Grand Jury

LISBON — A Warren man accused of possessing and attempting to sell methamphetamine and fentanyl was served Tuesday with a secret indictment for four felony drug counts.

Frank Marra III, 38, was charged by the Columbiana County grand jury with a fourth-degree felony of aggravated trafficking in drugs and fifth-degree felonies of trafficking in fentanyl-related compound, aggravated possession of drugs and possession of fentanyl-related compound. All the charges stem from an incident on Nov. 27, 2021 in the county.

EAST LIVERPOOL — Nicholas S. Faulk, 32, Independence Square in Wellsville, has a pretrial date set for 2:15 p.m. Sept. 1 for no operator’s license, first offense and illegal plates. Bond was set at $1,000 own recognizance.

Charles E. McCanna, 40, Depot Street in Rogers was found guilty on an amended charge of driving under suspension and failure to use turn signal. The original charge was driving under suspension child support failure to pay. He was fined $180. A review is scheduled for 1 p.m. Sept. 9.

Hailey E. Russell, 18, Sprucevale Road, has a pretrial date set for 12 p.m. Sept. 8 for petty theft. A $1,000 personal recognizance bond was filed.

Johnny L. Exline Jr., 48, Bradshaw Avenue, has a pretrial date set for 12:15 p.m. Sept. 8 for driving under suspension 12 point suspension and failure to display plates or valid sticker. Bond was set at $2,500 own recognizance.

Richard M. J. Tittle, 31, Harvey Avenue, has a pretrial date set for drug paraphernalia offenses and fictitious license plates for 2:30 p.m. Sept. 1. Bond was set at $1,000 own recognizance.

Anthony Talbert, 27, Hunter Street in Warren, has a pretrial date set for 11 a.m. June 30 for petty theft and criminal mischief, improper tampering with the property of another. Bond was set at $5,000 cash/surety.

Todd R. Birch, 52, St. John Street, has a pretrial date set for 12:30 p.m. Sept. 8 for OVI, first offense, reasonable control minor accident and unsafe vehicle. A personal recognizance bond of $2,500 was filed.

Tyler M. Quimby, 24, North Shadylane, was found guilty of expired or unlawful plates. He was fined $30. A review is set for 1 p.m. Sept. 9.

Nicholas S. Faulk, 32, Independence Square in Wellsville, has a pretrial set for 2:15 p.m. Sept. 1 for improper handling of a firearm, marijuana drug paraphernalia and possession of marijuana. Bond is set at $1,000 own recognizance.

Thomas W. Doughty, 68, Ambrose Avenue, was found guilty of failure to display valid plates or stickers and was fined $25. A review is scheduled for 1 p.m. Sept. 9.

Eric T. Martin, 43, St. Clair Avenue, was found guilty of an amended charge of expired plate. The original charge was failure to display valid stickers or plates. He was fined $25.

Natalie J. Parker, 19, North Shady Lane, has a pretrial date set for 12:45 p.m. Sept. 8 for petty theft. A $1,000 personal recognizance bond was filed.

Angela S. Walsh, 41, LaCroft Avenue, was found guilty of expired or unlawful plates and fined $30. A review is scheduled at 1 p.m. Sept 9.

Douglas H. Flick, 54, Cannons Mills Road, has a pretrial set for 11 a.m. July 26 for OVI above .17 breath third offense, OVI third offense, hit skip leaving the scene and driving under suspension FRA suspension. A personal recognizance bond of $10,000 was filed.

Brett A. Lang Jr., 30, Cameron Hollow Road in New Cumberland, was found guilty of speeding, no operator’s license first offense and certificate of registration validation sticker. He was fined $350 and a review is set for 1 p.m. Sept. 9.

Mark A. Sandoe, 55, state Route 14 in East Palestine, has a status conference set for 10:15 a.m. Aug. 9 for no operator’s license first offense and failure to file application.

Jarrit D. Manley, 34, Salem Alliance Road in Salem, was found guilty of violating a protection order/consent. He was fined $150, sentenced to 180 days suspended, 10 hours of community service, placed on probation and sentenced to anger management.

Dustin C. Hambleton, 38, Y & O Road in Wellsville, has a pretrial date set for 11:30 a.m. July 26 for speed, failure to display plates or valid sticker, three drug paraphernalia charges and failure to use a turn signal.

Crystal L. Christy, 43, West Church Lane, has a pretrial set for 10:30 a.m. June 30 for no operator’s license first offense and drug paraphernalia offenses.

Failed to appear:

Braxton W. Herring-Hill, 28, Hill Avenue in Steubenville, for lighted lights required. He was given a notice of failure to appear plus license forfeiture, warrant block and/or registration block. A waiver was set at $137.

Clarence A. McCune Jr., 27, East Eighth Street, for tail and rear license lights. He was given a notice of failure to appear plus license forfeiture, warrant block and/or registration block. A waiver was set at $117.

Megan M. McBride, 37, Lincoln Avenue for driving in marked lanes. She was given a notice of failure to appear plus license forfeiture, warrant block and/or registration block. A waiver was set at $137.

Scott A. Cooper II, 38, Seventh Avenue, for driving under suspension FRA suspension. He was given a notice of failure to appear plus license forfeiture, warrant block and/or registration block and no waiver is set. He must appear.
