Grand Jury

LISBON – Jerrid Kotsch, 36, Elkton Road, Lisbon, was served a secret indictment charging him with complicity in the commission of an offense, a third-degree felony. While serving time as an inmate at the county jail between Oct. 3 and Oct. 6, Kotsch is accused of arranging to have drugs brought into the jail. The indictment was issued by the grand jury in April.

Norman D. Sleper, 55, Ravine Street, East Liverpool, was served a secret indictment charging him with possession of cocaine, a fifth-degree felony, for drugs in his possession on Aug. 20, 2021. The indictment was issued by the grand jury in April.

Court News

LISBON – Robert D. Pehanich, 59, Bloomingdale, pleaded guilty to compelling prostitution, a third-degree felony, for agreeing to pay for sex with a law enforcement officer posing as a child on July 21, 2021. He was sentenced to a year in prison and he will be required to register as a Tier II sex offender, every 90 days for life.

Howard P. Sweitzer, 49, Struthers, was sentenced to a year in prison for importuning, compelling prostitution and attempted unlawful sexual conduct with a minor. He will be required to register as a Tier II sex offender, every 90 days for life. On June 30, Sweitzer attempted to compel someone he believed to be between 13 and 16 years old for sexual conduct for hire. A possession of criminal tools charge was dismissed.

Darby Mayhew, 40, Rosa Drive, Lisbon, was found eligible for intervention in lieu of conviction and pleaded guilty to aggravated possession of drugs, a fifth-degree felony, for . Mayhew was placed on a three-year intervention treatment plan.

Kyle J. Gatrell, 27, Smith Street, East Liverpool, pleaded guilty to possession of a fentanyl-related compound and illegal drug paraphernalia, for items in his possession on March 19, 2021. He was found eligible for intervention in lieu of conviction and placed on a three-year treatment plan.

Alissa N. Gill, 26, St. Clair Avenue, East Liverpool, pleaded guilty to possession of fentanyl-related compound and drug paraphernalia for items in her possession on March 19, 2021. She was found eligible for intervention in lieu of conviction and was placed on a three-year treatment plan, which will include treatment at the Eastern Ohio Correction Center.

Brenda Diamond, 56, Wayne Bridge Road, Lisbon, was sentenced to three years community control for two counts of aggravated possession of drugs, each a fifth-degree felony. Diamond had both oxycodone and amphetamine on May 2, 2020.

Corey N. McQueen, 29, Youngstown, was placed on three years community control, including up to six months at the Eastern Ohio Correction Center for possession of fentanyl, a fourth-degree felony, for a controlled substance in his possession on Sept. 11, 2020.

Mia N. Sheets, 32, Carbon Hill Road, East Palestine, was sentenced to nine months in prison for aggravated possession of drugs, a third-degree felony, for having methamphetamines on Dec. 31, 2019.

Jacob A. Struble, 20, East Rebecca Street, East Palestine, stipulated to violating his intervention treatment plan, which was then dishonorably terminated. Struble was placed on three years community control and ordered to serve up to six months at the Eastern Ohio Correction Center in Wintersville for attempt to commit a theft offense, a fifth-degree felony. Struble had attempted to steal a vehicle on March 13, 2020.

Municipal

LISBON – A May 23 preliminary hearing and pretrial was set for Keyatta Jarai Riley, 36, Youngstown, charged with promoting prostitution – transport across state lines sex for hire, a fourth-degree felony; possessing criminal tools, a fifth-degree felony; and soliciting for allegedly bringing another woman to East Palestine, after making arrangements for that woman to have sex with an undercover officer with the Mahoning Valley Human Trafficking Task Force on Saturday.

A May 19 preliminary hearing was set for Robert A. Harroff, 33, Pritchard Avenue, Lisbon, charged with having weapons while under a disability, a third-degree felony, and drug paraphernalia, for allegedly having a loaded firearm under the seat, suspected methamphetamines and drug paraphernalia and numerous bags.

Shafer, 43, Shady Lane, Lisbon, charged with two counts of violating a protection order, each a fifth-degree felony, for allegedly calling Chyanne Narehood, four times and sending her four texts on May 10, as well as standing in her backyard causing her dog to bark.

Devin Shane Scranton, 31, East Main Street, East Palestine, was fined $1,150 for failure to stop after an accident and failure to control.

William C. Bauman Jr., 66, Lincoln Street Southeast, Minerva, was fined $1,100, sentenced to 10 days in jail, had his license suspended for a year and required 40 hours community service for OVI first offense and left of center.

An Aug. 2 pretrial was set for Ieisha Renea Stalling, 30, Youngstown, charged with complicity for allegedly agreeing to travel with Keyatta Riley to East Palestine for sexual conduct in exchange for money with an undercover agent with the MVHTTF on Saturday.

Wade A. Swanson II, 46, Bell Road, Lisbon, was fined $925, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and reasonable control.

A July 26 pretrial was set for Holly M. McMahon, 43, Ohio Avenue, Salem, cited with OVI first offense and marked lanes.

Charges of OVI first offense and speeding against Ashley Rae Sumpter, 31, Lake Milton, were dismissed. A July 19 pretrial was set for Sumpter on a charge of obstructing official business for allegedly moving sets within a vehicle on Aug. 27 during a traffic stop so police would not know who was driving and making false statements.

