COLUMBIANA - A public hearing will be held regarding the closing of the Esterly Drive railroad grade crossing to accommodate the Buckeye Transfer facility.
Fairfield Township trustees on Thursday set the hearing for 7 p.m. on Dec. 12.
Norfolk Southern owns the railroad.
The procedure calls for advertising for a public hearing for two consecutive weeks and notifying all adjacent property owners along with emergency responders and school officials.
No action will be taken after the hearing and Trustee Bob Hum said if the crossing is closed the "natural progression" would be to vacate Esterly Drive from the crossing north to Cherry Fork Road because Buckeye Transfer Realty owns the property on both sides.
If approved, the rail closing will help accommodate a closed-loop rail inside the facility that will transload condensate from truck to rail tank cars.
The facility also will have brine reclamation capabilities, pipe storage and a truck staging area.
Closing the crossing will leave dead-ends to the north and south on Esterly Drive.
In other action, trustees unanimously approved a resolution authorizing Trustee Barry Miner to sign the necessary Government Office of Appalachia forms for the $39,000 grant that will be used to improve roads at the Buckeye Transfer Realty property.
The money is administered by the Ohio Mid-Eastern Government Association (OMEGA).
Trustees will advertise for a new road department employee after Nathan Good turned in his resignation effective Nov.15. He was hired about a year ago.
Trustees are looking for candidates with a minimum of a Class B commercial driver's license (CDL).
Hum said, "I don't want to drag our feet too long (on this) because we don't know what's coming snow-wise."
People interested in applying for the job must submit applications by Dec. 4 to the township at 3062 Fairfield School Rd, Columbiana, OH 44408.

The job will be advertised locally and Hum said the earliest they could hire a replacement would be Dec. 19.
Also, trustees unanimously voted to advertise for additional bids for the 2002 Dodge Intrepid SE that was formerly used by its police department. The vehicle was advertised in the Ohio Township Association newsletter resulting in one bid being submitted and Miner wanted to give local bidders a chance.
"I think we should do it locally," he said,
Hum said the battery goes dead and Miller was unsure what was draining it.
Bids are due by the close of business on Dec. 4 and will be opened during the Dec. 5 meeting.
Trustees also approved purchasing new Sharp copier from Valley Office Solutions for a price not to exceed $6,000.
The price quoted from Valley Office was $5,899 in July and came with a 90-day guarantee.
Another copier, a demonstration unit, is currently being evaluated, and trustees said it should be taken out.
In other business, trustees approved a purchase order for $220 for Fiscal Officer Pat Hoffmaster to buy ink cartridges for the computer printer.
