LISBON — In Columbiana County Municipal Court, a preliminary hearing was set April 25 for Brandon Plum, 41, Claibourne Street, East Liverpool, charged with third-degree felony domestic violence for allegedly throwing a woman down onto the bed, punching the wall several times and throwing her cell phone on April 30 in St. Clair Township.

A preliminary/pretrial hearing was set April 25 for Zaine Husk, 25, Maine Boulevard, East Liverpool, charged with third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of possession of drug abuse instrument, expired license and disregard for safety. Husk allegedly fled from East Liverpool police attempting a traffic stop on April 18. He refused to pull over and failed to stop at several stop signs, being chased into Chester, W.Va. where he traveled the wrong way on U.S. Route 30 almost causing a collision and then returned to East Liverpool and stopped on state Route 11. Husk also possessed four syringes in the glove box of his vehicle during the stop.

Matthew M. Leblanc, 56, Limestone, N.Y., was fined $500 and given a suspended 30-day jail term for possessing criminal tools and disorderly conduct, amended from engaging in prostitution. He was ordered to complete 40 hours community service and a 12-hour prostitution prevention course. Leblanc responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $240 and traveled to East Palestine on Jan. 26 for the meeting.

A pretrial was set July 11 for Cristian Danilo Posados Garcia, 25, Monroeville, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $180 and then traveling to East Palestine on April 16 for the meeting.

A pretrial was set July 11 for James M. O’Neill, 32, Waynesburg, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $120 from an undercover agent and driving to Salem on April 17 for the meeting.

A pretrial was set May 16 for Nicole Polen, 40, Fairfield Avenue, Columbiana, charged with domestic violence and resisting arrest for allegedly being the aggressor in an altercation with a male who had scratch marks on the back of his neck, red marks on his back, bumps on the back of his head and a ripped shirt on April 16 in Columbiana. She also failed to follow police commands and pulled away while being taken into custody.

A pretrial was set July 11 for Brian Baughman, 49, Brightview Drive, East Liverpool, charged with assault for allegedly spitting in a woman’s face and throwing a metal cup of margarita mix, striking her in the back on Jan. 4 in East Liverpool.

Andrew Buchs, 44, Bandy Road, North Benton, was ordered to jail for 60 days after violating his probation for a charge of telecommunications harassment from 2022. Buchs was accused of contacting a woman via 58 text messages and 18 phone calls on Sept. 2, 2022 after she told him multiple times to stop.

Paul W. Jackson, 70, St. Clair Avenue, East Liverpool, was ordered released from the county jail after the court was informed he won’t be committed to a facility for further psychiatric care. An assault charge against him was dismissed last month after the court found he was not competent to stand trial and likely wouldn’t be restored to competency by the maximum amount of time allowed by law. He had been accused of assaulting hospital staff at East Liverpool City Hospital after being told he couldn’t go outside to smoke on Sept. 20, 2023.

Mary Judy, 54, Blakely Street, East Liverpool, was fined $1,425 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs, no license, theft, possessing criminal tools and resisting arrest. She was also ordered to complete 50 hours community service and her driver’s license was suspended for one year. On Dec. 24, 2023, Judy failed to scan and pay for 14 items totaling $111 at the Calcutta Walmart and also concealed items in her purse. She was refusing to put her hands behind her back when taken into custody.

A pretrial was set July 11 for Jason Call, 30, Avondale Street, East Liverpool, charged with theft and obstructing official business for allegedly stealing a drink from Family Dollar in East Liverpool on March 28 and lying about his name during a traffic stop on April 17 in St. Clair Township.

Timothy Moore, 64, Soquel, Calif., was fined $200 and sentenced to seven days in jail, with credit for one day served, leaving six days still to serve, for assault, amended from domestic violence, for assaulting a woman in St. Clair Township on Oct. 18, 2023.

