Grand Jury
LISBON — A woman accused of using her sister’s information when originally charged for tampering with evidence in East Liverpool was served Thursday with a secret indictment issued by the Columbiana County Grand Jury.
Karlee Walker, 22, whose address was listed as Ohio Avenue, East Liverpool, was charged with tampering with evidence, a third-degree felony, and a misdemeanor of obstructing official business.
The charges had originally been filed in county Municipal Court before the secret indictment was issued. Walker had allegedly identified herself using her sister Asa’s information when charged for tampering with evidence after a March 5 incident on First Avenue, East Liverpool. A police affidavit said Walker was allegedly stopped for acting suspicious running and hiding in residents’ yards and then stepped on a bag of white substance dropped by another person and threw it towards a house.
Also recently served with secret indictments were:
— Allysin Grimm, 23, Vine Street, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 14, 2022.
— Dustin Whaley, 27, West Chestnut Street, Lisbon, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on April 13, 2021.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Jeffrey Reynolds, 56, Eric Drive, Lisbon, was bound over to the county grand jury on third-degree felonies of operating a vehicle under the influence of alcohol or drugs and OVI refusal with prior within 20 years and misdemeanors of driving under suspension and no motorcycle endorsement. Reynolds previously pleaded guilty to a felony OVI.
A case against Katie Riley, 32, Ohio Avenue, East Liverpool, was bound over to the county grand jury for a second-degree felony burglary charge. Riley allegedly broke a door to enter a woman’s home on June 25, 2022 in East Liverpool, telling the woman she was looking for her boyfriend and broke a picture frame while there.
A case against Larry Edward Smith, 38, New Castle, Pa., was bound over o the county grand jury on charges of third-degree felony compelling prostitution, fourth-degree felony attempted and fifth-degree felony possessing criminal tools for allegedly answering an undercover ad posted on a known prostitution website of an adult female and 15-year-old female and soliciting sexual conduct with the juvenile in exchange for $140, arriving in East Palestine on March 4 for the meeting.
A case against Tina George, 54, Pennsylvania Avenue, East Liverpool, was bound over to the county grand jury for a fourth-degree felony domestic violence charge for allegedly assaulting an adult male, attempting to throw him down the steps and throwing/damaging household items including a dresser and television on April 5 in East Liverpool.
A case against Dustin James Brooks, 36, Vine Street, East Liverpool, was bound over to the county grand jury on a fifth-degree felony charge of violation of a protection order. Brooks was accused of recently violating a protection order in East Liverpool.
A pretrial was set July 11 for Bryan Luckett, 53, Mantua, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $140 and arriving in Salem on April 19 for the meeting.
James Conrad, 45, Montrose Street, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 170 days suspended and credit for one day served, for aggravated trespass, amended from aggravated burglary, for trespassing at a Fisher Avenue, East Liverpool property last year.
A pretrial was set July 20 for Jeffrey Heestand, 46, Canton, charged with engaging in prostitution and possessing criminal tools for allegedly responded to an undercover ad of a female on a known prostitution website, soliciting sexual activity from the female in exchange for $70, traveling to East Palestine on April 19 for the meeting.
Tyler Sadler, 23, McCracken Road, Salem, was fined $1,100 and sentenced to 10 days in jail, consecutive to the sentence in a separate case, for OVI and speeding. His driver’s license was suspended for two years.
Robert Bebout, 42, state Route 45, Lisbon, was fined $500 and given a 180-day suspended jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 50 hours community service. Bebout responded to an undercover ad on a known prostitution website and arranged to have sexual activity with a female in exchange for $100, then traveled to East Palestine on March 15 to pick up the female to take back to his residence, but was met by police instead. He had a juvenile in the vehicle with him.
A pretrial was set May 1 for Alexander Aratari, 36, Stocking Street, Washingtonville, charged with violation of a protection order, a misdemeanor. Bond was set at $5,000 cash or surety and he was ordered to have no contact with residents at a Stocking Street, Washingtonville property. Aratari went to the property on April 20 in violation of a protection order he had been served with that same day.
