Court News

LISBON — In Common Pleas Court, William D. Cunning, 44, Spruce Street, Columbiana, pleaded guilty to possession of a fentanyl-related compound, possession of drugs and three counts of aggravated possession of drugs. He faces up to five years in prison and a $12,500 fine, as well as a five-year license suspension. Sentencing is set for Aug. 19. On May 24, 2020, Cunning was found to have methamphetamine and buprenorphine. Then on May 25, 2020, Cunning had both methamphetamine and a fentanyl-related compound. Finally, on Aug. 7, 2020, Cunning had methamphetamine.

Kara L. Grate, 32, Mattix Road, Lisbon, pleaded guilty to domestic violence and two counts of endangering children, all fourth-degree felony charges. She faces up to four and a half years in prison and a $15,000 fine. Sentencing is set for Aug. 26. Grate was charged with harming a 7-year-old family member on Sept. 10 and endangering both that child and another 7-year-old child in her care. Grate had a prior conviction for domestic violence in August of 2015.

Tobias M. Menough, 43, Lisbon-Canfield Road, Salem, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, for amphetamines in his possession on Jan. 14, 2018. He is facing up to a year in prison, a $2,500 fine and a five-year license suspension. Sentencing is set for Aug. 19.

Travis L. Haupt, 31, state Route 7, Lisbon, pleaded guilty to possession of heroin and two counts of aggravated possession of drugs, all fifth-degree felonies, for carfentanil, heroin and methamphetamines in his possession on Sept. 25, 2019. Haupt faces up to three years in prison, a $7,500 fine and a five-year license suspension. Sentencing is set for Sept. 27.

Dustin S. Schau, 25, Martins Ferry, stipulated to violating the terms of his intervention treatment plan he had been placed on for a past possession of drugs conviction for having alprazolam in 2017. He was sentenced to 60 days in jail, his treatment plan was terminated and he was placed on community control. 18CR65

Dwaine E. Steed, 48, Campbell Road, Hanoverton, stipulated to violating the terms of his intervention treatment plan, which has now been terminated. Steed was sentenced to a term at the Eastern Ohio Correction Center and will remain on community control for those prior convictions of improperly handling a firearm in a motor vehicle and two counts of driving while intoxicated in July of 2018.

Municipal

LISBON — In county Municipal Court a June 14 pretrial was set for Shane C. Carpenter, 49, 13th Street, Wellsville, charged with aggravated menacing and unauthorized use of a motor vehicle. While appearing to be under the influence of some type of narcotic on June 2, Carpenter allegedly became aggressive toward Nina Carpenter, threatening to kill her, threatening to kill other people, stating he would put a rubber band around her dog and rocking back and forth with his fists appearing as if he was about to strike her. Additionally, she gave Carpenter the keys to her Ford Focus out of fear and to get him to leave.

An Aug. 5 pretrial was set for Eamon Eavers, 25, West Salem Street, Columbiana, cited with OVI first offense and failure to control.

Zachary R. Baird, 29, Duck Creek Road, Salem, was credited with two days in jail, sentenced to an additional three days in jail, fined $1,625, had his license suspended for a year and required 20 hours community service for OVI first offense, possession of drug abuse instruments and illegal drug paraphernalia for having a scale, a hypodermic needle and multiple containers of alleged narcotics when Salem police were called to a possible overdose on April 4 at the Dunkin’ Donuts on East State Street.

Evan J. Board, 29, Atwater, was fined $400 and required 40 hours community service for furnishing false information and prohibited U-turn after lying to try to avoid a citation on Nov. 26. A driving under suspension citation was dismissed.

An Aug. 17 pretrial was set for Chantel M. Shuman, Orchard Court, Salem, cited with possession of drug abuse instrument and illegal drug paraphernalia for allegedly having needles, baggies, folded paper with residue and other drug-related items inside two small bags on April 27.

A July 26 pretrial was set for Lacey M. Shasteen, 24, Oak Street, Salem, cited with two counts of possession of drug abuse instruments and two counts of illegal drug paraphernalia for allegedly having drug paraphernalia items inside her backpack when she was stopped for a warrant on Tuesday, as well as a meth pipe and two syringes during a traffic stop when she was the passenger on May 29.

An Aug. 17 pretrial was set for Henry L. Robinson, East Washington Street, Lisbon, cited with possession of drug abuse instrument and theft for allegedly under ringing about $85 in merchandise at the Salem Walmart on Sunday and tossing a used hypodermic needle behind a file cabinet in the loss prevention office of the store.

Edwin C. Blystone, 24, Dyke Road, Rogers, was fined $250 and required 20 hours community service for criminal mischief for kicking the bottom panel of the front door out while trying to get the attention of those inside the Garfield Avenue, East Palestine, house on Monday. A June 29 restitution hearing was set.

Phillipi Michael Kelley, 33, Pond Ridge Lane, Salem, was fined $300 for improper passing and no license amended from driving under suspension.

Rayshawn Lamont Scott, 26, Youngstown, was fined $295 for driving under suspension and speeding.

Jeremy Love, 30, South Arch Street, Alliance, was fined $280 for driving under suspension and marked lanes, citations from 2012.

Jacqueline N. Weingart, 36, Youngstown, was sentenced to three days in jail for violating the terms of her community control from prior convictions of physical control and obstructing official business.

Joshua M. Seeley, 36, East State Street, Salem, was fined $250 for driving under suspension.

Derek Johnson, 33, state Route 45, Lisbon, was fined $250 for driving under suspension.

William Hebron, 28, Macklin Road, New Waterford, was fined $330 for driving under suspension, driving under FRA suspension and traffic control devices.

Amanda Anderson, 26, North Market Street, Lisbon, was fined $150 for driving under suspension.

Jeremy Stowe, 43, Beaver Falls, Pa., was fined $150 for an equipment violation amended from speeding.

Jeffrey Michael James Tanner Jr., 26, Charles Street, East Liverpool, was fined $150 for an equipment violation amended from speeding.

EL Muni

EAST LIVERPOOL — A disposition hearing has been set Aug. 3 for Frank C. Tice, of Irish Ridge Road, on OVI and failure to maintain an assured clear distance charges.

Michael L. Brown, of Putnam Street, is set for a motion hearing June 22 on OVI and marked lanes charges.

Deja R. Jarrett, of St. George Street, is scheduled for a pretrial July 28 on a domestic violence charge.

Krissy L. Billiter, of Fairway Road, is set June 23 for a probable cause hearing for a probation violation.

Michael A. Stover, of Thomas Road in Lisbon, was sentenced to $350 plus costs and 30 days in jail (all suspended) on driving under suspension and possession of marijuana charges. He is set for review Sept. 24.

Ashley J. Ross, of Pancake Clarkson Road in Rogers, was set Thursday for a probable cause hearing.

Joseph A. Kelly, of Williams Avenue, was sentenced to $160 plus costs on no operator’s license and no tail light charges. A review hearing was set Aug. 27.

A pretrial was set Aug. 9 for James Click Jr., of College Street, on a failure to file city income tax charge.

Roger D. Ingram Sr., of Clark Avenue in Wellsville, was set Thursday for a preliminary hearing on carrying a concealed weapon and squealing tires charges.

Steven R. Smith Jr., of Maple Avenue in Wellsville, was sentenced to $430 plus costs and 30 days in jail (all suspended) on charges of no operator’s license (two counts) and no turn signal. He is set Oct. 1 for review.
