BWD was created by commissioners and then deemed a power unto itself. They gave them enormous powers and corruption was the result. There needs to be a higher authority before the county gets taken again. There is now a legal history of responsibility and we all end up paying for the deeds of the corrupt.

The commissioners did not have the right to "loan" bwd taxpayer money so they could pay EL. The commissioners are overstepping their boundaries on this and many other issues!
