When you borrow money from yourself you never pay it back. The public was against touching the trust because they knew it would be gone. Not only is the principle gone but by this time the interest would have doubled it. The shale money will be blown and all the tax payers will be left with are higher gas bills because the "windfall" for the government has disappeared.

This is just another sign that cities are failures. They can't support the population they have and crave new people to tax. When the drilling comes, watch how they spend it. It will be on new projects they can't support.
