, Fairfield School Road, Columbiana, charged with speeding.

Phillip Cline, 50, West Wilson Street, Salem, was fined $250 for driving under suspension and speeding.

Robin Briggs, 36, Youngstown, was fined $200 for driving under suspension.

Ronald Boyer, 51, Wilson Street, Salineville, was fined $100 for no license.

Zachary Linn, 23, Wadsworth, was fined $75 for unauthorized plate and expired registration.
