:Soft Slag" what is that. Their could be several reasons for the chip n seal to not perform. Usually it is a combination of issues. Dirty aggregate could be one issue. I have tested and worked in asphalt buisness for 12 years. There is more to the problem than aggregate. Paving temperature, binder grade, and the speed material was laid down. In this article it does not mention if other possibilities for the chip n seal to have failed. Beware public to many facts are being withheld to make an accurate opinion. A true story will have facts to back it up. When was the chip n seal laid down what binder was used. Did the company use enough liquid to even coat aggregate. Even insuperior aggregates if coated with asphalt would hold up better than that. What surface did they lay chip n seal down on previous asphalt or concrete where are these facts. This article does not have facts enough to blame just aggregate. I have worked on the road on some chip n seal jobs.

I am more concerned about the slow response to filling the pot holes in the Village. Some have been fixed. But a more concerted effort needs to be taking place. Were paying twice for the damage too the roads. Once with the additional tax for up-keep with the roads. The second with the cost to fix our vehicles from the damaged roads.
