The county dog shelter is doing a good job and I won't mind paying the increase, especially if it allows even one dog to continue living. The volunteers do a great job. I was there last year to rescue a dog and the animals all appeared in great shape and well cared for. As for the 3 year and lifetime, set the additional revenue in a special interest bearing account and withdraw 10 bucks a year for each 3 year and lifetime licence sold. A good dog owner won't cheat. and bad dog owners don't even licence the dog
