It is time to get it right. These thieves were not stealing scrap, they were stealing articles that they sell for scrap. Stealing plumbing worth thousands of dollars and selling it for pennies is a drain on the resources of the city. they are selling these items some place, and the buyers are the ones that need to be shut down. Just because you can't prove it was stolen is not an excuse to buy it. John Q. Adams bronze plaque from his grave most likely was stolen, and they know it.
