Grand Jury

LISBON – A secret indictment was served to Joseph Michael Koffel, 53, Harvey Avenue, East Liverpool, charged with domestic violence, a third-degree felony. He is accused of harming Bobbi Lynne Koffel on May 22, when he already has two prior domestic violence convictions. The indictment was issued by the grand jury in July.

LISBON — A preliminary hearing was set Oct. 18 in Columbiana County Municipal Court for Rachel Lawson, 31, Aten Avenue, Wellsville, for felony aggravated vehicular assault and five counts endangering children for allegedly sideswiping a van at Independence Square, Wellsville, Oct. 10, hitting Sadie Allen and dragging her onto the sidewalk and grass, causing injury. Sadie Allen had five children in the vehicle at the time of the incident, leading to the endangering children counts.

Timothy Bruner, 54, Canfield, will face a preliminary hearing Oct. 28 for felony charges of compelling prostitution, attempt and possessing criminal tools. Bond was set at $20,000 cash or surety. Bruner allegedly responded to an ad placed by a Mahoning Valley Human Trafficking Task Force agent on a known prostitution website for a mother offering her 15-year-old daughter for sex in exchange for money. He requested sexual conduct with the teen in exchange for cash and said he was leaving work early at Akron Children’s Hospital, drove to a designated meeting place in East Palestine on Oct. 8 and was taken into custody.

A preliminary hearing was set Oct. 18 for Jasper Lisenbee, 58, Virginia, Ill., for felony charges of compelling prostitution, attempt and possession of criminal tools for allegedly responding to an ad placed by a Mahoning Valley Human Trafficking Task Force agent on a known prostitution website for a mother offering her 15-year-old daughter for sex in exchange for money. He requested sex with the mother and daughter for $350, drove from East Liverpool to East Palestine to a designated meeting place on Oct. 8 and was taken into custody.

A pretrial is set Dec. 6 for George Giffin, 54, Franklin Avenue, Salem, for menacing by stalking for alleged unwanted and potentially violent social media comments against Salem Police Patrolman Michael Garber on Aug. 22. Documents said the victim was receiving multiple messages from a Psych Giffin alleging misconduct and continually potentially threatening statements. The comments were blocked, then more messages started coming from a different profile, Allen Giffin, which included links to officers being killed in the line of duty and handwritten notes of alleged traffic violations with the victim’s marked cruiser. The profiles belonged to Giffin, whom the victim recently had an indictment against for narcotics.

A preliminary hearing was set Oct. 18 for Thomas Peterson, 57, Medina, charged with felony tampering with evidence and possession of drug paraphernalia for allegedly concealing a prescription bottle in his pants and possessing a smoking device during a traffic stop Oct. 10 in Perry Township.

A preliminary hearing was set Nov. 8 for Michael Kirchell, 25, Volant, Pa., for improper handling of a firearm in a motor vehicle and illegal use or possession of drug paraphernalia, with bond set at $7,500 cash or surety, for allegedly possessing a loaded handgun and drug paraphernalia during a traffic stop Oct. 8 in Columbiana.

A preliminary hearing was set Nov. 30 for Brett Young, 34, Wood Street, East Palestine, for theft for allegedly stealing several packages of T-shirts from the East Palestine Dollar General on June 26. He was ordered to stay out of the East Palestine Dollar General.

Larry Smith, 71, Painesville, was fined $300, with a 30-day jail sentence suspended, for advertising of massage services and soliciting related to him answering an ad placed by a Mahoning Valley Human Trafficking Task Force and coming to a pre-arranged meeting in Salem on July 14, which is when he was taken into custody. A possessing criminal tools charge was dismissed.

Austin Guy, 18, Sherman Street, Lisbon, will face a pretrial Oct. 21 for domestic violence for allegedly throwing a broom at his mother, hitting her, and kicking his 15-year-old sister, causing her to fall down steps on Oct. 10 in Lisbon.

A pretrial was set Oct. 21 for David Muntean, 40, Raley Road, New Waterford, for violation of a protection order for allegedly arriving at the residence in New Waterford on Oct. 10 and screaming and banging on the door in violation of the protection order covering his wife and son. Bond was set at $25,000 cash or surety.

Hector Vargas Cobo, 20, Canton, was fined $980, was sentenced to 90 days in jail, with 87 days suspended and credit for three days for attending a program, and ordered to complete 40 hours community service for operating a vehicle under the influence, speed and no seat belt.

A pretrial was set Dec. 7 for Miranda Lynn Richards, 25, West Clark Street, East Palestine, for OVI second offense, driving under suspension and improper passing.

Michael Mercer, 33, Carrollton, was fined $200 for expired license and a stop sign violation. A driving under suspension charge was dismissed.

Macy Doran, 18, New Middletown, was fined $100 for an equipment violation amended from speeding.

Christopher Ramirez, 18, Broad Street, East Liverpool, was fined $350 for failure to control and no temporary permit/no adult.

Tielor Osborne, 20, Jefferson Street, Lisbon, was fined $180 for driving under suspension and a turn signal violation.

A pretrial was set Dec. 7 for Justin Zimmerly, 35, state Route 644, Columbiana, for illegal use or possession of drug paraphernalia and driving under suspension.

A pretrial was set Nov. 22 for Anna Vellone, 42, Columbiana-New Waterford Road, Columbiana, for operating a vehicle under the influence, possession of marijuana and possession of drug paraphernalia.

Rebecca Sisco, 33, Main Street, Kensington, will face a pretrial Nov. 30 for illegal use or possession of drug paraphernalia.

A pretrial was set Nov. 29 for James Wiebe, 51, North Walnut Street, East Palestine, for drug paraphernalia.

A pretrial was set Oct. 21 for Joseph Koffel, 53, Harvey Avenue, East Liverpool, for failure to stop after an accident and failure to control.

A pretrial was set Dec. 16 for Krissy Billiter, 28, Fairway Road, East Liverpool, for driving under 12-point suspension.

Sydney Tray, 23, North Liberty Street, East Palestine, was fined $350 for improper/expired registration, possession of marijuana and drug paraphernalia.

Antonio Calcara, 31, Monaca, Pa., was fined $250 for speeding and an equipment violation amended from assured clear distance. A no license citation was dismissed.

Dustin Baughman, 32, state Route 45, Lisbon, was fined $150 for possessing marijuana and speeding.

Christopher Javier Roman Guzman, 19, Youngstown, was fined $250 for driving under suspension and expired temporary tag.
