LISBON — Theresa L. Keener, 42, Bowerston, was served a secret indictment charging her with aggravated possession of drugs and two counts of possession of drugs, all fifth-degree felonies, as well as a misdemeanor charge of possessing drug abuse instruments. The charges were for allegedly having methamphetamines, burprenorphine, alprazolam and a syringe on Feb. 3. The indictment was issued by the grand jury in July.
LISBON — An April 1 preliminary hearing and pretrial were set in county Municipal Court for Todd A. Kolodziej, 48, Monaca, Pa., charged with tampering with evidence and cited with no license and possession of a drug abuse instrument for allegedly flushing a powdery substance down the toilet and leaving behind a syringe in the holding cell in the Columbiana police department on Monday.
A felony charge of illegal conveyance of prohibited item into detention facility, a third-degree felony, was dismissed against Chad J. Slagle, 48, Maple Street, Salem.
An April 5 pretrial was set for Trey Shields, 21, Independence, Mo., cited with OVI first offense, failure to stop after an accident, failure to control and possession of marijuana.
An April 8 pretrial was set for Tejai E. Conner, 30, Thomas Drive, Wellsville, charged with aggravated menacing for allegedly threatening Mary Goehring through Facebook Messenger, by stating he was going to break down her door and punch her in the face.
Richard A. Castelucci, 45, North Canton, was credited with two days in jail, sentenced to an additional day in jail, fined $500 and required 40 hours community service for telecommunications harassment and menacing for calling the Salem Police Department multiple times regarding allegations of an incident between his brother and an unidentified police officer, using profanities and then threatening the dispatcher when he was told to stop calling.
An April 5 pretrial was set for Robert E. Burge, 46, North Ellsworth Avenue, Salem, cited with four counts of illegal use or possession of drug paraphernalia for having a crack pipe, push straw and two glass cups with similar residue on July 14, after allegedly having three straws and a piece of tinfoil with a white crystal substance on Feb. 29. Then on Tuesday, Burge allegedly had a small plastic bag with an unknown crystal substance inside the coin pocket of his pants.
Diana L. Andre, 41, Newgarden Avenue, Salem, was fined $250, credited with two days served and sentenced to an additional 18 days in jail for illegal use or possession of drug paraphernalia. Andrew was found to have a silicone container with a crystalline residue inside her front pocket in Salem on Tuesday.
Wendell S. Beatty Jr., 32, Old Lincoln Highway, East Liverpool, was credited with 13 days served in jail, sentenced to an additional 67 days in jail, fined $450, required 50 hours community service and ordered to pay Jared Moffett $1,533 in restitution for domestic violence and criminal damaging. On Nov. 2, 2019, Beatty struck Helen Moffett in the side of her face and backed into a Jeep owned by Jared Moffett, while Helen Moffett and her uncle, Richard Moffett, were sitting inside the vehicle.
Jordan Hebron, 18, East Clark Street, East Palestine, was credited with 34 days in jail, fined $700 and required 40 hours community service for criminal trespassing, obstructing official business, criminal mischief and assault amended from domestic violence. Some of the charges stemmed from grabbing Carly Meckler’s arm in an attempt to get a phone away from her and punching a TV inside the home on Sept. 22. The other charges were from when he attempted to break into Meckler’s home on Feb. 11 and then fled on foot.
Mark D. Knight, 21, North Cross Street, Columbiana, was sentenced to 10 days in jail, fined $200 for disorderly conduct, misconduct at an emergency. Knight yelled at police and firefighters at the scene of a fire in Columbiana on March 16, while he was intoxicated.
Collin Gilbert, 25, Youngstown, was fined $350 and sentenced to three days in jail for reckless operation and driving under suspension.
Kevin L. Fankhauser, 46, Lowmiller Road, Minerva, was fined $250 and credited with two days in jail for disorderly conduct amended from domestic violence for brandishing a knife and threatening to kill his wife on March 13.

An April 29 pretrial was set for Danielle N. Stanley, East Ninth Street, Salem, charged with theft for allegedly taking a package delivered to Kimberly Pollock’s home in Salem containing a pair of shoes valued at $34.
A June 3 pretrial was set for Lisa M. Leana, 48, Longs Crossing Road, Leetonia, charged with theft for allegedly shoplifting $258 in merchandise by not scanning them at the Salem Walmart on March 18.
John Pete Dalonzo, 50, Lilac Road, Minerva, was fined $430 for reckless operation, failure to control and a seat belt violation.
A May 20 pretrial was set for Alan G. Fleeger Jr., 28, Youngstown-Pittsburgh Road, New Middletown, cited with possession of drugs, speeding and driving under suspension.
Michael J. Harroff, 39, Jimtown Road, East Palestine, was fined $150, credited with two days served in jail and required 40 hours community service for disorderly conduct for returning to the Jimtown Road home on Dec. 26 when he was intoxicated and had earlier been taken by police to his father’s home in New Waterford.
A May 13 pretrial was set for Anna M. Greeneisen, 38, Benton Road, Salem, charged with possession of drug abuse instrument for allegedly having a syringe in her pocket in Salem on Tuesday.
An April 29 pretrial was set for David Rivas, 52, Ashtabula, cited with no licenses.
Laeton J. Walker, 19, Depot Road, Lisbon, was fined $150 for an equipment violation amended from speeding.
A no license citation was dismissed against Shane L. Higley, 43, Ambridge, Pa.
Michael T. Bryan, 44, Ridge Street, Leetonia, was fined $50 for an equipment violation amended from assured clear distance.
EAST LIVERPOOL — In East Liverpool Municipal Court, Christopher J. Cianni, St. Clair Avenue, is set for a status hearing April 1 and a jury trial April 7 on domestic violence, violating a protection order and prohibition concerning companion animals charges.
Benjamin J. Kuhn, Navarre, was fined $800 and given a 30-day suspended jail sentence for driving under suspension, reckless operation, speeding, failure to obey a traffic device, failure to control, failure to signal, driving left of center and fictitious plates.
Christa J. Glover, McCormick Run Road, Salineville, was fined $250 and given 60-day suspended jail sentence for theft.
Jerry W. McPherson, Enon Valley, Pa., was sentenced to 90 days in jail for a probation violation.
William J. Wolfe, Park Boulevard, was fined $350 and given 20 community service hours and a 60-day suspended jail sentence for driving under suspension.
Kathleen Townsend, Lincoln Avenue, was fined $550 on property maintenance, storage of tires and littering charges. If she complies with city code, $450 of the fines will be suspended.
