STRONGSVILLE - Rick and Helen Lockhart, Strongsville, are announcing the engagement and forthcoming marriage of their daughter, Valerie J. Lockhart, to Frank E. Shagnot Jr., son of Jackie Shagnot, Hanoverton, and Frank Shagnot Sr., Lisbon.
The bride-elect is a 1997 graduate of Brunswick High School and a 2007 graduate of Ohio Valley College of Technology. She is employed at East Liverpool Orthotic-Prosthetic Clinic.
Her fiance is a 1989 graduate of Southern Local High School. A U.S. Army veteran, he is owner and operator of Shagnot Construction.
