Gets intervention on drug charge

LISBON — In Common Pleas Court, April L. Foutts, 53, Aliquippa, Pa., was found eligible for intervention in lieu of conviction and pleaded guilty to an aggravated possession of drugs charge, a fifth-degree felony. She was placed on a two-year intervention program. Foutts had methamphetamines on July 23, 2020 along with $741 in drug-related funds.

Municipal Court

LISBON — A Sept. 2 preliminary hearing and pretrial was set in county Municipal Court for Lester D. Lovett Jr., 28, Echo Dell Road, East Liverpool, charged with tampering with evidence, a third-degree felony, and a misdemeanor obstructing official business for allegedly running northbound when members of the drug task force recognized him standing on South Lundy Avenue near Franklin Avenue in Salem and knew that he had a warrant and tossing a purple Crown Royal bag containing suspected narcotics as he ran on Thursday.

A Nov. 1 pretrial was set for Donti J. Kennedy, 38, Youngstown, charged with engaging in prostitution and possessing criminal tools. On July 28, Kennedy allegedly used an iPhone 12 to attempt to hire a prostitute and was arrested by the Mahoning Valley Human Trafficking Task Force.

An Oct. 18 pretrial was set for Ashley Rae Sumpter, 30, Lake Milton, cited with OVI first offense and speeding.

An Oct. 26 pretrial was set for Theodore F. Cassinger Jr., 43, state Route 45, Salem, charged with OVI first offense and speeding.

Jared S. Whalen, 27, Heron Drive, Enon Valley, Pa., was fined $150 for an equipment violation amended from speeding.

James Richard Burris Jr., 42, Maple Street, Rogers was fined $200 for driving under suspension and speeding.
