BLSD approves interim agreement with architect firm

LISBON - The Beaver Local Board of Education approved an interim contract with Olsavsky Jaminet Architects, Inc., at its December meeting Monday evening at Beaver Local High School.

Under the terms of the contract, Olsavsky Jaminet will continue to provide design services to the district for its new K-12 school while the Ohio School Facilities Commission, which has agreed to provide partial funding for the project, reviews and finalizes the formal architect's agreement.

Board members passed a resolution in July selecting the Youngstown architectural firm to provide design services to the district. Since then, Olsavsky Jaminet has compiled a Program of Requirements for the OSFC and is continuing with the schematic design phase of the project.

A fee totaling $2,832,122, representing 6.5 percent of the $43,571,114 construction cost, will be charged to the district. The services invoiced by Olsavsky Jaminet include completion of an organizational meeting ($28,320), OSFC program verification ($198,250) and the schematic design and design development phases of the project ($566,425 each).

District treasurer Robert Barrett says that under this agreement, which has already been approved by the OSFC, the district will pay the above fees up front. Following formal approval of the architect's agreement by the OSFC, the district will be reimbursed from the state's share of funds. He emphasized that this invoice does not represent any additional spending to what has already been approved for the project.

"I've run it past our legal counsel that deals with the bond issues," Barrett said. "They say this is the normal contract for something like this."

The approval of the interim agreement was added to the meeting agenda via an amendment that was adopted at the beginning of the meeting.

The board also adopted a resolution accepting the Program of Requirements from Olsavsky Jaminet, which district superintendent Kent Polen said was a summary of findings from all the planning sessions and meetings concerning the new school building project held to this point. The resolution also approves the Classroom Facilities Assistance Program's Mater Plan for the project, including the construction of the new K-12 school building and the abatement and demolition of Calcutta, Rogers and West Point elementary schools, and Beaver Local Middle School and High School.

In his report to the board, Barrett noted the district received $1,750 from personal property taxes in November, down significantly from the $173,027 received in October. He said this was a direct result of the phase out of the tax at the state level. He also said that BLSD made its first interest payment on the school construction bond to the Bank of New York Mellon Trust, the bond issuer, in the amount of $207,578.17.

In other news:

* An executive session regarding personnel matters was moved back in the schedule to end of meeting at Barrett's request.

* The annual organizational meeting, which will take place concurrent with the January board meeting, was set for 6:30 p.m., Wednesday, Jan. 9, in Room 2 at the high school.
