LISBON — An East Liverpool man who had been scheduled for trial Monday on drug charges instead pleaded guilty to possession of marijuana, a third-degree felony.

Jesub Carter, 32, of Riley Avenue, appeared before Columbiana County Common Pleas Court Judge Scott Washam, who scheduled sentencing for 9 a.m. Nov. 3 and ordered a pre-sentence investigation.

As part of the plea agreement, a charge of trafficking in marijuana will be dismissed. The possession charge stemmed from Carter possessing marijuana in an amount more than 1,000 grams, but less than 5,000 grams on May 25, 2020.

Also in Common Pleas Court, Kara Falkner, 27, Aliquippa, Pa., was ordered to serve a term at the Eastern Ohio Correction Center until she successfully completes the program and was placed under community control for three years for aggravated possession of drugs, a fifth-degree felony, during her recent sentencing. She entered a guilty plea in June for possessing methamphetamine on June 12, 2020.

Brian Campbell, 34, Cream Ridge Road, Lisbon, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, and was placed on a treatment plan for three years. He received credit for one day served in jail. Campbell possessed methamphetamine on June 20, 2021.

Michael Higgins, 46, Stagecoach Road, East Liverpool, was sentenced to 24 months in prison, with credit for 129 days served, for felony charges of aggravated trafficking in drugs, aggravated possession of drugs, a firearm specification, and having weapons while under disability. He was also ordered to forfeit $1,575 that he had in his possession on Oct. 22, 2020 when he possessed methamphetamine and had a firearm. He was barred from having a weapon due to a previous conviction. The trafficking charge stemmed from an attempt to sell methamphetamine on Oct. 20, 2020.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Aug. 15 for Douglas Fallecker, 44, Ellwood City, Pa., charged with a third-degree felony count of compelling prostitution, a fourth-degree felony charge of attempted and a fifth-degree felony charge of possessing criminal tools.

Bond was set at $20,000 cash or surety and he was ordered to have no contact with any juveniles.

Fallecker allegedly responded to an ad placed by an undercover Mahoning Valley Human Trafficking Task Force agent on a known escort website, arranging for sexual conduct with a 15-year-old girl in exchange for $100 and arriving in East Palestine on Aug. 8 for the meeting. He allegedly had the money and his cell phone used to make the arrangements, along with condoms and a device in his pocket.

A preliminary hearing was set Aug. 15 for Merle Schreffler, 46, Fairway Road, East Liverpool, charged with a second-degree felony burglary charge for allegedly trespassing Aug. 7 at a property on state Route 154 in Elkrun Township and taking items from the residence.

A pretrial was set Oct. 18 for Kimberly Jackson, 37, old state Route 558, Salem, charged with criminal trespass for allegedly trespassing on an Egypt Road property in Salem Township on Aug. 5. She was ordered to have no contact with the victims, Racheal and Christopher Hout, who alleged she never had permission to be on their property.

A pretrial was set Aug. 15 for Matthew Juillerat, 31, North Pleasant Drive, East Palestine, charged with theft and criminal trespass for allegedly trespassing on an Egypt Road property in Salem Township on Aug. 5 and taking a trailer belonging to Harold Chappell from the property. He was ordered to have no contact with the victims, Racheal and Christopher Hout, who alleged he never had permission to be on their property.

A pretrial was set Oct. 17 for Jason RG Thompson Jr., 22, East Taggart Street, East Palestine, charged with criminal trespass for allegedly driving on a private drive off of Parker Road, East Palestine that was closed to the public with several gates with padlocks and no trespassing signs and breaking through several gates with a vehicle on Aug. 6. He’s also facing a pretrial for no seat belt during a traffic stop June 25 in Unity Township.

A pretrial was set Oct. 17 for Christian Freeland, 22, New Springfield, charged with criminal damaging and criminal trespass for allegedly driving on a private drive off of Parker Road, East Palestine that was closed to the public with several gates with padlocks and no trespassing signs and breaking through several gates with a vehicle on Aug. 6. Freeland allegedly admitting to driving the vehicle.

A probable cause hearing was set Aug. 15 for Patrick White, 55, Pennsylvania Avenue, East Liverpool, who allegedly violated his probation for a criminal trespass charge that occurred on Oct. 12, 2020 when he was at a Union Street, Columbiana property. He is also facing a pretrial on Aug. 23 for criminal trespass for allegedly trespassing in an apartment on North Jefferson Street, Lisbon, on Aug. 4.

A pretrial was set Aug. 15 for David Samuel Keith Merriman, 32, Hillcrest Road, Wellsville, charged with domestic violence for allegedly assaulting his parents, Sherri and David W. Merriman, on Aug. 8 at the Hillcrest Road property, striking Sherri in the face with a closed fist resulting in her tooth busting through her lip and hitting David W. with a closed fist, knocking him on the ground resulting in a cut on his hand. Bond was set at $20,000 cash or surety and he was ordered to have no contact with his parents.

A pretrial was set Aug. 18 for Kaleb Simpson, 32, state Route 7, New Waterford, charged with domestic violence for allegedly pushing his 16-year-old brother multiple times on Aug. 7 at the state Route 7 residence, resulting in a physical fight between the two with strikes thrown. The victim suffered small scrapes and scratches on his leg from the altercation, an affidavit said. He was ordered to have no contact with the victim.

Frank Phillips, 25, Newgarden Avenue, Salem, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served for disorderly conduct, amended from domestic violence, and ordered to complete 30 hours community service. Phillips threw a glass cup at his grandmother, Rebecca Flores, causing a small cut on her foot, and also grabbed her by the arm on May 29 and then on May 30 he left the residence and took her phone so she couldn’t call the police and threatened her if she called the police.