A pretrial was set June 18 for Christopher Dorsey, 43, Erie Street, East Liverpool, charged with deposit litter, garbage, trash or junk on adjacent property on alley. Dorsey was accused of dumping tires in the back of a vacant house in East Liverpool on March 30. He was fined $800 and sentenced to three days in jail, with credit for three days served, for two counts menacing, driving under suspension and two counts use of unauthorized plate. Dorsey was accused of pulling a gun and pointing it at a man on Jan. 15 in East Liverpool and trying to hit another man with his vehicle on Jan. 24 in East Liverpool.

Sheri Hartley, 54, Fairfield Avenue, Columbiana, was fined $200 and given a suspended 30-day jail term for disorderly conduct. She was ordered to complete 20 hours community service and to stay away from a woman and two juveniles. Hartley was accused of disorderly behavior in the hallway of Columbiana High School after a volleyball game when she was arguing, pointing, running and yelling at another woman on Sept. 26, 2023.

Isaac Hickman, 19, Southeast Boulevard, Salem, was fined $400 and sentenced to 90 days in jail, with 88 days suspended, and credit for two days served, for obstructing official business, disorderly conduct and two counts underage consumption. He was ordered to complete 20 hours community service. Hickman was highly intoxicated and taken into custody in the area of East State Street and Southeast Boulevard on Jan. 27 in Salem and attempted to walk out of the booking area. On Jan. 16, he was found unsteady on his feet walking on Jennings Avenue in Salem and underage, charged with underage consumption.

A pretrial was set June 20 for Shawn McKinnon, 27, Fisher Avenue, East Liverpool, charged with six counts of failure to pay city income tax for allegedly failing to pay East Liverpool city income tax with his returns from 2018 through 2023.

Rachel Hess, 30, Sixth Avenue, East Liverpool, was fined $100 and given a 30-day jail term for drug paraphernalia for possessing three glass pipes commonly used for smoking meth during an incident March 18 at the Dollar General in East Liverpool.

A pretrial was set June 20 for Donald Everson, 81, Canfield, charged with violation of chapter rules for allegedly failing to maintain a septic system in proper working order on Sept. 2, 2022 on North Ellsworth Avenue, Salem.

A pretrial was set June 18 for Cortni Rankin, 49, Steubenville Pike Road, Lisbon, charged with OVI first offense, OVI refusal with prior within 20 years, driving under suspension and a tail lights violation.

Timothy Tomor, 48, Steubenville Pike Road, Lisbon, was fined $750 and sentenced to 180 days in jail, with 160 days suspended and credit for three days served, leaving 17 days still to serve, for OVI second offense, no valid license and unsafe vehicle. His driver’s license was suspended for three years and he was ordered to complete 40 hours community service.

A pretrial was set July 8 for Brandy Sanders, 27, East Main Street, Washingtonville, charged with driving under suspension and illegal use or possession of drug paraphernalia for allegedly possession drug paraphernalia on Sept. 1, 2023 in Leetonia.

Joseph Beary, 59, Fairfield Avenue, Columbiana, was fined $500 for driving under suspension.

A speeding charge was dismissed against Jason Neville, 45, Louisville.

Aaron Chilcott, 39, Erie, Pa., was fined $$150 for speeding.

Steven Shaffer Jr., 40, Moore Avenue, East Liverpool, was fined $75 for use of unauthorized plate.

Caitlyn Boyd, 23, Grant Street, East Liverpool, was fined $200 for no license.

Kaleb Hersey, 25, Aliquippa, Pa., was fined $150 for unsafe vehicle, amended from speeding.

Morgan Cox, 37, Wilson Street, Salineville, was fined $280 for driving under suspension and no seat belt.

A pretrial was set April 23 for Luke Janci, 29, Walnut Street, Leetonia, charged with driving under suspension and improper/expired registration.

James C. Harris, 41, Poland, was fined $100 for speeding.

Levi James Birch, 26, Columbiana Waterford Road, Columbiana, was fined $250 for failure to stop after an accident and failure to control.

A driving under suspension charge was dismissed against Erik Taylor, 38, Ohio Avenue, East Liverpool.

Steven Lucas, 42, Hubbard, was fined $50 for speeding.
