Wade replaces Stovall freeing at-large seat

EAST LIVERPOOL - In a bit of political maneuvering, Councilman-at-Large Charles Wade was appointed Tuesday night by members of the Precinct Committee to the vacant 2nd Ward council seat left open with the recent resignation of Ryan Stovall.

Auditor Kim Woomer nominated Wade, acting on behalf of Mayor Jim Swoger, who was out of town. No other nominations were forthcoming.

Precinct committeemen William Hogue and Sam Scafide, both of the 2nd Ward, were the only ones eligible to vote on the nomination, and both supported Wade.

Stovall indicated last night he now intends to seek Wade's vacant council-at-large seat, saying, "The only reason I gave up (the 2nd Ward seat) was because I invested in the city by purchasing a house."

After purchasing a home outside the 2nd Ward, Stovall was forced to relinquish his seat, but can serve in a council-at-large seat from any city ward. He currently lives in the 3rd Ward.

Stovall has at least one competitor for the council-at-large seat from former council member Brian Kerr, who said last night he also is seeking Wade's empty seat.

Kerr unsuccessfully ran against current mayor, Swoger, instead of seeking re-election to his council seat.

Wade said after the meeting, "If Ryan should be successful (in attaining his vacant seat), that maintains the continuity on council. It may benefit the city to do it this way."

Wade began his council career as 2nd Ward councilman in 1981 and has since been elected as councilman-at-large, then president of council for six years and, finally, to another council-at-large term, of which he has served one year.

The Precinct Committee will meet at 7 p.m. Nov. 13 in Council Chambers at City Hall to choose Wade's replacement.
