Man tending to pet when hit by vehicle

EAST ROCHESTER - A county man who was struck and killed by a car Saturday night was in the middle of the road because his dog had just been hit.

Mathew Flugan, 37, of East Rochester, died at about 9 p.m. Saturday outside his home on Speidel Road in East Rochester.

According to the Journal's news partner, WKBN FirstNews, Flugan had just finished a walk with his girlfriend and their other dog when they saw the dog in the road.

Flugan was kneeling in the middle of the road, WKBN said, when he was struck by a Dodge Intrepid driven by Jason Snay, state Route 9, Salem.

"That's what he was doing on the road was retrieving because he'd already put Teddy away and their was no other reason," Randall Wutrick, a friend of Flugan, told WKBN. "Sadie should have been up there with him. I didn't see it happen, but that's what it looks like to me. I know he had the dog in his arms when he got hit."

Flugan and his dog both died at the scene.

Snay was not injured.

The highway patrol is investigating the accident.
