EAST LIVERPOOL - The resignation of 2nd Ward Councilman Ryan Stovall will become effective today after a resignation letter was sent to the county Board of Elections Friday.
In his letter, Stovall said that, after renting a home the last few years in the 2nd Ward, he and his wife recently purchased a home on Orchard Grove to "make a permanent investment in the city."
The Orchard Grove home is located in the 3rd Ward, represented by Councilman Tom Cunningham, necessitating Stovall's resignation from the 2nd Ward.
"I hope to stay involved in city government and wish to return to an elected position should the opportunity arise," Stovall advised in his letter, which was released to the media Tuesday.
Stovall is a police officer for St. Clair Township Police Department and formerly was a patrolman for the city department. He is currently serving his third term as a council member, with one year remaining on his current term.
According to elections board Director Adam Booth, the Central Committee in East Liverpool, composed of 2nd Ward precinct committeemen, will be responsible for choosing a replacement for Stovall.
The committee can begin that process five days after his resignation and must make a selection within 45 days or the choice will become the mayor's.
He said nothing in the law requires that the committee accept applications from interested parties.
However, Denny Johnson, chairman of the county Democratic Party, said those interested should express their interest to him or city council members. In the near future, a meeting of the committee will be called at which a selection will be made.
The person chosen will fulfill the remainder of Stovall's term.
