Lisbon officer appointed Salineville’s newest chief

SALINEVILLE - Village Council on Monday hired David Hilliard Jr. as police chief.

He replaces Terry McElroy, who left three months ago for a job in the private sector.

Officer Stephen Thomas, who has been acting chief in the meantime, was commended by Mayor Mary Smith and council, noting he made the best of limited resources. Thomas will remain on the force.

Hilliard, who worked previously in the village, has been an officer in Lisbon since 2004.

His employment with the village begins today at a rate of $13 per hour with no benefits. A residency requirement was waived by council.

After McElroy's departure, several officers resigned, and at one time the department consisted of only Thomas. Two officers have since been hired.

Council has placed a 3-mill police levy on the November ballot, with hopes that increased funding will lead to a full-time police force.