A July 18 pretrial was set for Jason D. Burns, 30, Main Street, Wellsville, charged with engaging in prostitution and possession of criminal tools for allegedly attempting to hire an undercover officer for sexual conduct in exchange for $70 on Friday.

A May 31 pretrial was set for Craig A. Bartlett, 53, Sprucevale Road, East Liverpool, cited with aggravated menacing for allegedly pulling a handgun and a set of brass knuckles to threaten Gage Gough and Roger Ingram at the 7&30 Superette, then following them to the BP in Lisbon on Saturday. Lisbon police reportedly recovered both weapons from Bartlett’s vehicle.

A May 26 pretrial was set for Duane I. Barnes, 51, Walnut Street, Rogers, charged with assault and disorderly conduct for allegedly harming Corbin J. Whittaker by pushing him on May 12, banging on the divider in the sheriff’s cruiser and threatening to assault the staff when he got to the jail.

A May 23 pretrial was set for Ryan M. Thompson, 39, last known address state Route 154, Lisbon, cited with criminal trespassing and drug paraphernalia. On Jan. 20, Thompson allegedly went to an East Third Street, Salem, property where he had previously been told not to return.

Michael R. Ashbaugh, 24, North Ellsworth Avenue, Salem, was fined $250, credited with a day in jail and required 10 hours community service for disorderly conduct for being outside howling and making animal noises for over an hour and refusing to quiet down when requested by police on Sept. 22.

Phillip R. Cline, 48, West Wilson Street, Salem, was credited with 11 days served, sentenced to 64 additional days in jail and fined $750 for three counts of theft for breaking into multiple vehicles to take items in April.

Steven M. Azok, 41, Niles, was fined $650 and required 30 hours community service for engaging in prostitution and disorderly conduct amended from possession of criminal tools for offering $100 for sexual activity with an undercover agent with the MVHTTF on Feb. 11.

Michael P. Souers, 34, East Fourth Street, Salem, was fined $500, credited with 14 days served in jail for drug paraphernalia and disorderly conduct for continually screaming on March 14 and refusing to obey police telling him to go home and get out of the roadway and for having a clear pipe with burnt marks on May 2.

A May 26 pretrial was set for Andrew G. Rowell, 27, South Main Street, Columbiana, charged with domestic violence for allegedly harming his live-in girlfriend on South Main Street.

A May 23 pretrial was set for James M. Doychak, 37, LaCroft Avenue, East Liverpool, cited with criminal damaging for allegedly putting holes in the walls, breaking glassware and throwing food about in another person’s apartment on Sunday.

A July 14 pretrial was set for Marci M. Mancuso-Kirkpatrick, 37, Washington Street, Leetonia, charged with obstructing official business and driving under FRA suspension for allegedly getting out of the vehicle and screaming at police during a traffic stop in Columbiana.

A May 26 sentencing hearing was set for Russell A. Scott, 31, Cream Ridge Road, Lisbon, charged with telecommunications harassment for allegedly sending texts and calling his ex-girlfriend, Jessica Myers, calling her derogatory names and posting photos of her on Facebook after being told to stop.

An Aug 2 pretrial was set for Jeffrey M. White Sr., 50, Enon Valley, Pa., cited with drug paraphernalia and possession of marijuana.

Patricia Reese, 55, Main Street, Leetonia, was fined $250 and ordered 20 hours community service for disorderly conduct amended from domestic violence for striking Jeffrey Reese in the face during an argument on May 5.

A June 2 pretrial was set for Hunter Thomas Congrove, 19, state Route 45, Lisbon, cited with disorderly conduct for allegedly being highly intoxicated and repeatedly screaming obscenities outside on Saturday.

Ryan N. Ware, 36, Youngstown, was fined $150 for no license amended from driving under suspension.

Stephen Fairlamb, 28, Phoenix, Ariz., was fined $150 for an equipment violation amended from speeding.

Ethan Sheppard, 21, East Fourth Street, Salem, was fined $150 for driving under suspension.

A June 6 pretrial was set for Nicholas Alexander Yoskey, 19, Buffalo Road, Kensington, cited with underage consumption and open container.

A May 26 pretrial was set for Alpino B. Ranieri Jr., 43, West Perry Street, Salem, cited with driving under FRA suspension and failure to control.

Erin Susanne Erickson, 43, Lexington, S.C., was fined $50 for speeding. A driving under suspension citation was dismissed.

Laura Jean Berstler, 36, Enon Valley, Pa., was fined $150 for driving under suspension.

Charles Henry Collins III, 28, Clark Avenue, Wellsville, was fined $150 for driving under suspension.

EAST LIVERPOOL — A May 19 pretrial was set in East Liverpool Municipal Court for Joseph L. Boyer, 50, Ogden Street, charged with domestic violence. His bond was set at $10,000 cash or surety.

A July 7 pretrial was set for Kirsten Burbick, 28, Riffle Road, new Waterford, cited with driving under OVI suspension.

A May 31 pretrial was set for Steven S. Summers, 46, Vale Road, cited with drug paraphernalia.

The following failed to appear: Samantha Jo Ward, 36, Palissey Street, cited with failure to file application for registration; Paul A. Baker, 27, St. Clair Avenue, cited with certificate of registration/validation sticker.
