BDD?board looks to boost security near jail

February 21, 2013
Morning Journal News

LISBON - Concerns about safety at EDI Central and Beaver Creek Candle Co. on County Home Road was part of the decision by the Columbiana County Board of Developmental Disabilities to upgrade security at the facility.

John Wolf, building and grounds supervisor, explained to the board that people released from the county jail often walk right past the building on their way home. Some have been known to walk right in.

Wolf said the big initiative since the Sandy Hook School tragedy has been about providing additional security and safety at these buildings.

The board approved a $33,998 contract with 21st Century Alarms of Salem, which was reportedly the lowest submitted bid. The company will install magnetic locks on all the doors with employees receiving a card allowing them access to the building. Wolf explained the cards can be activated and deactivated quickly on the computer. A person working on a project in the building could even be issued a pass only allowing access in the building between certain hours and for only so many days.

Additionally, a readout could be created quickly to show everyone who has been in the building on a certain day at a certain time.

In the future, the security system would even allow for additional upgrades, should the board decide they would like more options, such as alarms.

In other matters before the board:

- Rubber mulch and curbs will be installed at the Robert Bycroft playground at a cost of $27,000. Under the swings rubber mats will be placed to keep the mulch from being kicked away.

- An executive session was held at the end of the meeting to discuss personnel matters.

- The board voted to create two part-time home visitor/service coordinator positions for Help Me Grow. The positions will only be filled if a grant, which the school has applied for already, is awarded.
