To STofit - In Ohio a community has two choices: It can have a manager or it can have an elected mayor, either a charter form of government or a traditional mayor/council form of government. There is no provision under Ohio law allowing an elected 3-person panel to run a town.

Years ago the residents voted for a charter government because there was a "good ole boy" network running the town. It worked for a while, but now we have the additional expense of a city manager, and quite frankly, can anyone see any improvements made since the charter was put in place? Abolish the charter and elect a 3 person panel of commissioners to run the city and require them to be re-elected every 2 years with a 4 year maximum term.

Make the previous councils and manager(s) pay it back. They knew the rules, now this council has to decide on its' fate. Just start paying it back and it will be there to borrow from again. Like it was intended for, shame the town squandered that money and just think had it been paid back, new light poles would have been already ordered!