Khen Tling, 45, Canfield, was fined $250 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, for disorderly conduct, amended from domestic violence. Tling was permitted to buy out 40 hours community service. Tling was involved in a domestic with a juvenile relative at Salem Giant Eagle on Nov. 12, 2022, slapping the girl several times in the head.
Dwight Justice, 65, Dover, was fined $250 and given a suspended 15-day jail term for disorderly conduct amended from engaging in prostitution. A charge of possessing criminal tools was dismissed. Justice arranged for sexual conduct with an undercover officer in exchange for $140, arriving in Salem on Aug. 9, 2022 for the meeting.
A pretrial was set July 6 for Susan Pritt, 39, St. Clair Avenue, East Liverpool, charged with theft and criminal trespass for allegedly failing to scan and pay for $232 worth of items from the Calcutta Walmart on March 16, 2022.
Brian Fenton, 50, Dillworth Road, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for domestic violence for allegedly striking a woman several times and throwing her to the ground while allegedly intoxicated on April 3 in Liverpool Township. A second charge of domestic violence was dismissed. He was also ordered to complete 60 hours community service.
Matthew Crowl, 44, Benton Road, Salem, was fined $150 and sentenced to 40 days in jail, with credit for 21 days served, for possession of drug abuse instruments for possessing a hypodermic needle on Dec. 2, 2022 on Benton Road.
A pretrial was set July 13 for Dana Saltsman, 68, Myers Road, Kensington, charged with disorderly conduct for an incident Oct. 28, 2022.
Michael Petrucz, 35, Chesterland, was found not guilty of criminal trespass, with a notation that the charging document was insufficient. Costs were taxed to the state. Petrucz had been accused of being on the Grove Hill Cemetery property after hours on Cemetery Road in Hanoverton on April 2.
Jessica Hilderbrand, 32, Spillway Road, Lisbon, was fined $100 for criminal trespass for being on the Grove Hill Cemetery property after hours on Cemetery Road in Hanoverton at 3:34 a.m. April 2.
Amanda Coy, 36, Granite Street, Salem, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for a driver intervention program, for OVI and failure to control. Her driver’s license was suspended for one year, with driving privileges granted.
A pretrial was set July 13 for Nicholas Ponamar, 21, Beaver Creek Road, Salem, charged with OVI first offense, OVI breath and failure to yield.
Natalie Breckner, 46, McDonald, was fined $915 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and speeding. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 10 hours community service.
A pretrial was set Aug. 8 for Marcos Mateo, 23, Washington Street, Salem, charged with OVI first offense, OVI breath, use of unauthorized plate and driving under suspension.
A pretrial was set July 13 for Kaiden Nagel, 20, Brenda Lane, Columbiana, charged with OVI, OVI underage first offense, left of center and distracted driving.
Logan Winters, 27, Macklin Road, New Waterford, was fined $330 for driving under suspension, possession of drug abuse instruments and invalid registration.
Allison Weese, 35, Sunbury, was fined $150 for unsafe vehicle, amended from assured clear distance.
Jason Allen Kane, 39, West Ninth Street, East Liverpool, was fined $150 for driving under suspension.
A pretrial was set May 22 for Theodore Cassinger Jr., 45, state Route 45, Salem, charged with driving under suspension.
A pretrial was set July 13 for Rusty Ray Altman, 50, Cream Ridge Road, Lisbon, charged with forfeiture and speeding.
Scott Dieringer, 53, John Street, East Liverpool, was fined $500 each on five counts of failure to pay city income tax, with all but $50 suspended on condition that all due returns are filed and payment plan is followed. Dieringer failed to file East Liverpool city income tax from 2018 through 2022.
Alyda Chapman, 28, Southeast Boulevard, Salem, was fined $250 for substandard premise for a housing violation in Salem.
A pretrial was set July 6 for Marc Williams, 54, East 12th Street, Salem, charged with a stop sign violation.
Harold Feezle, 63, Enon Valley, Pa., was fined $150 for an equipment violation, amended from a turn signal violation.
A pretrial was set July 20 for Benjamin Szmara, 44, state Route 14, Columbiana, charged with speeding in a school zone.
A pretrial was set July 20 for Jacob Prendergast, 20, Dobson Road, Salineville, charged with speeding.
