Alliance man charged with planting pipe bomb

ALLIANCE - An Alliance man has been arrested after allegedly leaving an unwanted Valentine's Day present for his estranged wife and another man last week.

David A. "Turtle" McCoy, 32, of 968 W. Broadway, was arrested without incident by city police Thursday evening in connection with an incident Feb. 14 when an Alliance man found a suspicious device beneath his vehicle, later determined to be a live pipe bomb.

According to an Alliance police press release, the device was found wrapped in tissue paper with wires coming from it. Alliance officers were aided at the scene by the Summit County sheriff's bomb squad and the Bureau of Alcohol, Tobacco and Firearms (ATF).

The device was disabled by the bomb squad without detonation.

It was described as being two feet long and made of two-inch wide pipe, containing what appeared to be black powder, BBs and several solid propellant model rocket engines with igniters. The igniters were attached to the external wires.

McCoy has been charged with two counts of attempted aggravated murder, two counts of attempted aggravated arson and one count of illegal manufacturing or processing explosives. All charges are second-degree felonies.

Officers allege McCoy constructed the device and attached it to the vehicle, targeting his estranged wife and the male owner of the vehicle.

The incident had been under investigation, led by Alliance Detective Don Wensel with the ATF, since last Thursday. According to the press release, the investigation "included a search warrant executed at an Alliance home the night of the incident, numerous interviews and tracking down components of the bomb to their original purchase date and location."

McCoy is being held at Stark County Jail on a $500,000 bond and is scheduled to be arraigned in Alliance Municipal Court on Friday.
