Grand Jury

LISBON — Austin Adams, 24, Strader Road, East Liverpool, was served Monday with a secret indictment issued by the Columbiana County Grand Jury for possession of fentanyl-related compound, a fifth-degree felony, stemming from an incident Dec. 27, 2021.

LISBON — In Columbiana County Common Pleas Court, bond was increased to $150,000 cash or surety for Brock Menough, 36, East Sixth Street, Salem, who failed to appear for a hearing in his felony case and was picked up on a bench warrant. He had been released previously on a $50,000 surety bond.

A motions hearing is set for Nov. 2, with a status hearing Jan. 6 and a jury trial Jan. 17. Menough was charged through a superseding indictment with two counts of felonious assault, a first-degree felony; failure to comply with an order or signal of a police officer, a third-degree felony; receiving stolen property, a fourth-degree felony; escape, a third-degree felony; two misdemeanor charges involving operating a vehicle while under the influence; driving under suspension; and vandalism, a fourth-degree felony. The charges stem from an alleged incident Aug. 21, 2021 when Menough caused injury to Perry Township Patrolman John Smith after fleeing from police while driving a truck belonging to Jeremy Roosa. Menough was allegedly intoxicated at the time. Menough was accused of using the 2021 Dodge Ram 3500 truck as a weapon toward Patrolman Smith and used it to damage Smith’s patrol vehicle, a 2021 Ford Explorer Police Interceptor. He also allegedly attempted to push past authorities to escape custody that day.

Also in Common Pleas Court:

— Antwane McMeans Jr., 22, Youngstown, pleaded guilty to failure to comply with an order or signal of a police officer, a third-degree felony; and misdemeanor citations of obstructing official business and driving under suspension, with sentencing set Dec. 16. Charges of failure to stop after an accident and resisting arrest will be dismissed. On July 19, 2021, McMeans fled from East Liverpool police, taking off when the police officer approached the vehicle and at one point fleeing west on the east side of the highway toward state Route 11 for about 10 miles nearly striking other vehicles head on. He reportedly ran from the vehicle into a wooded area where he was apprehended by a K-9.

— Louis Rosensteel, 56, Greensburg, Pa., pleaded guilty to attempted compelling prostitution and failure to comply with the order or signal of a police officer, both fourth-degree felonies, with sentencing set Dec. 5. Charges of tampering with evidence, possession of criminal tools and obstructing official business, all felonies, will be dismissed. Charges stemmed from Rosensteel showing up in East Palestine on Jan. 5 after soliciting sexual conduct from an undercover agent posing as a 16-year-old in exchange for $100, then attempting to flee when the agent approached him and identified himself as a police officer.

— Jonathan Pipkins, 36, Cherry Street, Salem, pleaded guilty to improperly handling a firearm in a motor vehicle, a fourth-degree felony, with sentencing set Dec. 16. The incident with the firearm occurred on Jan. 1, 2022.

— Matthew Hormel, 39, Poland, was immediately placed under community control probation for two years after pleading guilty to a lesser included offense of misdemeanor domestic violence, a charge that was originally a felony, and misdemeanors of endangering children and intimidation of an attorney, victim or witness in a criminal case for allegedly punching Jody Schantz in the nose, grabbing her by the throat and forcing her to the ground during a domestic incident on July 5 on Union Street, Columbiana, and also creating a substantial risk to an infant, then on July 18, he tried to threaten a witness.

— A correction was made by the court concerning a plea made by Brian D. Siclari, 58, Coraopolis, Pa., in July. Siclari actually pleaded guilty to a lesser offense of vehicular assault, a fourth-degree felony, not aggravated vehicular assault as the previous court entry said. He had been sentenced to 180 days in jail, with 120 days suspended and 2 days credit for time served, leaving 58 days to serve in the county jail for the assault and operating a vehicle under the influence.

— Norman Shields, 52, Lincoln Street, East Liverpool, was sentenced to seven months in prison, with credit for one day served in jail, for possession of drugs, a fifth-degree felony, for possessing the drug buprenorphine on Dec. 10, 2020.

— Glen McMillin Jr., 43, state Route 7, Rogers, was sentenced to 10 days in the county jail after his probation was dishonorably terminated for a 2018 possession of drugs case.

— Christina Weese, 42, Walnut Street, Rogers, was placed on community control probation after her treatment plan was terminated for violations. She had been placed on a treatment plan for a fifth-degree felony of aggravated possession of drugs for possessing methamphetamine on June 19, 2020.
