LISBON — In Columbiana County Municipal Court, a prostitution case against Shanika Simmons, 38, Struthers, was bound over to the Columbiana County Grand Jury after she waived a preliminary hearing.

Charges against Simmons include fourth-degree felonies of promoting prostitution-supervise/manage prostitution and promoting prostitution-transport across state lines for sex for hire, a fifth-degree felony of possessing criminal tools and a misdemeanor count of soliciting.

According to an affidavit, an agent with the Mahoning Valley Human Trafficking Task Force responded to an ad posted on a known escort website allegedly by Simmons and made arrangements with Simmons, who allegedly agreed to provide sexual services and bring along a second female to provide sexual services in exchange for $450. Simmons arrived in East Palestine on Aug. 2 with another woman who said she was recruited by Simmons.

A preliminary hearing was set Aug. 18 for Brandon House, 26, Whinnery Road, Salem, charged with two fifth-degree felonies of receiving stolen property for allegedly being in possession of two stolen motorcycles that were reported stolen from the Franklin Plaza in the 1400 block of Franklin Avenue on Aug. 6. House and two other suspects fled before officers arrived and he was identified by a witness and the person who called police. They told police they saw him pushing one of the motorcycles down the road to where the other motorcycle was parked and attempted to load them into a truck. He was confronted by the caller and fled. Video of the end of the incident showed a physical altercation and House retrieving a cell phone from one of the motorcycles before fleeing. Police found him in Grandview Cemetery and took him into custody on a warrant.

A preliminary hearing was set Aug. 18 for Cody RM Cox, 31, Newell, W.Va., charged with burglary, a third-degree felony, for allegedly stealing three firearms, including a shotgun, rifle and handgun, and ammunition from a residence on East Martin Street in East Palestine on Aug. 11.

A preliminary hearing was set Aug. 18 for Marc Bartholomew, 30, Carbon Hill Road, East Palestine, charged with burglary, a third-degree felony, for allegedly stealing three firearms, including a shotgun, rifle and handgun, and ammunition from a residence on East Martin Street in East Palestine on Aug. 11.

A pretrial was set Oct. 25 for Ronald Read, 55, Conneaut, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad placed on a known escort website by a Mahoning Valley Human Trafficking Task Force agent posing as a woman and arranging for sexual activity with the woman in exchange for $140. He arrived in East Palestine on July 15 for the meeting, with his cell phone, money and a suitcase of sex toys.

A pretrial was set Oct. 24 for Nicholas Frase, 28, Wooster, charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual activity from an undercover Mahoning Valley Human Trafficking Task Force agent in exchange for $120 and arriving in Salem on Aug. 4 for the meeting.

A pretrial was set Oct. 11 for Jacqueline Hill, 19, West State Street, Salem, charged with obstructing official business and resisting arrest. Salem police were called to a domestic under the Cranmer bridge where two women were yelling at each other on Aug. 11 and one of the women, Hill, allegedly started walking away and disobeying officer commands, with an officer having to assist her to the ground to stop her from pulling away.

A pretrial was set Oct. 24 for Lee Newhouse, 49, Stewart Avenue, Salem, charged with obstructing justice for allegedly attempting to hinder the apprehension of a person with a warrant, knowingly advising the person to go inside a residence and hide when deputies attempted a warrant check on Rose Drive, Lisbon, on Aug. 11.

A pretrial was set Oct. 11 for Tiffany Herron, 37, state Route 45, Lisbon, charged with criminal mischief for allegedly breaking the front window of a motel room while intoxicated at the Frola Motel and also damaging the bathroom door in August 2021.

A pretrial was set Sept. 13 for Stephany Rupprecht, 51, Washington Street, Leetonia, charged with possessing drug abuse instruments, no valid license and failure to display valid sticker. Rupprecht allegedly had needles, a crack pipe and suspected crystal meth scales in a pink bag in her vehicle during a traffic stop in Leetonia on June 28.

A pretrial was set Aug. 22 for Jeffrey Spence, 64, Beaver Falls, Pa., charged with operating a vehicle under the influence of alcohol or drugs third offense, OVI refusal with prior within 20 years and improper backing.

Cory Haueter, 36, Franklin Avenue, Salem, was fined $100 for illegal use or possession of drug paraphernalia for possessing a digital scale with residue for use with dangerous drugs on Aug. 4 in Salem when he was a passenger in a vehicle in the Aldi’s parking lot.

Carley Eckman, 29, Prospect Street, Salem, was fined $150 for driving under suspension.

Douglas Bressler Jr., 18, Minerva, was fined $100 for driving under suspension.

EAST LIVERPOOL — In East Liverpool Municipal Court, a pretrial was set Aug. 18 for Joseph Jolly, 35, Newell, W.Va., charged with domestic violence for allegedly choking and punching Nicole Carr, whom he was living with on July 12 on Dresden Avenue. He was ordered to have no contact with Carr and his bond was set at $5,000 cash or surety.

Nicole Carr, 35, Dresden Avenue, was fined $150 and sentenced to 90 days in jail, with 80 days suspended, leaving 10 days to serve for theft. Carr stole 30 vape pens valued at $749 from Dresden Drive Thru on Dresden Avenue on Aug. 7.

Christina Daniels, 42, Pennsylvania Avenue, waived an extradition hearing and will be sent back to Armstrong County, Pennsylvania to face a theft by deception charge after being charged as a fugitive from justice during a traffic stop Friday in St. Clair Township. Charges of driving under suspension and marked lanes related to the traffic stop were transferred to Columbiana County Municipal Court for further hearing in the fall.

A pretrial was set Sept. 12 for Steven Hager, 52, Ohio Avenue, charged with three counts of failure to pay city income tax, allegedly in 2018, 2019 and 2020.

Raymond Scott, 57, Grant Street, East Liverpool, was fined $150 for driving under suspension.

A case against Harley Rogers, 24, East Sixth Street, for no license was transferred to Columbiana County Municipal Court for further hearing in the fall.

James Kraft, 58, Sprucevale Road, was fined $100 for failure to control.

A pretrial was set Sept. 6 for Shaun DeLauder, 42, Clark Avenue, Wellsville, charged with no license and fictitious plates.

Beth Gartrell, 56, North Street, Salineville, was fined $80 for expired license and improper registration.

Lori Lawrence, 56, St. Clair Avenue, East Liverpool, was fined $50 for a charge of return and payment of tax, related to city income tax for 2000.

Defendants who failed to appear for court included: Kayla Roberts, 22, Fenton Street, red light violation; Shawntai Beiling, 33, North Lima, possession of marijuana; Travis Haupt, 32, Henry Avenue, driving under suspension and display of license plate; and Raschelle Casto, 42, Walker Road, no license.