A pretrial was set Oct. 24 for James Simpson Jr., 41, Edward Circle, Columbiana, charged with operating a vehicle under the influence of alcohol or drugs first offense and endangering children for allegedly driving while intoxicated with a child in the vehicle on Aug. 6 in Columbiana.

A pretrial was set Aug. 18 for Matthew Crowl, 43, West Wilson Street, Salem, charged with possession of a drug abuse instrument for allegedly having a hypodermic needle on the passenger side floor board of a vehicle, near his feet, during a traffic stop Aug. 7 on East Seventh Street, Salem.

Brian L. Smith, 52, Darlington, Pa., was fined $650 and sentenced to three days in jail for driving under suspension and expired license.

Logan Wilson, 25, Winona Road, Winona, was fined $195 for driving under suspension and speeding.

A pretrial was set Oct. 13 for Cheryl Uslenghi, 72, Beaver Falls, Pa., charged with speeding.

EL Municipal

EAST LIVERPOOL — An East Liverpool man accused of assaulting a St. Clair Township police officer who was arresting him for taking a wheelchair from Goodwill Monday morning was jailed under a $100,000 cash or surety bond.

Michael Quinn, 46, Valley Avenue, appeared for arraignment in East Liverpool Municipal Court on a fourth-degree felony charge of assault on a police officer, along with misdemeanor charges of resisting arrest and theft.

A preliminary/pretrial hearing was set Aug. 11 on all the charges. He was ordered to have no contact directly or indirectly with Patrolman Joshua Jackson, the arresting officer.

Police had been called to the Goodwill store on state Route 170 for the theft of a wheelchair and saw a male and female in a nearby bank parking lot with the wheelchair. While Quinn was being placed under arrest and during a search incident to the arrest, suspected narcotics were found in the back of the cab where he was placing his items.

An affidavit said Quinn allegedly became irate and kicked open the cruiser door and kicked the officer in the leg. The officer attempted to restrain Quinn and was kicked several times and elbowed in the face and also suffered a cut to the left arm.

A preliminary/pretrial hearing was set Aug. 11 for Shirley Newburn, 32, Center Road, charged with a third-degree felony count of failure to comply with the order or signal of a police officer and misdemeanor charges of reckless operation, speeding and open container. Bond was set at $10,000 cash or surety. Newburn was accused of allegedly leading Liverpool Township Police on a high-speed chase Aug. 5 after she was spotted traveling 92 mph in a 55 mph zone on state Route 7. During the chase which started northbound on state Route 7, then southbound, then northbound on Shadyside, speeds exceeded 100 mph. At one point, her vehicle allegedly traveled left of center almost hitting a pickup, then turned onto Center Road and did not stop until pulling into the driveway. An open bottle of Black Velvet whiskey was in the middle console, but police did not believe she was too impaired to drive after a field sobriety test.

A pretrial will be set sometime this fall in Columbiana County Municipal Court for Robert Harroff, 34, state Route 46, New Waterford, charged with receiving stolen property after allegedly being caught in a stolen vehicle on Aug. 6 in East Liverpool. A police officer ran a plate and learned the vehicle was stolen out of Lisbon, then initiated a traffic stop, allegedly finding Harroff in the driver’s seat with the keys in the ignition.

A pretrial was set Aug. 11 for Robert Buzzard, 49, Ohio Avenue, charged with domestic violence, with bond set at $10,000 cash or surety. Buzzard was accused of allegedly pinning Kristy Steed down on the bed during an argument in their Ohio Avenue, East Liverpool residence on May 6, poking her in the forehead and then striking her in the face.

A pretrial was set Aug. 11 for Michael Earich Jr., 21, West Fourth Street, charged with domestic violence, with bond set at $10,000 cash or surety. Earich was accused of allegedly pushing Abbagaile Sergeuk down while she tried to keep him from taking her television and tried to strike her until another man stopped him on July 30 at the West Fourth Street residence where they were Sergeuk and Earich were co-habitating. He also allegedly threw items out of the apartment and broke them.

A pretrial was set Aug. 11 for Amos Wallace Sr., 46, Youngstown, charged with no license, open container, operating a vehicle while under the influence of alcohol or drugs, OVI breath, two counts of driving under suspension, speeding and a traffic control device violation, with all the charges from three separate cases. The most recent case, from March 2020, stemmed from a traffic stop at the Dunham plaza in Calcutta when he had an open bottle of Crown Royal Apple and also had a knife with built-in brass knuckles which was taken from the vehicle. The OVI, speeding and one driving under suspension charge were from 2013 and another driving under suspension charge and traffic control device were from 2011.

A pretrial was set Aug 29 for Marsha Reckner, 60, state Route 267, charged with failure to file city income tax return for allegedly failing to file returns from 2007-2012.

Kara Falkner, 27, New Brighton, Pa., was ordered to serve three days in jail for violating her probation for a drug paraphernalia charge from 2020 for possessing a burnt smoking pipe.

A pretrial was set Aug. 30 for Timothy Hannan Jr., 35, Irondale, charged with driving under suspension and speeding.

Timothy Spears, 55, West Ninth Street, was fined $180 for no license and expired plates.

A pretrial was set Aug. 30 for Sanna Surace, 37, 15th Street, Wellsville, charged with OVI, OVI breath and open container.

Mary Judy, 52, Blakely Street, was fined $180 for driving under suspension and improper registration.
