Salem Twp. trustees set to pass temporary appropriations

FRANKLIN SQUARE - When Salem Township trustees meet in a special session at 9 a.m. today they are expected to pass temporary appropriations in the amount of $580,000 for 2013.

The money will be used to pay for all current expenses until April 1.

State law allows that on or about the first day of each fiscal year, the taxing authority of each subdivision or other taxing agency shall pass an appropriation measure.

The law allows for supplemental appropriation measures later in the year as the government unit finds necessary, based on the revised tax budget or the official certificate of estimated resources or amendments of the certificate.

Trustees are also expected to take action on a road use management agreement (RUMA) for Hilcorp Energy which has the oil and gas rights to the Grubbs' well on Grafton Road.

Earlier this month, Hilcorp asked for a RUMA for about eight-tenths of a mile from state Route 558 to the south.

RUMA's are a detailed process aimed at making sure secondary roads are capable of handling high-tonnage truck traffic back and forth from oil and gas wells and maintaining them.

An engineer and project manager for the land services company handling the RUMA advised trustees that Hilcorp planned on installing a wellpad, water impoundment and related facilities.

The township is becoming an oil and gas drilling hot spot in the northern part of Columbiana County.

Currently Hanover Township has the most permitted wells in the county.

Chesapeake Energy has the most wells drilled or producing in Ohio with just over 130 and about 74 of those are in Carroll County.

Chesapeake has plans to drill up to 4,000 wells in Ohio in the next 20 years or about 200 a year.

Fiscal Officer Cathy Wilms said Thursday, the RUMA has been approved by the Columbiana County engineer's office and she didn't anticipate any problems with trustees approving it today.

Trustees will also hold a reorganizational meeting.
