BDD school, workshop to hook into waterline

LISBON - The county agency that serves the mentally handicapped received a Christmas present of sorts from the Columbiana County Engineer's Office.

County Board of Developmental Disabilities Director William Devon II reported that county Engineer Bert Dawson's office has offered to hook the BDD's Robert Bycroft School and nearby workshop into a new waterline being run to the area.

The school is located on state Route 172 and the workshop about a quarter mile away on County Home Road. County commissioners are in the process of extending municipal water service to the area, and also benefiting from the waterline are the county jail, county dog pound and county juvenile detention center, known as the Tobin Center, all of which are located on County Home Road.

Devon said they were prepared to hire JP Plumbing of Lisbon for $5,400 and Paul Mitchell Excavating for $15,630 to install a line connecting the school and workshop to the new waterline, but the engineer's office staff will instead do the work at no cost to the BDD.

He said they were obviously grateful for the gesture and pleased to be able to replace their well system with a reliable source of municipal water, which will be coming from the city of Salem's system.

"This is a great thing for us because we're going to have water for all the buildings even if the power goes out," Devon said.

The BDD and the other county buildings will also benefit from a mini-sewage treatment plant being built in the area by commissioners to specifically serve the agencies by replacing individual mini-treatment plants.

In business at its recent meeting, the BDD approved a settlement agreement with Cecelia Rose, a workshop employee. Rose's employment had been terminated and she filed a grievance, but the settlement agreement resolves the dispute, with the end result being she will no longer work for the BDD. Devon said his attorney advised him against disclosing any further details of the agreement.
