Court News

LISBON — Jack H. Shaffer III, 35, Greentown, pleaded guilty in Common Pleas Court to carrying a concealed weapon, a fourth-degree felony, for a Smith and Wesson 9-millimeter semi-automatic handgun concealed and in his possession on Nov. 18, 2020. Shaffer is facing up to 18 months in prison and a $5,000 fine. Sentencing is set for Sept. 9.

Tiffany M. Rabquer, 31, Youngstown, stipulated to violating the terms of her community control from an aggravated possession of drugs charge which stemmed from hydrocodone in her possession on June 1, 2019. Rabquer will continue on community control until Jan. 29, 2024.

Ryan A. McCauley, 40, Lincoln Avenue, Wellsville, stipulated to violating the terms of community control he had been placed on for two counts of possession of drugs for when he had cocaine and buprenorphine on April 8, 2017. The community control was dishonorably terminated and McCauley was credited with 16 days served in jail and sentenced to an additional 74 days.

Municipal Court

LISBON — In county Municipal Court, Ronald E. Ream, 51, Lincoln Avenue, East Liverpool, was fined $1,000 and sentenced to three days in jail for engaging in prostitution and possession of criminal tools. On June 21, Ream responded to an undercover advertisement for prostitution, arranging using his Apple iPhone to meet someone he believed would provide him sexual activity in exchange for $200.

A Sept. 14 pretrial was set for Tanner M. Pearl, 22, North Market Street, Lisbon, cited with OVI first offense and a stop sign violation.

Bradley Wayne Ake, 28, North Market Street, East Palestine, was required to attend a three-day counseling program, sentenced to three days in jail, fined $1,000, had his license suspended for a year and required 40 hours community service for OVI first offense.

An Aug. 30 pretrial was set for Marina Lynn Samuels, 24, Youngstown, cited with OVI first offense and speeding.

A Sept. 16 pretrial was set for Alyssa R. Sluter, 30, Sharp Street, Salem, charged with two counts of illegal possession of drug paraphernalia for allegedly having a glass pipe with burn marks and a bag for holding dangerous drugs both inside her purse on Thursday.

A July 19 pretrial was set for Ganesh S. Tulshi, 39, West State Street, Salem, charged with two counts of violating a protection order for allegedly going to the home of Wendy Czech on Tuesday and Thursday.

Shane C. Carpenter, 49, 13th Street, Wellsville, was fined $300, credited with three days in jail and required 40 hours community service for criminal damaging and disorderly conduct for yelling and running toward Aaron Duncan, who had to jump into a tow truck and lock the doors to get away from Carpenter on June 18. Carpenter then began writing on the truck.

Albert Lee Robinson, 26, Hilltop Drive, Lisbon, was fined $300 for possession of marijuana and marijuana paraphernalia.

A Sept. 13 pretrial was set for Mary Sue Hayden, 33, Youngstown, cited with possession of drug abuse instruments and drug paraphernalia for allegedly having a crack pipe and hypodermic syringes in her possession when she was brought to East Palestine for arranged sexual activity with an undercover officer on Saturday.

An Aug. 12 pretrial was set for Eric W. Uphold, 50, West Seventh Street, Salem, charged with theft for allegedly entering the Winona KOA after hours on June 20, opening the cash register and taking $45.

An Aug. 19 pretrial was set for Richard Allen Paul Braham, 22, West Park Avenue, Columbiana, cited with driving under OVI suspension.

A Sept. 13 pretrial was set for Melissa M. Blake, 39, South Union Avenue, Salem, cited with driving under suspension.

Trinity Rae Walker, 21, Moore Street, Lisbon, was fined $145 for driving under suspension and speeding.

Candice L. Desanzo, 41, North Market Street, East Palestine, was fined $135 for driving under suspension and speeding.

A Sept. 27 pretrial was set for Brianna Michelle Shaffer, 22, Metz Road, Columbiana, cited with driving under FRA suspension, possession of marijuana and unsafe vehicle.

A Sept. 16 pretrial was set for William P. Zahrndt, 61, state Route 45, Lisbon, cited with driving under suspension.

Tabbithia L. Boyd, 37, East Washington Street, Lisbon, was fined $150 for driving under suspension.

Chelsea N. McCracken, 25, Martins Ferry, was fined $35 for speeding, while a driving under suspension citation was dismissed.
