LISBON — In Columbiana County Municipal Court, Lester Hinkle, 64, Canton, was fined $1,050 for engaging in prostitution and possessing criminal tools, and ordered to complete 40 hours community service and an online preventing prostitution course. Hinkle solicited sexual conduct from an undercover Mahoning Valley Human Trafficking Task Force agent in exchange for $80 and drove to Salem on June 1 for the meeting. He was ordered to forfeit $80 to the MVHTTF.

Terry Osten, 56, Elmendorf, Texas, was fined $750 and ordered to complete an online preventing prostitution course for engaging in prostitution and possession of criminal tools for responding to an undercover ad placed by a Mahoning Valley Human Trafficking Task Force agent on a known prostitution website and arranging for sexual conduct with a female in exchange for $120. He then traveled to East Palestine for the meeting on May 19. He was ordered to forfeit the $120 to the MVHTTF.

Christian Mackey, 52, Conneaut, was fined $500 and ordered to complete an online preventing prostitution course for two counts of disorderly conduct, amended from engaging in prostitution and possession of criminal tools. Mackey was accused of soliciting sexual conduct from an undercover Mahoning Valley Human Trafficking Task Force agent in exchange for $200 and driving to Salem on March 25 for the meeting. Mackey was ordered to forfeit the $200 to the MVHTTF.

Kenneth Heffron, 48, Youngstown, was fined $750, and ordered to complete 20 hours community service and an online education course for engaging in prostitution and possessing criminal tools for soliciting sexual conduct from an undercover Mahoning Valley Human Trafficking Task Force agent in exchange for $100 and driving to Salem on May 12 for the meeting.

John Richmond, 46, North 15th Street, Sebring, was fined $200 and ordered to complete an online preventing prostitution course for engaging in prostitution and possessing criminal tools for responding to an undercover ad placed by a Mahoning Valley Human Trafficking Task Force agent on a known escort website and arranging for sexual conduct with a female in exchange for cash. He then traveled to East Palestine for the meeting on July 31 with $200 and his cell phone. He was ordered to forfeit the $200 to the MVHTTF.

A court trial was set Oct. 18 for Samantha Adams, 38, Ohio Avenue, Salem, charged with assured clear distance ahead for a traffic crash on May 27 in Salem. She was fined $250 and received credit for one day served in jail for obstructing official business for a June 8 incident in Salem when Kevin Neely said she was following him and when asked by police, she walked away and was refusing to answer questions or identify herself.

Maribel Dailey, 49, state Route 344, Leetonia, was fined $150 for possession of marijuana paraphernalia for possessing a glass pipe during a traffic stop in Salem on May 17.

Darnell Jackson, 19, Youngstown, was fined $200 for falsification for lying about his age to a police officer during a traffic stop in Lisbon on July 8.

Nicholas Reed, 36, Walnut Street, East Palestine, was fined $200 for driving under suspension and improper/expired registration.

Dana Swartz, 26, Canfield, was fined $150 for failure to control and had a driving under suspension charge dismissed.

Joshua Wargo, 31, Mechanicstown, was fined $425 for driving under suspension, speeding and no seat belt.

David Evans, 32, Hillcrest Road, Wellsville, was fined $300 for disorderly conduct, amended from drug paraphernalia, and speeding for possessing a glass smoking pipe during a traffic stop on Jan. 3, 2021 in Wellsville.
