LISBON — Craig M. Cross, 38, Depot Road, Salem, was served a secret indictment charging him with rape, two counts of sexual battery and two counts of gross sexual imposition. Cross allegedly engaged in sexual conduct with a 4-year-old child on Sept. 26, 2015 through Aug. 21, 2020. Rape is a first degree felony, sexual battery is a second degree felony and gross sexual imposition is a third degree felony.
William S. McCullough, 28, Furnace Road, Lisbon, was served a secret indictment charging him with three counts of cruelty to companion animals for allegedly neglecting and causing serious physical harm to a companion animal on Dec. 13 2019.
Michael P. Higgins, 45, Stagecoach Road, East Liverpool, was served a secret indictment charging him with aggravated trafficking in drugs, aggravated possession of drugs and having weapons while under disability. Higgins allegedly sold or offered to sell methamphetamine and was in possession of a firearm in October 2020.
Loren C. Webb, 42, Cleveland, was served a secret indictment for aggravated possession of drugs for allegedly being in possession of cocaine, methamphetamine and amphetamine on Sept. 1, 2020. Webb is also known as Cleve Cleve Cleve according to court records.
Serena L. Miller, 30, Pennsylvania Avenue, East Liverpool, was served a secret indictment charging her with illegal use of supplemental nutrition assistance program benefits or WIC benefits for allegedly using the benefits in an unauthorized manner on March 1, 2019 through Sept. 30, 2020.

A Sept. 2 pretrial was set for in county Municipal Court for Todd O. Kuti, 30, Youngstown, charged with engaging in prostitution and possessing criminal tools. Kuti allegedly replied to an ad posted by the Mahoning Valley Trafficking Task Force disguised as a known escort service. Kuti allegedly requested to pick up the female described in the ad in exchanged for money and narcotics. He was in possession of the phone used to reply to the ad.
An Aug. 9 pretrial was set for Courtney L. Troyer, 29, Salem, charged with criminal trespassing. Troyer allegedly entered a property on Cleveland Street and attempted to gain access through a gate before being confronted by the resident. Several other complaints have been made of Troyer allegedly entering neighboring properties. Troyer has another pretrial scheduled for Sept.. 7 for domestic violence and assault. Trooper allegedly grabbed her boyfriend and held him down, causing visible injuries to his leg and back on June 6.
A Sept. 20 court trial was set for Jonathan C. McFall, 24, Salem, charged with assault. McFall allegedly struck a man in the back of the head and punching him.
An Aug. 16 pretrial was set for Megan C. Hetrick, 26, Columbiana, charged with disorderly conduct for allegedly becoming hostile towards her boyfriend and yelling in his face while she was intoxicated.
A Sept. 16 pretrial was set for Daniel G. McNair, 59, Rochester, Pa., charged with engaging in prostitution and possessing criminal tools. McNair allegedly replied to an undercover advertisement posted by an undercover police officer and arranged a meeting with the female. McNair was in possession with the amount of money agreed upon beforehand and the cell phone used to reply to the ad.
EAST LIVERPOOL — In East Liverpool Municipal Court, Edward A. Torres, of Green Lane, was sentenced to $50 plus costs and 30 days in jail on a charge of criminal trespass and a probation violation.
A pretrial was set Sept. 1 for Angela N. Pascuzzi, of Old Fredericktown Road, on a menacing by stalking charge.
Mark A. George, of Orchard Lane, is sat Aug. 25 for a pretrial on OVI and failure to control charges.
Megan A. McDonald, of Fairy Road in Chester, W.Va., was sentenced to $50 plus costs on a window tint violation.
Donald E. Riggs, of Pennsylvania Avenue, had his pretrial and probable cause hearing continued to Wednesday on no operator’s license and probation violation charges.
Robert W. Taylor Jr., of Glove Street, had his pretrial continued to Wednesday on a domestic violence charge.
Joshua D. Ellison, of Wilbert Avenue, was sentenced to $300 plus costs and 30 days in jail (two imposed) on no operator’s license, public intoxication and open container violations.
Joshua E. Brooks, of Avondale Street, was set for a pretrial Monday on two failure to file city income tax returns.
Scott D. Shreve, of Price Street, was set Sept. 16 for pretrial on a theft charge.
Matthew C. Ward, of Michigan Avenue, was set Wednesday on a disorderly conduct charge.
