Municipal

LISBON — A preliminary hearing is set Oct. 25 in Columbiana County Municipal Court for Mitchell Baker, 26, Haiti Road, Salineville, for a second-degree felony count of felonious assault for allegedly assaulting his live-in girlfriend on Saturday. Baker remains jailed under a $100,000 cash or surety bond and was ordered to have no contact with Abigail Rudder.

Baker allegedly struck her with closed fists upon her head multiple times and choked her to unconsciousness, then revived her and again choked her to unconsciousness and again revived her at the Haiti Road residence.

Jasper Lisenbee, 58, Virginia, Ill., waived a preliminary hearing and was bound over to the county grand jury for felony charges of compelling prostitution, attempt and possession of criminal tools for allegedly responding to an ad placed by a Mahoning Valley Human Trafficking Task Force agent on a known prostitution website for a mother offering her 15-year-old daughter for sex in exchange for money. He requested sex with the mother and daughter for $350, drove from East Liverpool to East Palestine to a designated meeting place on Oct. 8 and was taken into custody.

Rusty Altman, 48, Cream Ridge Road, Lisbon, was bound over to the grand jury on charges of disorderly conduct and having weapons while under disability, with bond set at $25,000 cash or surety. Altman allegedly called 911 several times on Oct. 9 while believed to be under the influence of drugs at his property, stating people were after him and running around the neighborhood at one point waving a gun in the air. He had a loaded firearm in his residence and was not supposed to have a weapon due to a previous conviction for drugs.

Ryan Thompson, 39, listed as homeless, will face sentencing Oct. 28 for a charge of aggravated menacing for threatening the lives of two hospital employees at Salem Regional Medical Center on Sunday. Bond was set at $25,000 cash or surety.

Jonathan Lagore, 19, Glasgow Road, Salineville, was fined $350 and ordered to report to jail Nov. 30 to serve nine days for domestic violence for striking Elizabeth Looper during an argument at Academy Street, Salineville on Oct. 6. He was ordered to complete 30 days community service and to have no contact with Looper.

Todd Kuti, 30, Youngstown, was fined $500 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served, and ordered to complete 40 hours community service for engaging in prostitution and possessing criminal tools. Kuti responded to an ad placed on a known escort website by an agent with the Mahoning Valley Human Trafficking Task Force, indicating he wanted to pick up a female and take her back to his residence for sexual activity in exchange for money and narcotics. He arrived at the designated meeting location on North Walnut Street in East Palestine and was taken into custody July 24.

A pretrial was set Dec. 6 for Alex Porter, 37, South Lincoln Avenue, Salem, for assault and criminal trespass for allegedly attempting to harm Jenna Jackson at her residence on state Route 14, East Palestine after arriving Oct. 15 to retrieve items and being told to leave. The victim had cuts on her fingers from the physical altercation that took place.

A pretrial was set Oct. 28 for Ryan Rygiel, 42, state Route 7, New Waterford, for domestic violence for allegedly striking a woman in the stomach area with the back of his hand during an argument at the residence on state Route 7, New Waterford, on Oct. 15.

A pretrial was set Oct 28 for Christy Harpold, 42, Maple Drive, East Liverpool, for possession of drug paraphernalia for possessing a broken glass smoking pipe on Oct. 15 in a vehicle at Circle K, South Lincoln Avenue, Salem.

Teofil Andrei, 53, Lake Avenue, Salem, was fined $200, given a 30-day suspended jail term and ordered to complete 20 hours community service for criminal trespass for trespassing in an employee area at Marc’s in Salem on June 20 to start a verbal altercation with his ex-girlfriend and other store employees. He was to have no contact with Marc’s and ordered to make restitution of $275 to Salem Police.

A preliminary hearing was set Oct. 25 for Phillip Cline, 48, West Wilson Street, Salem, for unauthorized use of a motor vehicle for allegedly taking a vehicle from West Wilson Street, Salem on Oct. 9 without the consent of the owner Vanessa Burnside.

Devon Ritchie, 25, Butler Grange Road, Salem, was fined $950, given a 90-day jail term with 87 days suspended and credit for three days in a driving program, and had his license suspended for a year with limited driving privileges for operating a vehicle under the influence and failure to control. He was ordered to complete 40 hours community service.

Melanie Fraser, 58, Allen Avenue, Columbiana, was fined $925, given a 90-day jail term with 87 days suspended and credit for three days in a driving program, and had her license suspended for a year with limited driving privileges granted for operating a vehicle under the influence and a one-way traffic violation.

A pretrial was set Nov. 22 for Emily Brotherton, 28, Warren, for OVI second offense, driving while intoxicated and a turn signal violation.

A pretrial was set Dec. 6 for William Bauman Jr., 66, Lincoln Street, Minerva, for OVI and left of center.

Gary Lovett, 39, Eells Street, Rogers, had a pretrial set Nov. 30 for driving under suspension and no turn signal.

Devon Hall, 22, Duquesne Street, Columbiana, was fined $100 for possession of marijuana.

Cody Rozeski, 30, state Route 46, New Waterford, had a pretrial set Dec. 2 for failure to control.

Jessica Collins, 20, Clinton, Pa., had a pretrial set Dec. 7 for speeding.

Madalyn Betteridge, 20, Lisbon Street, East Liverpool, was fined $100 for speeding.
